Wei Jingsheng Foundation Calls Public Support and Publishes Its 2010 Work Report to Its Board

 

 

Dear friends,

 

Thank you for being supporters of Chinese democracy and human rights, especially of the Wei Jingsheng Foundation.  As we are greeting the holiday season and looking forward to the upcoming 2012, we want to express our gratitude for your support in the past.  We are also sending you a copy of our work report for the year 2010 that was submitted and approved by our board recently, so you could learn more about our foundation.

 

To summarize, the Wei Jingsheng foundation is dedicated to improving the human rights and democracy condition in China.  The foundation has been able to support activities carried on in China and overseas and numerous Chinese freedom fighters on their struggle to fight for democracy in China for years.  Thanks to the generous donations and contributions from our friends and sponsors all over the world.

Dear board members,

 

My apology for the delayed working report for 2010, due to various reasons especially of my own health and traveling, as I have explained to some of you before.

 

Recently, there have been good meetings between Wei Jingsheng and I with Felizitas von Schonborn and Dr. Jonathan Chen, and I also had some extensive conversations with Dr. James Chen and Ms. Marie Holzman.  Wei Jingsheng and Marie Holzman also met in June 2011, and hopefully related issues and questions were also taken care of. 

 

The following is my 2010 report for the Wei Jingsheng Foundation.  While you are reading this report, as well as the budget submitted by our treasurer Jonathan Chen, please pay attention to the financial part.  Although this part is kind of overlapped with the 2010 IRS filing I provided to all of you before I filed with IRS this year, you may still want to pay attention of the financial part I wrote in my report.  This is important because there is a major concern from our most important funding agency, National Endowment for Democracy, which wants to make sure all the financial matters are properly taken care of and meet the guidelines as required.

 

This will also be important to our other donors, include those who might be one time donors only towards to Mr. Wei's 60th birthday in 2010.  One recent affair involving another Chinese organization illustrated the importance for the board to keep a close monitoring of the executive branch which we must avoid their kind of problem: to make a long and complicated situation short, after about a decade, most of the board members in that organization include its chairman denounced the executive director and claimed they were not informed about anything during all these years, including financial matters.  That board also accused the executive director of misusing the fund and further stated that their questions were never answered and requests were never met over all these years.  In the last couple of years, that fight not only went to the funding agency, but also the complaints went all over other related places in Washington DC, although the dust has only settled recently.  However, obviously, we all at the Wei Jingsheng Foundation must avoid this kind of situation.  This is one of the reasons that Jonathan will be intervening and exam even more of our own foundation's financial records and details in the future.  

 

As I said in our last board meeting in 2010: in facing of uncertain times or untimely death and incapability, I have already made related arrangements, including financial ones in 2009, specifically with trustees let by Jonathan to face the transition. 

 

Finally, as some of you already know, we are planning to have an all get together face-to-face meeting for 2011 around early March of 2011.  Like the board meeting in 2010, we are sort of stuck with this time because the limitation of the facility that was donated to us.

Part 1: work and activities inside of China and in the world

 

The year of 2010 has been a well-organized year.  At the beginning of the Year, we were able to hold an extended board meeting of the Wei Jingsheng Foundation, after the Overseas Chinese Democracy Coalition conference in Florida.  Thus, we were able to make a lot of arrangements for the year in advance.  Although as usual, our works inside China are mostly confidential, we could say that we received tremendous support for Chinese democracy and human rights from both inside of China and overseas.  In particular, after nearly a decade of wind against Wei Jingsheng due to the pressure not just from the Chinese Communist regime but also the Western big businesses, this wind shows signs of turning around and the alliance between the Communist regime and Western business show signs of cracks, largely due to the final arrival of the global economic recession with China as a main factor, just as Wei has predicted.

 

Nevertheless, this situation reminded people that the Chinese democracy and human rights are not isolated issues and it ends to help our work.  In the past, although there were people who always supported us, yet other interested related people and organizations might not want to, due to either financial benefit or political favor.  But now, some of them have turned around and seem to be more sincere toward us and really mean to help us.

 

One of our works in direct support of the Chinese inside China has been through the annual Wei Jingsheng Democracy Champion Prize, which is announced on December 5 each year.  As all of you are aware, this prize is mainly given to the democracy advocators inside China, to encourage their struggle for democracy and human rights.  In the past 7 years, the awardee(s) each year represents a specific event and group.  Thus the encouragement is magnified and spread through that related group and event.

 

For the year 2010, the award goes to Xu WanPing, who is still serving a 12 year sentence in addition to many other years of sentences he received previously.  One remarkable quality of this hero is his principle and persistence, especially his refusal to surround himself to, cooperate with, or praise the Communist regime under tremendous pressure, which is something not everyone, especially opportunists, could stand for.

