I am very grateful to both Bettona Commune and Liberal Foundation for this first Renzo Foa award, in memory of him and to carry on his spirit. 

 

I think that the current world has paying less and less attention regarding human rights and liberty.  The implication of liberty from this event is to remind people not to forget: that there are many people on this world paying a grave personal price for freedom of speech and freedom of press.  However, why are less and less attention paid by the world?  Let me start from a little personal story.

 

From 1994 to 1995, the Chinese Communist Party illegally detained me for a year and a half, under the same "residence under surveillance" measure that Ai Weiwei and some rights-defending lawyers have.  The most unbearable part of this "residence under surveillance" is to be closely monitored by the guards next to you, day and night.  From within a distance of less than 2 meters, these guards would be next to you and monitoring your every move of eating, drinking, toileting and sleeping.  Although eating and drinking are less of a problem, think that you are constantly watched while you are going to the bathroom, writing, and sleeping.  Can you bear with that?

 

This is an outrageous fascist behavior.  It is a measure applied for severe psychological destruction.  It is definitely a form of torture, that could cause people to lose their minds.  Although I could take it at that time, even the young policemen who were ordered to monitor me had some discomfort about it.  As a matter of fact, to be watched like that of course is very uncomfortable, but to watch others that way is also very uncomfortable.

 

During the half hour a day when we were allowed to be out of our prison cells for some fresh air, when there were no recording devices listening, so we could chat a few sentences.  I would ask them: "Don't you feel uncomfortable watching others going to the toilet?  Is there some excitement similar to peeking into a female bathhouse?"  The young policeman's face immediately turned red, and he quietly cursed: "Only a son of a bitch could think of a bad idea like that.  Who would like to watch other people go to the toilet?  After all, they just make trouble for trivial people like us.  Why don't the heads themselves watch others going to toilets?"

 

I told him: "Next time, why don't you just stand outside of the toilet?  If your boss asks about it, then ask himself to give a try."  He smiled without a word.  Indeed, later on, he would stand away from the toilet.  The person responsible for surveillance procedure is the Communist Party secretary of the Public Security Bureau.  Often, in an effort to arrange this kind of super-fascist torture, he would be in conflict with the team of "anti-riot police" who were monitoring me.  Once in the cafeteria he even complained to me that these young people almost beat him up.  So indeed, even the people who implement these super-fascist measures could not bear them. 

 

However, he argued against me: taking these measures that are not even allowed in prison is due to "residence under surveillance" not needing to be entered as a legal procedure. Thus it may be executed without accordance with the law.  He told me: "If you want to enjoy the treatment of actually being in prison, then you better cooperate with us to enter the arrest process quickly."  What he really meant was that you had to plea guilty even if you are not guilty, otherwise you better endure this kind of illegal torture.

 

Recently, there have been some rights-defending lawyers who were also detained like Ai Weiwei.  They were detained into a jail that does not have to follow the laws related to prison.  The torture they suffered could be only worse than what I had to suffer.  Thus, although recently released, these lawyers themselves do not even say anything about their experience.  That is because most of people could not take that kind of torture.  There are people who even had to praise the "humanitarian measures" in Chinese prison.  All are the consequences of the torture.

 

However, what are the United Nations and Western politicians doing?  They just ask you: Was there a beating?  Most of the people who suffered had to say no.  So a record is made.  Then they ask: Were you scolded at?  Again, the answer was no.  That was also for the record.  The Western politicians even said: "Listen, there are people praising the humanitarian measures in the Chinese prisons.  This praise is enough to prove that the Chinese human rights situation has greatly improved."  The praisers could win awards, and of course the Communist Party should not be sanctioned.  If these brutal super-fascists are not enemies, of course we are entitled to have full cooperation with them.  This attitude is just the same as the appeasers had for the German fascists before the World War II.

 

Why so?  It has implications for even larger issues.  Can another world war be avoided?  Can the Western model of democracy overcome its root illness when money manipulates politics?

