The Jasmine revolution in the Arab world is just unfolding, and the Chinese people are trying to emulate it.  This has frightened the Communist Party Secretary Hu Jintao.  He could not catch the responsible leaders, so he arrested the unruly famous artist Ai WeiWei.  Hu even does not dare to say why, and his pretext of economic problems is not an acceptable excuse to the others.  So a new excuse of bigamy has surfaced.  This behavior is truly laughable.

 

The trend of inflation in China is gaining momentum like a tiger coming down the mountain.  According to the official statistics, it is several percent.  However, for the common people, it is more like in the teens percent.  The gap is so big that it is hard to make people believe the state report.  Even the Communist Party itself does not believe it.  So even Premier Wen Jiabao felt the urgency and repeatedly gave his order to curb inflation.  All these events illustrate one problem:  Deng Xiaoping's strategy "to let some people get rich first" has come to an end.  We must make changes.

 

How to change?  This is by far the most controversial issue.  Currently there are two main strategies.  One is to maintain and develop the advantages of a market economy and reform the political system.  Another is to restore the severer authoritarian system using harsh repression combined with the welfare system of the Mao Zedong era to solve the growing social conflict and conflicts between classes.

 

Without doubt, the first strategy is supported by the majority of the people.  The poor people welcome this strategy, because they could benefit both politically and economically.  They would gain both human rights and legal protection with less bullying from the powerful people.  They could also get some real economic benefit from a more equitable social distribution.  Besides a few fools, there is no reason for the poor not to support political reform.

 

The white-collar middle class and small business merchants are even more in support of political reform.  Even some big capitalists who have lost the power they relied on know that political reform is the only guarantee of their wealth and their lives.  So these people even more enthusiastically look forward to political changes towards democracy and rule of law.  The reason that wealthy people who push for reform such as Ai Weiwei receive wide recognition and favorable impression is exactly because of this broad social base.

 

However, there are still many people who oppose political reform.  These people are not all fools.  Their core is made up of the bureaucratic capitalists who are in power now.  More of them are common people who have lost their interests during the economic reform and are eager to change their status quo.  The Communist Party Secretary of Chongqing Municipality, Bo Xilai, is using the welfare housing and remembrance of "the good life during the Mao Zedong era" to attract these kinds of poor people, as a way to accumulate political capital for himself in the fight for power.

 

Bo initiated a movement of "sing praises for the red and hit the black society" in Chongqing.  On the surface, it seems to be vigorous.  Recently, they even made Chongqing's satellite TV into a special channel dedicated to this "sing praises for the red and hit the black society".  The result immediately surfaced.  The audience was so small that the channel needed government subsidy.  Effectively, the outcome was a poll for the "sing praises for the red and hit the black society", and proved that it is a bad and unpopular idea to return to the Mao era.

 

What the people see first is the falsehood.  What money do you use to build the welfare housing?  Is this money from the big capitalists?  Of course not.  It is still from the taxpayers, money from the common people.  It is treating the common people like playing with foolish monkeys in their hands.  It does not touch that fundamental strategy "to let some people get rich first", nor does it touch the fundamental interests of the bureaucratic capitalists.  More importantly, it does not establish the fundamental principle of protecting people's rights according law.  On the contrary, it enforces Deng Xiaoping's strategy that the officials speak the law, which is strengthening the authority of the bureaucratic capitalists.  Besides feeling cheated, what other sense could the people have?

 

This movement to "sing praises for the red and hit the black society" signals the strengthening of the authority of the bureaucratic capitalism.  When it continues further, it will be more cruel oppression and exploitation, more lawlessness, more disparity between rich and poor, and thus end up with even more social unrest.  The result will be that social conflicts will not get resolved, but further intensified.  The poor will continue to be poor.  Those who could not afford health care will continue to be sick and dying.  Those who could not afford to go to school will continue to be uneducated.

 

By then, there will not even be the opportunity for the petty bourgeoisie to petition.  They must behave themselves, respect the authority and the law.  Of course, what they will have to respect is not the law of equality for everyone, but the law coming out of Secretary Bo's mouth.  To understand what kind of law Secretary Bo would have, the people who consider themselves as middle class should look at the case of Li Zhuang under Bo's leadership.  It is only one step from that case to the total disregard for human life of the Cultural Revolution.