 

Also in 2010, our foundation translated and then distributed a democracy education course called as "Lessons in Democracy" by Roland Watson, into Chinese.  We were able to transmit a good amount of it inside China.  It is quite popular -- the month after it was released, both unique visitors and website hits were almost doubled on our website www.WeiJingSheng.org.

 

This is just start of our democracy education courses and we are planning and preparing to deliver more in the future.

 

As part of our work to support the Chinese people, one of the major parts of our work is to send our messages to the Chinese people through traditional news media, as well as the Internet.

 

In year 2010, Mr. Wei Jingsheng had more than 50 reports and commentaries through Radio Free Asia.  Started in early 2010, he opened a new series in his RFA commentaries called "the Way Out for China" which has been very popular and we received a lot of positive feedback from the people, especially these inside China.

 

The Epoch Times also has timely reporting our foundation's activities, especially of Wei Jingsheng.  In the year 2010, this news media reported more than 100 items related to Wei Jingsheng, with more than 50 items directly related to this foundation's work, include Wei Jingsheng's work.

 

In addition, in 2010, Voice of America also invited Wei Jingsheng to appear on their TV/radio/Internet talk show a few times.  Just like RFA, Wei's appearance on VOA has been very well received by people inside China, and there were often many more callers (sometimes in hundreds) get on line who want to talk to him.  But by comparison, it was much fewer due to the reasons I had talked about before.

 

There are also over three dozens news media quotes and/or reports about activities related to this foundation, including quotes and articles about and/or by Wei Jingsheng.  Some of these are reflected through our newsletters which each of you receive.  For 2010, these news media include agencies such as: the New York Times, Agence France-Presse, ABC (USA),CBC (Canada), Radio France Internationale, National Review, Christian Science Monitor, French TV5 Monde, Chronicles of Liberal, Secret Truth, etc.

 

In 2010, we delivered 78 newsletters to about 8,000 subscribers, which are further delivered by other channels to many more people inside China.  We also got more than one million hits on our websites, many of them from China.

 

We receive a lot of Internet traffic on our websites and are on top of the search machines.  For example, in a Google search of "Wei Jingsheng" and "Wei Jing Sheng" in English, there are a total of 378,000 entries.  In a search of "Wei Jingsheng" in Chinese, there are over 494,000 entries.  The Wei Jingsheng Foundation has also increased its visibility many folds over the years, now with 14,000 entries on "Wei Jingsheng Foundation" in English and 204,000 items on "Wei Jingsheng Foundation" in Chinese.  Of course, as the most authentic one, our foundation's website is always listed on the first page, mostly as the first entry, of these many entries.

 

The Wei Jingsheng foundation also worked actively to advocate Chinese democracy and human rights in the international arena, especially seeking the support of the US Congress and the European Parliament.  Of the US Congressional members we have met and communicating with, one of them is Rep. Chris Smith, especially because our shared view and effort to promote Internet freedom.  However, it has been uneasy due to the pressure of the business interests and will need even more work and cooperation in the future.

 

Our foundation also has a wide reach out beyond people in Mainland China.  In particular, we have close relationships with Vietnamese, Tibetans, etc.  When we were invited to California in early 2010 by the Vietnamese, the largest Vietnamese community outside of Vietnam, it was reported by several of their news media in front pages and we also met with many Vietnamese supporters there.  Wei Jingsheng was also invited by the Tibetans for several events.  Particularly moving was that, they even held a special birthday party for Wei Jingsheng.

 

Year 2010 marked Wei's 60th birthday, which did not went by as private as before.  We received a lot of congratulations (many of them like: "Oh, I am glad that he made it this far and still alive") and people simultaneously organized birthday parties for him in Washington DC, New York, Paris, Denmark, etc.  I include this part in this year's report because it did help us to push for the momentum.  At my request, all the "birthday money" was re-directed as donations to this foundation.

 

 

Part 2: Financial situation of the foundation

 

Part A: 2010 financial and donation summary:

 

As all of you have received before my 2010 IRS filing this year, the foundation had total revenue of $150,861 in 2010, mostly in the form of public support.  This revenue is almost 50% more than the previous year of 2009 and almost double that of our typical years.

 

However, as I have said in the activity part, a significant part of this year's donations is one time only, especially the donations related to Wei Jingsheng 60th birthday celebrations -- thus, purely personal donations in 2010 to the foundation are quite astonishing at a level of $46,561.40, which is much higher than our typical years.

 

For year 2010, we were also able to continue to receive the funding from NED (National Endowment for Democracy) at an annual budget of $54,300.  This fund is important to keep the foundation going with its main objective "to promote awareness among Chinese workers of their rights and to inform the international community about the labor rights situation in China.” The foundation to “maintain its website, distribute information to China, and give frequent interviews through print and electronic mediums to the international and Chinese press."

