The Overseas Chinese Democracy Coalition Statement after its 2010 Convention

The Overseas Chinese Democracy Coalition held its 2010 convention from January 8th to January 10th in Orlando, Florida, USA, which ended with an election of a new working structure.  During the conference, earnest discussions on the most urgent and critical issues that the democracy movement faces were engaged, and consensuses on the policies and actions to be taken of and by the coalition were achieved.

 

With the spirit of expanded cooperation and relentless pursuit that was exhibited, and based on the consensus reached, on behalf of all the delegates and the organizations they represent the Coalition hereby issues its statement for the convention.

 

The So-called China Model:  Since the Deng Xiaoping era, the Chinese Communist regime has engaged itself in formulating and executing a new set of rules that are different from any other communist government.  This new set of rules, or the China Model, can be characterized as, in short, economic expansion plus political repression.  It allows western businesses to invest and operate in the Chinese market, to utilize the low labor cost resulting from abusing human rights and cheap labor, thus to gain vast profitability.  Those benefiting western businesses would in turn falter human rights principles and business ethics, becoming voluntary defenders for the Chinese Communist regime, assist the Chinese Communist regime to seek favorable trade conditions and status from the west, particularly the United States.  The Chinese Communist regime has successfully taken advantage of the short-sighted business practices, forcing them to impose their influences on their respective governments to deal with the Chinese regime with leniency, tolerance, and support, in order to solidify its continued totalitarian rule in China.

 

The Tendency of Appeasing China by the West:  Under the influences and pressure from the mega business entities, policies in the western democratic countries have progressively felt the impact of two trends of thought.  One provides baseless yet ruthless justification to the regime's oppressive policies and practices towards human rights and democracy.  The other inflates the economic achievement in China, advocating shamelessly that only the China government will be able to salvage the worldwide financial crisis. Many start to doubt the democratic system, and wishfully believe the Chinese regime would be the only savior.

 

Abnormal and Unfair International Trades:  With the unprotected labor rights and lack of fair compensation, and with a highly malformed, export-centric Chinese market, the so-called "normal" trade relation between China and western nations let by the United States is in fact not normal at all.  It has in the past decade resulted in an extensive pauperization among the working class, especially of the "peasant workers" in China, and expanded jobless rates in the west. This is one of the most important but often overlooked reasons for the ongoing financial meltdown and economic recession.

 

The Impact of a True Fair Trade:  Reversal of the unfair international trade pattern will not only enable the western countries to recover their economies in a normal global environment, but also force the Chinese government to expand its domestic market and improve the living conditions, including increasing compensation, for the working class in China. Otherwise, the rescue funds injected by the western governments and the Chinese government will not see the intended goals of improving the economies for regular people but only expand the wealth for the mega businesses and powerful and wealthy class of bureaucratic bourgeois in China.  It will be unable to produce results with substance in improving the working class and general public of both China and the West.

 

Resistance to a True Fair Trade:  Though recovering a fair trade relationship will help normalize the economic activities in China and in the world, it will reduce and even end the monopolization granted to the mega international businesses and Chinese financial magnums. Therefore, it is certain that they will do everything within their power to influence the policy-making bodies and shield the status quo. Further, it can be expected that they will maximize their control over the media and financial resources to suppress the efforts for a normalized fair trade condition.

 

Human Rights Suppressive Alliance:  Since the PNTR (Permanent Normal Trade Relations) debate started at the beginning of the last decade, it has been a collaborative effort between the benefiting mega businesses and the Chinese Communist regime to strangle the Chinese pro-democratic movement both overseas and inside China, and to suppress activities of concerned politicians and human rights activists, resulting in a profound reduction to the attention giving to human rights in China.  Some human rights groups had to surrender certain human rights projects pertaining to China.  While pushing for a fair trade environment facilitates human rights improvement in China, and leverages economy recovery of the Western countries as well, we can expect a wall of human rights suppression alliance consisting of the two forces mentioned earlier, to mobilize all the resources in their control in suppressing the efforts for fair trade environment and human rights improvement.  The human rights issue in China is no longer an isolated China issue; further, it's no longer just a human rights issue.  It impacts global economy, politics, and security issues of this world. It is an issue related to peace and development that the entire mankind will have to face.

