Misusing Weapons on the Masses

In the last two years, the Chinese Communist regime has become more and more inclined to using police and armed police to deal with the protesting masses, bringing about more and more violent clashes between officials and the people. At present, this kind of violent clash between officials and the people has escalated to the December 6, 2005, incident in a village in the Shanwei region of Guangdong Province, in which police and armed police opened fire on protesting villagers, causing many casualties.
The Chinese Communist regime must be clear on an important rule in the international community implemented after the Cold War: regardless which country the regime controls, if it fires upon the common people in clashes with them, they will be serious incidents received international concerns.
The villagers in that village in Shanwei had objections to the necessity of building a power plant on village land, and disputed whether or not the compensation funds they received for the requisition of their land were adequate. They suspected that the local government and village authorities had gotten involved in embezzlement and were misappropriating the compensation funds; for this, the villagers began to protest. The vast majority of conflicts between officials and the people in China in recent years revolve around land disputes between the government and the populace. The Chinese government should act according to internationally-recognized standards of civilization and use peaceful means to deal with these types of disputes: establishing consultation mechanisms for the government and populace to meet as equal parties; raising land compensation fund quotas and properly arranging work and living conditions for villagers who lost their land; eliminating regulation-violating and corrupt behavior on the part of government organs, businesses, and village authorities in the process of requisition and land development. The Chinese Communist regime, however, has no interest in fairly and constructively resolving conflicts between officials and the people, and is instead enamored of using police force and weapons against the populace, as well as maintaining the narrow interests of the regime and the massive profits of development businesses.
In recent years, the Chinese Communist regime has become conceited and self-satisfied, erroneously thinking that by relying on increasing economic power and military strength, it can control and government China in a non-democratic fashion for as long as it wishes, that it can keep allocating political and financial interests in an unfair manner for generation after generation, and that it can reject the free world's criticism of China's human rights for year after year. Abusing weapons to harm the people is the manifestation of the clashes that this despotic, conceited, and self-satisfied regime has brought about.
The Chinese Communist regime's conceit and self-satisfaction is alerting the knowledgeable people of democratic nations. If a swiftly-rising China doesn't advance in the direction of democracy, civilization, and peace, not only will it present a challenge to the international system, it will continue to oppress the people of China. These signs will prompt interest groups in democratic nations to actively change policy towards China in a more progressive way.

对民众滥用武力

最近两年中共政权越来越倾向于使用警察、武警对付抗议的民众，由此导致越来越多的官民之间的暴力冲突。现在这种官民暴力冲突升级：2005年12月6日，在中国广东省汕尾地区的一个村庄，警察、武警向抗议的村民开枪，造成村民死亡。
中共政权必须明白冷战结束后的国际社会的一项重要规则：无论哪个国家的政府在同民众的冲突中射杀平民，都是国际关切的严重事件。
汕尾那个村庄的村民对政府在该村土地上兴建发电厂的必要性存有异议，对征用土地的补偿款是否充分提出争议，对地方政府和村当局涉嫌克扣、侵吞征地款表示抗议。近年中国的大多数官民冲突也是集中于政府同民众之间的土地争端。中国政府应该按照国际公认的文明标准在和平的轨道上处理这类争端：建立政府与当事民众之间的平等的协商机制；提高土地补偿款限额并妥善安排失去土地的民众的工作和生活；清除政府机关、开发商、村当局在土地征用和项目开发中的违规和腐败行为。但是，中共政权对公正地建设性地解决官民矛盾不感兴趣，而是迷恋于对民众施加警力和武力，迷恋于维护政权的狭隘利益和开发商的暴利。
近年来中共政权自大自满，以为依靠增长的经济力量和军事实力，就可以无限期地按非民主的模式管治中国，就可以一代接一代地不公平地分配政治利益和经济利益，就可以年复一年地拒绝自由世界对中国人权记录的批评。对民众滥用武力是这种专制主义的自大自满的突出表现。
中共政权的自大自满正在进一步提醒民主国家的有识之士：如果一个崛起的中国不朝民主的、文明的、和平的方向前进，它就不仅会对国际体系构成挑战，而且会对中国民众构成压迫。这一提示将会促使民主阵营的对华政策发生积极的变化。