 

The foundation also received some funding specifically for education purposes, of which $1,000 as a translation fee for Lesson in Democracy to be translated into Chinese.  As a result, we were able to distribute a lot of materials in 2010, including a bulk of the educational matters that were distributed in the OCDC conference in early 2010, as well as the “Lessons in Democracy” after October 2010.

 

Besides, a $4,100 total of donations were received earlier in the year of 2010 as pledges in 2009 for the 2009 award, while $2,000 total of donations were received for the 2010 award.  $833.45 (excludes fees) was specifically requested to help AIDS/HIV patients and victims.

 

As of the last day of 2010, the foundation has net assets of $25,317, about the same level as the end of 2009.

 

Part B: 2010 expenses highlights

 

The foundation has been operating in a tight budget all the times, and we have been mostly relying on volunteering work, includes work from this executive director and President Wei Jingsheng.  Seeking funds in the West has been uneasy, for years now, because Wei Jingsheng's stand in support of the Chinese workers and Western workers, made most of business related charities view him negatively and want to keep a distance with him.  (We were even told by funding agencies that if they supported us, then all their China programs would not be able to carry on.)

 

Nevertheless, due to the extraordinary high donation status we had in 2010, we were able to pay some reasonable fees for the work, as well as some long overdue and needed expenses.

 

Of the foundation's 2010 revenue of $150,861, $82,948 was specifically used for programs, which include our Internet operation and our awards.

 

Of the total of $53,500 Professional fees and other payments to independent contractors, $12,500 was paid to this executive director Ciping HUANG, while $5,000 was paid to the president Jingsheng Wei.

 

Three areas composed the majority of the other expenses,:

A)    Internet and computer related,

B)    communication expenses, then

C)    travel and transportation, etc.

 

As often happened, we did not deliver the 2009 award money in 2010 because both Huang Qi and Yang Tianshui were still in jail.  We will be delivering the $833.45 donation to the AIDS/HIV patients and victims in 2011.

 

Finally, In 2011 we expect a year just as busy as 2010, however, without as much revenue as 2010.  The expected amount probably is around $90,000, as to be illustrated by Dr. Chen's budget later on.

如同我已经和一部分成员解释过了的,由于种种原因,特别是我自己的健康和旅行,延迟递交了去年的工作报告,甚歉。

 

最近,魏京生和我与冯施波恩女士及陈兴宇博士分别见过面,我与陈邦铮博士及侯芷明女士也有过长时间并详细的交谈。魏京生与侯芷明女士在今年6月也见过面。所以我觉得大家互相还算有沟通,该涉及的相关议题及问题也都能及时交流。

 

以下是我呈交给大家的魏京生基金会2010年的工作报告。当您们阅读我这份报告并审查司库陈博士提交的预算时,请注意财务的相关部分。虽然这部分与我在向税务局呈交本基金会2010年的税务表前呈交给大家预览的报税表有重叠,但还是请大家耐心查看。这是很重要的。确保所有财务事项的妥善处理也是支持我们的很重要的资助机构,国家民主基金会所要求的。

正如我在我们上次的于2010年召开的董事会会议所言:有时候,我们会面临不确定的事务甚至过早的死亡等,这些都应由相应的安排。我在2009年就已将基金会的财政方面做了些安排,包括委托以陈兴宇为首的委托人主持相关的过渡。

 

最后,如同我已建议了的,我们目前规划在2011年3月上旬左右召开一个面对面的董事会会议,形式与2010年的董事会会议相似,原因也相似。这是由于捐赠给我们的设施的具体限制。

1部分:中国和世界范围的工作和活动

 

2010年是一个比较有序的一年。2010年年初,在中国民主运动海外联席会议在佛罗里达州召开之后,我们开了个魏京生基金会董事会的扩大会议。因此得以对今年提前作了很多安排并得到董事会成员的支持。像往常一样,我们在中国的活动大多是保密的。但可以说,我们收到了中国国内和海外的许多关心民主和人权人士的巨大支持。最近的风向也有些变化。其中之一是由于欧美经济衰退对世界局势的影响。特别是,近十年来,中共与西方大企业联合抵制魏京生的风向有了扭转的迹象。最近,中共政权和西方企业的联盟开始出现裂缝,而这主要是由于西方终于意识到中共是最终来到的全球经济衰退中的一个重要因素。而这正是魏京生当年所预言的。

 

这种情况提醒人们的是,中国的民主和人权并不是孤立的问题。认识到这一点,可以帮助我们的工作。在过去,虽然一直有支持我们的人,但其它有金钱或政治利益在其中的相关人士和组织却并不想来帮助我们。但现在,其中一些人倒变得比过去更有诚意地表示希望帮助我们了。