 

Nowadays there are a bunch of offspring of the former powerful who are mentally unbalanced due to losing their power and protection in the reformed market economy.  They think that they could re-enjoy those privileges as in the past if they support Bo Xilai's return to the Mao era.  This is really idiotic nonsense.  Do you think that Bo will return to the egalitarianism of the Mao era?  It is impossible.  Even Bo does not like that poor revolutionary era.  He wanted to sent his son to England to learn to be like the British aristocracy, instead of the red nobility of the poor revolution era.  Do not you offspring of the red nobility feel cheated?

 

After you honored Secretary Bo with that important seat in the political and legal committee, all you red nobility would get is having to behave yourself and not being allowed to talk and move wrongfully.  If you still want to hold Mao Zedong's flag to signal your unbalanced mentality, then you are the enemy of the nouveaux riche of the bureaucratic capitalism and will become the object of dictatorship.  You understand the dictatorial machine and should understand that you deserve it.  That is because as with Chairman Mao, Secretary Bo's words will be the law.  It is just the same treatment as your parents received during the Cultural Revolution era.

 

Are not you dissatisfied to be poor people?  Very good and reasonable.  Then just came to a democratic society where you will be a middle class or neither poor, nor rich.  You would not be worried about food and clothes and have the protection of law.  Is not that what your parents once fought for the common people?  Want to be an aristocrat?  Was that the goal your parents shed their blood and lost their lives for?  Maybe the nouveaux riche and powerful have their opportunity to be nobles, but you do not.  If you are not willing to be obedient citizens, then you will be punished by dictatorship.

 

You are no longer that powerful few.  In the past, you lost your opportunity to be the minority that "got rich first", and so you will have even less chance to be among the nobles in the future.  The heads of the Communist Party support Secretary Bo, for the purpose of exchanging for their children to be the nobility.  But you are only the small common people now, what could you use to exchange for one of those limited slots?  These people who are still having their noble dreams should wake up.

 

I do know a lot of European nobility.  They are realistically a part of the middle class, neither rich nor poor, but enjoying the protection of the law.  No one wants to go back to the bloody feudal era.  Their support for democracy is even more genuine than that from ordinary people.  They should serve as a good reference to the self-promoted Princelings of the Chinese Communists.

《中国的出路》之三十六:薄熙来和他的唱红打黑运动

阿拉伯世界的茉莉花革命方兴未艾,中国人也在试图仿效。把胡锦涛给吓坏了,抓不到正主,就把个狂放不羁的著名艺术家艾未未抓起来。他还不敢说出理由,借口经济问题的借口也不被大家接受。现在又闹出什么重婚罪,贻笑大方。

 

中国的通货膨胀也势如猛虎。官方统计说是百分之几;老百姓的感觉是百分之十几。差距太大无法让人相信。就连共产党自己也不敢相信。所以温家宝也急了,连下命令要抑制通货膨胀。这都说明了一个问题:邓小平的让一部分人富起来的路线走到了头,非改不可了。

 

怎么改?这是目前争论最大的问题。目前的主要路线有两种。一种是保持并发展市场经济的优势,在改革政治体制的同时完善现有的不健全的半市场经济体制。另一种是恢复严厉的专政体制;用严厉镇压与恢复毛泽东时代的福利制度相结合,解决日益增长的社会和阶级矛盾。

 

第一种路线受到广大人民群众的拥护,是不用怀疑的。穷人欢迎是因为他们可以政治经济双丰收。既获得了人权和法律的保障,少受有权有势的人欺负,还可以在比较公平的社会分配中得到经济实惠。除了少数傻瓜,没理由不拥护政治改革。

 

中产白领们和中小商人们更拥护政治改革。甚至一部分失去了权势依托的大资产阶级,也知道政治改革是保护他们身家性命的唯一保障。他们甚至比小资产阶级还热情,期待着政治向民主法制的方向变化。像艾未未这种推动改革的富人能够得到广泛的承认和好感,正是因为有着其广泛的社会基础。

