Massive Protests in China Will Bring an End to the Chinese Communist Regime -- Huang Ciping's Discussion and Answers to TV/Radio/Internet Users in China on Voice of America's "Issues and Opinions" Call-in Program

 

 

During June 10 to 12 of 2011, there were continuous large-scale protests in the XinTang area of ZengCheng city in Guangdong Province in China.  The protest began when a pregnant woman, Wang LianMei, and her husband from Sichuan were cursed and beaten by police when they set up a stall selling jeans.  The beating resulted in Wang falling to the ground, which caused the onlookers and local peasant workers to cry out.  Thousands of people took to the streets in protest, which finally evolved into large-scale rights defending activities.

 

Regarding the development of this incident and the growing number of so-called "mass incident" protests in China, Voice of America's "Issues and Opinions" program invited Ciping Huang, the Secretary-General of Overseas Chinese Democracy Coalition, to their studio to express her view on this phenomenon, to answer questions from the Chinese audience, and to communicate with them.

 

The following is the main content of the hour-long program with the main points of Ciping Huang and some audience.  At the beginning of the program, Huang expressed her views as:

 

1.      Such large-scale protests frequently occur in China nowadays, despite often remaining unknown due to the repression and information blocking by the Chinese Communist regime.  These large-scale protests are not isolated; they reflect the strong resentment of the general public and expose extremely serious social conflicts in China, especially protests against the disparity of rich and poor, and against the wealthy people's heartless conducts.

 

2.      The "rumors flying" situation in China exactly reflects the problem of news blockage by the one-party dictatorship.  Chinese people rather believe the rumors of others than believe the propaganda of the Chinese Communist Party.

 

3.      The protest was described by the authorities as a conflict between the locals and the migrant workers from Sichuan.  A similar description was given two years ago for the conflict in Xinjiang as ethnic conflict between the Han Chinese and the Uyghurs.  This language is a typical example of the Communist Party hiding behind with its trick of "inciting one group to struggle against the other."  In fact, this is a consistent practice of the Communist regime to transfer the attention from the real cause, and thus to maintain its one-party dictatorship.

 

During the program, an Internet e-mail from a listener pointed out that the Chinese Communist Party (CCP) is a powerful interest group; it turns state assets into the personal property of their own officials.  Ultimately, the Chinese people's resistance and intensified repression from the CCP will enter a vicious circle.  Then, another listener pointed out that it is the CCP that forces people to revolt; people will use force to overthrow this CCP terrorist group.  Another caller expressed that the more and more "massive incidents" illustrate that the one-party Communist dictatorship has entered its final phase.  Callers also protested what the authority does, including not even respecting their own labor laws.

 

Ciping Huang responded: Nowadays Chinese no longer believe the CCP, and the CCP's brutal suppression is exactly the action expected as it nears death.  Just like wrapping a fire in paper, the thicker it is wrapped, the bigger and the more fierce the fire would be, which only will bring the end of the CCP dictatorship.  Now, there is one "massive incident" protest every few days.  These incidents are no longer isolated, but the social reality of Chinese protesting against the government whenever it is possible.  The CCP's funding to "maintain stability" is already surpassing its military expense.  This fact itself illustrates the social instability in China has reached a very serious stage.

 

Ciping Huang further pointed out that the CCP is using its so-called "market economy" to exploit all the Chinese, especially migrant workers, thus resulting in the extreme division by class while the majority poor cannot even support a basic living.  During the Mao Zedong era, Mao advocated "Never forget class struggle".  Yet, Deng Xiaoping made the powerful Communist officials into bureaucratic capitalists sitting on the heads of the people.

 

In response to the case where the Shanghai municipal government does not respect the labor law, Huang pointed out that the CCP's laws are the tools for it to serve itself and to suppress the people.  So, law will be used when it is favorable to the regime, and could not be counted on for the people when it is not good for the regime and its interest groups.  This is particularly noticeable during the illegal demolitions and relocations.

 

Responding to a listener about the issue that people are not organized now, Ciping Huang said: It is because the Communist Party fears mass organizations, and does not allow freedom of association.  However, once the conditions are right, the Chinese people have the ability to establish effective organizations.  Responding to a question presented by host Ms. Peggy Chang, Huang pointed out that the recent popular phenomenon of people singing the songs from the Mao Zedong era reflects their nostalgia against the present day's social injustice.

 

Ciping Huang also compared the difference between an elected government and an autocratic one.  She used examples to illustrate how the Communist regime does not respect human rights, including the people's housing rights.  She said all people want to use peaceful methods to solve the problems, which is why in the past Chinese people had sincerely hoped that the CCP would reform by itself.  However, the CCP illegally seized power by force, and now is maintaining power by its violence.  It will not want to voluntarily retreat from the historic stage in China.  She said that the Jasmine Revolution in the Arab countries started from a vendor who was forced into suicide.  In comparison, what happens in China is even worse: there are vendors even beaten to death by the police.  Thus, a revolution in China could happened in any place, at any time, especially nowadays with soaring inflation and boiling resentment of the people.