  

The Chinese Communist Party is just as smart as Adolf Hitler.  It has already learned to control Western democratic politics through money.  It can easily make Western politicians make policies that meet the interest of the Chinese Communist Party while violating the will of their own people.

 

After these super-fascists are fattened by sucking enough hard-earned money from the Western people and Chinese people, they will not just damage the people's economic interests, they will endanger the personal safety of the people including the safety of the individual capitalists.  This time, the Jewish people will not be the only victims.  Both the Communist Party and the Chinese Culture do not pay that much attention to race, but more to relationships between classes.  Capitalists always have little reputation as a class.  Can they defend the super-fascist Party members for their own safety?

 

But the capitalists are now laughing and say: "Sensational!  What do we have to do with Ai Weiwei?  Why do we have to care about the human rights of these poor Chinese?  Before the World War II, these types of people also felt very safe by living in France, Britain and the United States, while the human rights of Jews in Germany had nothing to do with them.

 

Capitalists will never understand politics.  This understanding is not in the scope of their duties.  What is dangerous is that they are able to interfere in politics and public opinion, and lead the politics toward traps.

 

In recalling this history, luckily Nazi Germany did not timely produce the atomic bomb, otherwise it would be hard to say what the world would look like now.  However, looking into the future it is indeed not so optimistic.  Decades have passed since World War II, yet the world has not accepted the lesson from the past.

 

Nazism was banned, but the authoritarian Chinese Communist Party has become a new favorite.  There are also numerous variants of small Nazi and Communist totalitarian systems.  With the support of the money-dominated politics, the exploitation and oppression of the people are still prevalent, and lies still occupy the media.  What Ai Weiwei has to endure will not be better than what the intellectuals with conscience in Germany and Italy back then endured.

 

What should we do?  The revolutions by the Egyptians and other Arab peoples have not only overthrown their dictators.  Maybe these revolutions are also the hope for the world to avoid another war.  I wish all of you will support the revolutions by these suppressed people, for it will also determine the future of the people in your democratic countries.

 

Authoritarian politics have been and will always be the greatest enemy of human security.  It never did and never will give way due to a simple call for peace, rationality, and non-violence.  We must apply sufficient pressure against them.  If Westerners choose making money on the backs of the oppressed over human rights, only revolution awaits them.

 

Finally, I want to express my gratitude again to Mayor of Bettona, Mr. Lamberto Marcantonini; and President of Liberal Fundazione, Mr. Ferninando Adornato, to award me this first Renzo Foa award in Bettona.

感谢贝通纳市与自由基金会授予我第一届冉佐·佛奖。我们以此纪念他。他的精神永存。

 

94年到95年,中共非法拘禁我一年半,名义和现在对艾未未和维权律师们的名义相同:监视居住。这种监视居住最让人无法忍受的,就是贴身监视。吃喝拉撒睡都在你身旁不超过两米的地方看着你。吃喝还好说,上厕所、写东西、睡觉都在你旁边盯着你看,大家想一想,你能受得了吗?

 

这是令人难以容忍的法西斯行为。那是对人施以严重的精神摧残的手段。它绝对是一种酷刑,会导致精神失常。虽然我当时不把这当作一回事,可是这种做法就连看守我的小青年警察都有些受不了。24小时被盯着看的人固然非常难受。其实长时间这么无耻地看着别人也非常难受。

 

在每天半小时放风的时间,没有窃听器监听,所以我们可以悄悄地聊几句天。我就问他们:盯着别人解手你就不觉得难受吗?是不是有偷看女澡堂的兴奋感呀?小伙子的脸立刻就红了,小声骂道:王八蛋想出来的馊主意,孙子才喜欢看别人上厕所呢。他们也就是折腾我们这些小布拉豆子,那帮头头自己怎么不来看别人上厕所?