 

但还是有不少的人反对政治改革。这些人不都是傻瓜。他们的核心是现在正在台上掌权的官僚资产阶级。更多的群众是一些在经济改革中失去了利益,又急于改变现状的人。重庆市的书记薄熙来,就是利用福利房和回忆毛泽东时代的美好生活来吸引这些穷人,为自己积累争权夺利的政治资本。

 

薄熙来在重庆的唱红打黑运动,表面上看似乎轰轰烈烈。最近他们还把重庆的卫星电视搞成了唱红打黑的专业频道。结果一下子就漏出了马脚,冷冷落落没什么观众,不得不用政府补贴来维持。这就像是给唱红打黑运动作了一次民意测验,证明了回到毛泽东时代的馊主意不得人心。

 

老百姓首先看到的是假。你盖福利房用的是谁的钱?是大资产阶级的钱吗?不是。还是纳税人的钱,老百姓的钱。这简直就是朝三暮四把老百姓当猴子耍呢。它并没有触动让一部分人富起来的根本路线,并没有触动官僚资产阶级的根本利益。更重要的是,并没有树立依法保障人民权利的根本原则。反倒是加强了邓小平的法从官出的路线,也就是加强了官僚资产阶级的权威。老百姓除了受骗之外还能感觉到什么呢?

 

以加强官僚资产阶级的权威为标志的唱红打黑,继续走下去就是更残酷的压迫和剥削,就是更无法无天,就是更大的贫富差距,也就是更大的社会动荡。结果是所有的社会矛盾都不会得到解决,反而会进一步加剧。穷人继续穷,看不起病上不起学的,仍然看不起病上不起学。

 

无处申冤的小资产阶级可能连上访的机会都没有了,必须老老实实地安贫乐道,尊王奉法。当然了,奉的不是人人平等的法,而是薄书记说了算的法。自以为是中产阶级的人们看看李庄的案件,就知道那是什么样的法了。从此发展到文革时期的草菅人命,只不过是一步之遥。

 

现在有一帮在改革的市场经济环境下失去权势庇护的前高干子弟,心理不平衡。他们以为跟着薄熙来回到毛泽东时代,就可以享受当年的那些特权。这可真是痴人说梦。你以为薄熙来会回到毛泽东时代的平均主义吗?那是不可能的。就是薄熙来也不会喜欢那个穷革命的时代。他自己的儿子也要送到英国去学习当西方的贵族,不想当穷革命时代的红色贵族。你们这些红色贵族的后代不觉得自己在受骗吗?

 

你们这帮自以为的红色贵族,在把薄书记送上政法委的宝座之后,能得到的待遇就是必须老老实实,不许乱说乱动。如果还要打着毛主席的旗号心理不平衡,就成了官僚资产阶级新贵们的敌人,成了专政的对象。各种专政机器你们都懂,专政你们没商量。因为那个法律是毛主席的法律,是薄书记说了算的法律。这和文革时你们的父母所受到的待遇是一样的。

 

不满意当穷人吗?很好,理由正当。那就进入民主社会当个不穷不富的中产阶级吧。不愁吃穿也有法律的保护,那不就是你们的父母想要为老百姓争取的生活吗?想当贵族,那是你们的父母抛头颅洒热血争取的目标吗?那是阴谋家在忽悠你们。现在的权贵们也许有机会当贵族,你们没有。你们如果不甘愿当顺民,就只能被专政。

 

你们早就不是那有权有势的少数了。过去没机会加入先富起来的那一部分,以后就更没有当贵族的机会。即将下台的中央大员们支持薄书记,可以为他们的子女换来一张贵族入场券。你们不过是小老百姓,拿什么去换那张数量有限的入场券呢?做贵族梦的人该醒一醒了。

 

我倒认识不少欧洲的贵族。他们很现实地当着不穷不富的中产阶级,享受着法律的保障。没人想回到那个血腥的封建时代。他们对民主的支持,比普通老百姓还要真诚。这倒可以给那帮自以为是的太子党们参考参考。