 

Finally, in answering the questions of the host, Ciping Huang said that the only fundamental solution to these large-scale mass incidents is political reform, to end the Communist one-party rule and to have elected government in a multi-party system.

2011年6月10号到12号期间, 中国广东省增城市新塘镇连续发生大规模抗议活动。  起因是来自四川的孕妇王联梅和丈夫在摆摊卖牛仔裤时遭警方驱赶打骂,导致王联梅倒在地上,引发围观民众不满及当地民工积压的不满情绪。 数以千计的民众走上街头抗议,最后演变成民众大规模的维权活动。

 

就这起事件的发展和中国近来日益增多的所谓的"群体性事件",美国之音“时事大家谈”节目邀请了中国民主运动海外联席会议秘书长黄慈萍女士到他们的演播室,就这个现象发表她的看法,回答中国的观众、听众的问题并与他们交流。

 

以下为一小时长节目的主要内容及黄慈萍就有关事件的主要观点。在节目的开头,黄慈萍表示:

 

1.这类大规模的抗议事件正在中国频繁发生着。尽管由于中共当局的镇压和新闻封锁,常常不为人所知。这些大规模的抗议不是孤立的,它们反映的是中国广大民众的强烈不满,暴露了极其严重的社会矛盾,尤其是贫富差距与为富不仁的问题。

 

2.中国的传言满天飞的情况正反映了一党专政下新闻被封锁的问题。中国的老百姓情愿相信别人的传言,也不相信中共的宣传。

 

3.这次抗议被当局描述成当地人与四川民工的冲突。这和两年前新疆事件被描述为汉人与维吾尔人的民族冲突一样,是中共躲在后头,运用“挑动群众斗群众”计谋的典型。其实,这是转移矛盾的主因,以此稳固其一党专制的一贯手法。

 

节目中,一封互联网来信指出中共是一个权贵利益集团,将国家资产占有成个人财产。最终,民众的反抗与中共的镇压将进入一个愈演愈烈的恶性循环。另一位听众指出中共官逼民反,人民将用暴力来推翻中共这个恐怖集团。还有一位听众表示越来越多的群体事件说明中共的一党专政已进入它的最后期。之后,还有听众打电话控诉了中共所犯下的甚至不尊重自己的劳工法律等的种种罪行。

 

黄慈萍回应说:现在的人民已不相信中共,而中共的残酷镇压正是它到了后期垂死挣扎的表现。这就像用纸包火,它越包越厚,但最后只会引发更凶猛的熊熊大火,只会带来中共专制的结束。现在的中国,没几天就会有一次大规模的群发抗议事件。那已不是一个个孤立的事件,而是广大群众一有机会就要向政府发泄不满、进行抗议的社会现实。而中共的维稳经费已超过了其军费,本身就说明了社会不稳定到了一个如何严重的地步。

 

黄慈萍还指出:中共利用它所谓的“市场经济”,对全中国人民,尤其是是民工进行压榨掠夺,造成了阶级分化和大多数老百姓的民不聊生。毛泽东时代吹捧的是“千万不要忘记阶级斗争”,而邓小平则将中共权贵阶级落实成了凌驾于老百姓头上的官僚资产阶级。

 

在回应有关上海市政府不尊重劳工法的情况时,黄慈萍指出,中共的法律不过是它为自己服务、压迫人民的工具。因此, 对它有益的就会执行,对它不利的就不算数。这点在非法拆迁时尤其普遍和明显。

 

在回应一位听众有关现在老百姓没组织的问题时,黄慈萍说:这是中共惧怕群众组织、不容许结社自由造成的;但一旦条件成立,中国的老百姓有能力成立有效的组织。在回应主持人张佩芝女士的问题时,黄慈萍指出唱红歌现象反映了普通老百姓不满目前社会不公的怀旧心情。

 

黄慈萍还比较了民选政府与专制政府的区别,以例说明中共是何等地不尊重人权,包括人民的居住权。她总结说,人们都希望用平和的方法来解决问题,这也是为什么过去老百姓曾真心地希望中共能自我改良的原因。但中共却是靠武力非法夺取了政权,而现在则是以暴力来维持政权。中共绝不肯自行退出历史舞台。她说,阿拉伯国家的茉莉花革命是从一个小贩被迫无奈而自杀开始的。在中国则是有过之而不及,有许多小贩甚至被城管殴打至死。所以,随时随地可能发生的中国革命也不远了,尤其是在物价飞涨、民怨沸腾的今天。

 

最后,在回答主持人的问题时,黄慈萍说,从根本上解决这些大规模群体性事件的唯一方法是进行政治改革,最终结束中共一党专制,在多党竞争下产生民选的政府。