 

Our Responsibilities:  Facing all the obstacles discussed above, the organizations for democracy must embrace the spirit of collaboration and cooperation.  We must seek support and work with all the peace-loving progressive forces in the world.  We must overcome all the difficulties and suppression applied from the human rights suppressive alliance.  We must engage ourselves fully in the drive for a fair trade environment.  We want to leave no doubt that the battle we are fighting not only will lift the world economy out the limbo, but will also improve and protect the economic, political, and environment rights for the people in China.  To ensure fair trade and fair compensation for the workers in China, we support the RenMinBi appreciation initiative led by the USA, we support penalizing unfair trade practices and reforming unfair economic policies and systems.  We advocate economic system reformation in China as the forerunner for a full political and social democratization.  We emphasize that this cause is for the well being of the Chinese people and the people in the world.  We never lose sight when it comes to choose between the well being of the people and a privileged few.

 

Important Lesson:  The colleagues who attended this conference have all noticed what had happened just before the 2008 Beijing Olympics.  When the global attention was focused on Tibet, when politicians of many countries, the Overseas Chinese democratic movement, human rights organizations and various righteous people who have focused their effort on Tibet, unfortunately due to the interference and pressure from the pro-CCP forces in the West, the Tibetan government in exile made a wrong decision which was favorable to the Chinese Communist government at a wrong time.  The Tibetan government-in-exile sent its representative without prerequisite of any promises, thus resolving the pressure over the Chinese Communists.  Then it was mocked and humiliated from the CCP instead.  That did not result in any benefits for the Tibetan people, nor bring a chance of change in China, which made the worldwide politicians, journalists and people who have been supportive to the Tibet cause to become disappointed, and even suffer political losses.   Both the Tibetans and us should remember and learn from this lesson.

 

Bottleneck for the rights defending movement inside China:  The rights defending approaches formed a few years ago that were mainly composed by lawyers and individual cases have encountered well planned and well organized obstruction by the Chinese Communist regime with much better improved skills.  The rights defending movement should extend its experience and lessons to the average folks, with related adjustment and improvement, thus to become a rights defending movement spontaneously developed by the people.  By integrating the lawyers and the victims, individual cases and group cases together can aim to better safeguard people's power and interest.   Meanwhile, we must improve people's consciousness of their own rights, to encourage more people to participate in the rights defending movement.  We must avoid the careerists' use of "upright and honest officials complex" to misguide the people, in an effort to build these careerists' own tyranny.

 

The colleagues of the Overseas Chinese Democracy Coalition came from different regions of the world and different democratic organizations.  With the common goal as the prerequisite and principle of cooperation to seek the common ground while accepting differences with different parties and human rights organizations of different countries, with the goals of a democratic China and world peace and development, we shall continue our effort.

《中国民主运动海外联席会议2010年年会声明》

中国民主运动海外联席会议于2010年1月8日至10日在美国佛罗里达州奥兰多市召开了正式会议,选举了新的工作机构。会议对以下9个问题进行了热烈的讨论,并达成了高度共识。

 

1) 所谓的中国模式

从邓小平时代以来,中共就实行了和其它共产党政权不同的主导模式。其特征就是允许并鼓励西方企业在中国投资、营业,利用中国的无视人权和廉价劳力的优势获得超高利润。如此政策使得这些大企业放弃原则,自觉地保护中共的利益,替中共谋取西方大国,特别是美国的贸易优惠条件。这些大企业利用他们对各国政府的影响,迫使这些政府对中共采取政治上的支持和容忍,以达到利用这种支持巩固中共独裁专制的统治目的。

 

2) 西方的绥靖主义趋势

在大企业的推动下,西方民主国家的政治越来越受到了两股思潮的支配。这两股思潮中的一个是极力为中共的反人权、反民主的政策辩护;另一个是夸大中共的经济成就,认为西方的经济危机不得不求助于中共的帮助。在这两股思潮的影响下,不少人认为民主政治失败了,中共的独裁专制是西方的大救星。

 

3) 不正常的国际贸易

由于中国的低人权优势保障了极为廉价的劳动成本;又因为中国的市场不是一个正常的、公平的市场,以美国为首的西方国家给予中国的"正常贸易关系",实际上是不正常也不公平的贸易关系。十年来,它所造成的后果就是中国工薪阶层,特别是农民工的贫困,以及西方的失业率上升。这正是现在经济衰退的主要原因。

