Wei Jingsheng Meets with Japanese Human Rights Lawyers Organization

 

 

      On November 3rd, 2006 Wei Jingsheng met with the nation-wide Japanese human rights lawyers organization: Human Rights Now.  The organization was established by several dozens of Japanese human rights lawyers and university law professors. 

 

      The Secretary-General of the organization, Ms. Kazuko Ito, first thanked friends of the Chinese democracy movement in Japan for attending the founding meeting of Human Rights Now in July of this year.  Then she introduced the present direction the organization's international human rights work.  The scope of their work includes many Southeast Asian countries.  From here on, the plan is to work through the United Nations to promote their work.  She then invited Wei Jingsheng to share his many years of experience promoting human rights issues at the United Nations. 

 

      Wei Jingsheng first introduced each country's human rights groups' and politicians' efforts, all have worked by means of a team of lawyers to open up the fields.  Then he introduced his activity over the last few years at the United Nations representing NGO (Non-Governmental Organization):  effectively pressuring European and American government bodies to oppose the proposal to lift Europe's arms embargo to China, as well as gaining close attention from many countries when proposing resolutions condemning China's human rights records.  Wei Jingsheng also advised the Japanese human rights lawyers in their work:  when approaching politicians do not differentiate between those on the left and those on the right.  In Wei Jingsheng's experience in Europe and the United States, no matter if the politician leans left or right, on issues of human rights it is the same.  He talked about his trip to Japan this time, to his surprise, he discovered many Japanese Diet Members are concerned about human rights issues, and are especially attentive of China's human rights situation.  So with respect to human rights, not matter if they lean to the left or to the right, politicians should all work together.  No matter what a politician's ultimate goal is, as long as he/she cares of human rights, you should unite with him/her.  If the Japanese non-governmental human rights lawyers' organization can do this, in the future it will play an important function in its work on human rights, especially international human rights.

 

      Lawyer Kazuko Ito said that many of their lawyers have come back to Japan after study abroad in the United States.  In Japan they have met with some Chinese lawyers.  But Chinese lawyers only talk about war reparations, when you mention human rights issues they evade the topic.  Of course the Japanese lawyers understand.  If Chinese lawyers while in Japan discuss human rights issues, when they return to China it will bring trouble on themselves and their work.

 

      When Lawyer Ito asked what sort of group Falun Gong is, Wei Jingsheng responded that Falun Gong is a normal qi-gong and spiritual belief group.  As long as within Falun Gong no one's rights are violated and it benefits its members, no one should interfere with it.  China's government has not only persecuted Falun Gong, at the same time it has also suppressed other religious groups, including house church Christian members.  In matters of human rights, Falun Gong, Christians, and human rights organizations such as Amnesty International are all our allies.

 

      Overseas Chinese Democracy Coalition Japan charter director, Lin Fei, said he previously attended Wei Jingsheng's human rights activity at the United Nations in Geneva.  In July of this year he also attended the Japan Human Rights Now's inaugural meeting.  But he sensed that all of the team's work was focused on Southeast Asia; however, China, a nation that violates human rights in a grand scale, is not included in the guiding principles of their work, this he felt was regrettable.  In addition to international human rights issues, Human Rights Now also ought to pay close attention to Japan's domestic human rights affairs.  For example, right now there are fifty to sixty thousand Chinese people espoused to Japanese people, and incidence of domestic violence has continually risen.  Organizations with real strength, such as Human Rights Now, ought to help handle and resolve this problem.

 

      Lawyer Ito indicated that she would organize this discussion into a report to present to the board of directors; at the same time she hopes that henceforth they can continue to improve coordination, and make some accomplishments in matters of human rights.

魏京生会见日本人权律师团体

 

(以下为中国民主运动海外联席会议日本分部有关魏京生访日的报告:第11章)

 

 

魏京生在11月3日会见了日本人权律师团体。全日本人权律师团体全称是『ヒューマンライツ﹒ナウ』。是由几十名日本的人权律师和大学法学教授发起建立的。

 

事务局长伊藤和子律师首先感谢日本民运的朋友参加了今年7月的人权律师团体成立大会。然后介绍了目前团体所推进的国际人权方面的工作。工作范围涉及东南亚诸多国家。今后的打算是通过联合国人权组织推动各项工作。并请魏京生介绍几年来在联合国推动人权工作的经验。

 

魏京生首先介绍了各国人权团体和政治家的起步,都是通过律师团体为先锋去打开局面的。然后介绍了几年来联合国非政府组织的活动,有效地推动了欧美政界关于反对解除欧洲对中国武器禁运的议案,并在谴责中国迫害人权提案方面得到了诸多国家的关注。在日本人权律师团体的工作上,魏京生提出了建议:不要以左右派政治家分别对待。以魏在欧美的工作经验,无论是左右政治家,在人权问题上都是一致的。这次来日本访问,和以前感觉完全不一样,发现很多日本的议员都非常关心人权问题,特别是对中国人权的关注。所以在人权方面,不论是左右派政治家,都应当联合起来。不管政治家抱有什么目的,只要他讲人权,就应去团结。如果日本的非政府组织人权律师团体能做到这一点,将会对人权特别是国际上的人权工作起到重要作用。

 

伊藤和子律师说,本会的很多律师都是从美国留学回来的。在日本也同中国的律师有过一些接触。但中国律师只讲战争赔款问题,一涉及到人权方面就避而不谈。当然我们日本律师也理解:中国律师如果在日本谈及人权问题,回国后会给自己和工作带来很多麻烦。

 

当伊藤律师问及法轮功是一个什么様的团体时,魏回答法轮功是一个正常的练功和信仰团体,只要法轮功内部不去侵犯人权,对会员带来好处,任何人都不应该去加以干涉。中国的政府不仅去迫害法轮功,同时也镇压一些别的宗教团体,包括民间的基督教。法轮功和人权组织包括大赦国际、基督教,在人权事务上,都是我们的同盟军。

 

中国民主运动海外联席会议日本分部负责人林飞说,以前曾参加魏京生在联合国日内瓦的人权活动。今年七月也参加了日本人权律师团体的成立大会。但感到所有的工作方向定在东南亚,中国这样一个侵害人权的大国,却不包括在工作方针之内,是一件令人遗憾之事。除了国际人权事务,人权律师团体也应关注日本国内的人权事务。比如,现有五、六万中国人是日本人的配偶者,受家庭暴力的事件不断上增。像人权律师团体这样有实力的组织,应对此加以帮助并解决问题。

 

伊藤律师表示,这次谈话,将整理成报告上交理事会,同时也希望今后能不断加强协作,在人权事务上有所作为。