 

我就教他说:下回你就站在厕所门外,头们要是问你,就让他自己到厕所里边来试试。他嘿嘿嘿地笑着没说话。后来果然就站到了厕所外边。这个负责看守我的头儿是公安局的党组书记。经常为了安排这些超级法西斯的折磨人的做法,和防暴队的小伙子们发生冲突。有一次竟然找我抱怨说小伙子们在食堂里差点儿就揍了他。可见这种超级法西斯的做法,连执行的人都难以忍受。

 

可是,他自己却在我面前辩解说;这些连监狱都不允许的措施,是因为没有进入法律程序,所以可以不按照法律规定执行。“你要享受监狱的待遇,就要配合我们,快快地进入逮捕程序才行”。意思是说你没罪也要认罪,否则就得忍受这种非法的酷刑。

 

最近,有些和艾未未一起被关进没有进入法律程序的监狱的维权律师们。他们被折磨的状况,只能比我当年更糟糕。所以被放出来的人连话都不敢说。因为大多数人都受不了那种折磨。甚至有人不得不赞美监狱的人道主义措施。这都是受尽折磨的后果。

 

可是联合国和西方的那帮政客们在做什么呢?他们只是问你:有没有挨打?大多数人只好说没有。嗯,好记录在案。有没有挨骂?没有。嗯,好,记录在案。听听,还有人赞美中国监狱的人道主义措施。这就足以证明中国的人权状况大大改善了。赞美者可以得奖,共产党当然就不能去制裁了。残暴的超级法西斯不是敌人,当然就可以和法西斯们进行全面的合作了。这和二次世界大战前,他们对待德国法西斯的态度一样。

 

为什么会这样?这就牵涉到了更大的问题。世界大战能否避免?是不是会再来一次?西方模式的民主能不能克服金主政治的病根?

 

共产党和希特勒一样聪明,早就学会了利用金主政治控制西方民主政治。使其按照共产党的利益作出违反西方人民意志的决策;甚至不惜出卖西方人民的经济利益,来满足大企业和共产党的共同需要。

 

用西方人民和中国人民的血汗钱养肥了超级法西斯之后,这些超级法西斯就不仅仅会危害人们的经济利益,还会危害到人们的安全,包括作为个人的资本家们的安全。这一次,犹太人可能不会是唯一的受害者了。因为共产党和中国文化都不太看重种族主义,他们更重视的是阶级关系。资本家们从来就是一个没有多少好名声的阶级。他们能对付超级法西斯而保护自身的安全吗?

 

但是资本家们会笑笑说:耸人听闻, 艾未未和我们有什么关系?中国穷棒子们的人权和我们有什么关系?二次大战前,他们也觉得自己住在法国、英国和美国,很安全,而德国犹太人的人权和他们没什么关系。

 

资本家永远不懂政治。这也不是他们的职责范围。危险的是他们却能够干预政治和舆论,把政治引向陷阱。

 

回顾这些历史,我们会惊奇的发现,幸亏德国纳粹没有及时地制造出原子弹,否则这个世界现在是什么样子还不一定呢。但是展望一下将来,确实让人不那么乐观。战后几十年,这个世界并没有接受过去的教训。

 

纳粹被禁止了,可是专制的共产党成了新的宠儿。还有无数纳粹和共产党变种的小专制体系。在金主政治的扶持下,人类被剥削和被压迫仍然普遍存在,谎言仍然占领着所有的媒体。艾未未们的遭遇不会比当年德国和意大利有良心的知识分子们更好。

 

我们该怎么办呢?埃及和其它阿拉伯国家人民的革命,推翻的将不仅仅是他们的独裁者。也许,这还是避免世界重新遭受战争的希望。我希望大家支持被压迫人民的革命,因为这也关系到你们这些民主国家里的人民的将来。

 

专制独裁政治从来且永远都是人类安全的最大敌人,从来且永远也不会在和平理性非暴力的呼吁下让位。我们必须对它们施以足够的压力。现在西方人不愿意为了人权失去赚钱的机会,那就只能是革命了。