 

4) 公平贸易关系给世界带来的利益

改变现在的不公平的国际贸易格局,可以使西方的经济在正常的国际环境中得到健康性的恢复,从现在的衰退中解脱出来。还可以迫使中国政府扩大国内市场,提高工薪阶层的收入。否则,西方和中国政府投入再大的救市资金,最终只是扩大了西方大企业和中国官僚资产阶级的财富。对中国和西方的工薪阶层和全民利益的改善,不会产生实质性的效果。

 

5) 公平贸易关系的阻力

虽然恢复公平的国际贸易关系可以促使西方和中国的国内经济正常化,但西方的大企业,特别是垄断性的企业集团和中国的官僚垄断资产阶级,将会失去他们暴利的来源。他们会利用他们对西方政治的强大影响力,保护不公平的贸易格局。并且还会尽他们的最大努力,利用他们控制的媒体和他们对财富的支配能力,扼杀推动公平贸易的努力。

 

6) 国际资产阶级的反人权联盟

实际上,从2000年的"永久正常贸易关系"(PNTR)之争开始的十年以来,在中国得益的大企业集团和中共的宣传、特务机构采取相配合的策略和手段,从舆论和经济等各个方面企图扼杀中国海内外的民主运动,压制政治家和人权团体。这使得政治家和人权团体在进入本世纪后对中国人权的关注在很大程度上受到阻挠从而衰减,甚至一部分人权团体还取消了有关中国的项目。现在,当恢复公平贸易关系不仅仅和中国的人权有关,同时还关系到西方各国的经济复苏之时,这些获利国际企业集团将会变本加厉地形成联盟,从言论到财政的各个方面行使他们的控制力,压制一切要求公平贸易和人权的力量。中国的人权和民主,已经不仅仅是中国的问题,也不仅仅是人权的问题,而是关系到世界经济、政治和安全的全面性的问题。这是整个人类和平、发展的问题。

 

7) 中国民主运动的责任

在这种艰苦的环境中,中国民主运动要协调配合,争取全人类热爱和平自由进步力量的支持,顶住国际资本联盟和中共的压力,推动西方国家以公平贸易关系为核心的贸易战。在恢复世界经济发展趋势的同时,提高中国人民经济、政治和环境保护的权利。我们要支持以美国为首的西方国家对人民币升值的要求;推进对不公平贸易项目的制裁和对整个不公平贸易制度的改革;以推动中国经济制度的革命性变化为先导,推动中国政治和社会制度的民主化。这场推进公平贸易、争取自由民主的事业,符合中国人民和世界人民的利益。在人民的利益和资本的利益发生冲突的时候,我们选择优先支持人民的利益。

 

8) 重大的教训

与会的同仁们都注意到,在奥运会之前,当全球人权关注的焦点集中在西藏问题上的时候,当各国政治家、中国海外民运、各国人权团体和各界正义人士把力量集中在西藏问题上时,在西方亲中共势力的干扰破坏和压力下,西藏流亡政府在错误的时间做出了有利于中共的错误决定。在没有任何承诺的前提下,他们派出代表谈判,解除了中共的压力,反倒遭到了中共的嘲弄和侮辱。结果是没有为西藏人民争取到权益;没有为中国的变化带来机会。使得国际支持西藏人民的政治家、媒体工作者和民众感到失望,甚至遭受政治上的损失。我们和西藏人民一样都必须记取这个教训。

 

9) 国内的人民维权运动遭遇到瓶颈

前些年形成的、以律师和个案为主的维权方式遭遇到有组织、有计划的、技巧已经大大提高的官方阻挠。维权运动应当把自己的经验和教训推广到一般人民群众中去,作出相应的调整和提高,发展成为人民自动开展的维权运动。通过律师和冤民相结合;个案和群体案件相结合,来达到更好地保护人民权力和利益的目标。同时还要提高人民的权力意识,促使人民大众更多地参与到维权运动中来。尤其要避免野心家利用中国文化的"清官情结"误导人民,建立暴政的企图。

 

中国民主运动海外联席会议的同仁们来自世界不同的地区和不同的民运组织。我们以志同道合为合作的前题与原则,与各国政党和人权组织求同存异,以推动中国的民主化和世界的和平发展为宗旨,不断努力。