 

我们直接支持国内民主的活动之一是一年一度的“魏京生民主斗士奖。这个奖是在每年的12月5日宣布。大家都知道,这个奖项主要用于表彰在中国大陆境内的民主倡导者,鼓励他们争取民主和人权。在过去7年中,每年的获奖者都代表一个特定的事件和群体。因此,通过鼓励相关的事件和群体,这个奖的作用也因此而被放大。

 

2010年,该奖获得者是在被关押多年后,又在服12年徒刑的许万平。此人的一个卓越品质是他的原则和韧性,尤其是在压力下他拒绝投降,拒绝配合中共,更不要说是赞美共产党政权了。这不是每个人,特别是机会主义者们,所能做到的。

 

此外,在2010年,我们魏京生基金会翻译并开始传播华生的《民主课程》。我们向中国境内发送了不少这个课程。它相当受欢迎,在我们正式发行后的一个月,我们的网站(www.WeiJingSheng.org)点击率及独特的游客数基本上都翻了一番。

 

这仅仅是我们的民主教育的第一部分。目前我们正计划,并准备在未来提供更多的教育课程。

 

作为我们支持中国人民的工作的一部分,我们工作的主要一部分是将我们的信息通过传统新闻媒体以及互联网发送给中国人民。

 

2010年,魏京生先生有50多个通过自由亚洲电台发出的报道和评论。从2010年初,他开始作一个“中国的出路” 的新系列。这个系列已经是非常流行,我们收到了来自许多人,特别是国内大众的,积极的反馈和好评。

 

 

 

大纪元时报也及时报告我们基金会,尤其是魏京生的活动。在2010年,他们有上百条有关魏京生的报道,其中一半与魏本人的活动及本基金会直接有关。

在过去的2010年里,起码有三十多家其它新闻媒体对本基金会的活动,包括魏京生的讲话和文章,做了转载或引用。其中的一些也通过我们发布的文章和新闻通报过了。(您们都该有收到的。)这些新闻媒体或机构包括:纽约时报,法新社,美国广播公司,加拿大广播公司,法国国际广播电台,国家回顾,基督教科学箴言报,法国世界电视5台,自由编年史,秘密真理,等等。

 

2010年,我们向大约8000名用户寄出了86期新闻与文章。这些新闻和文章又通过其它渠道进一步地传播到包括中国境内的地区。2010年,基金会的网站也有超过百万次的点击,其中许多是翻墙来自中国。

正如你们在我向税务局上交2010年的报表前收到的文件所表明的那样,本基金会2010年的总收入是一十五万〇八百六十一美元,主要是来自公众支持的形式。这个年收入比前一年(2009年)增加近50%,几乎是我们一般年收入的两倍。

 

然而,正如我在活动部分谈到的,今年捐赠的相当一部分是一次性的,那主要是来自庆祝魏京生60岁生日的相关捐款 -- 您们可能注意到,本基金会在2010年的、纯粹是属于个人捐款的总额是46,561.40美元,远远高于其它的年度。

 

2010年,我们又再次获得国家民主基金会的54,300美元的年度基金。该基金用于支持本基金会继续“促进中国工人对他们权力的认识并向国际社会通报有关中国的劳工情况;保持基金会网站,向中国传播信息并频繁地以印刷和电子媒体的频繁采访来通知国际和中文媒体。”

 

该基金会还收到一些专门用于教育目的的基金,其中有作为《民主课程》翻译费的1000美元。因此,我们能够在2010年分发大量的材料,包括通过年初联席会议的会议及2010年10月后散发的《民主课程》,等等。

 

此外,2010年初收到的$ 4,100捐款属于2009年就被认捐的2009年度民主斗士奖的奖金,而另外的2000美元捐款则属于2010年的奖金。另外收到的833.45美元(扣去费用)是专款专用于帮助艾滋病/艾滋病毒患者和受害者的。

 

2010年的最后一天,本基金会有二万五千三百十七美元的净资产,与2009年年底相似。

 

B部分:2010年开支概述

 

本基金会一直在预算紧张的情况中运作。大多数工作都依赖于志愿者的工作,包括本执行主任及魏京生主席。由于魏京生支持中国工人和西方工人的的立场,与企业有关的慈善机构不喜欢他或者是最起码要和他保持距离。因此,在西方寻求资金非常困难。(甚至有资助机构告诉我们,如果他们支持我们,那他们所有的中国项目都不能顺利进行。)

 

不过,由于2010年不同寻常的捐赠情况,我们在2010年到还能够支付一些本来就应该支付的工作,以及一些长期逾期的旧账及正常所需的费用。

 

2010年的一十五万〇八百六十一美元的收入中,其中的82948美元专门使用于相关项目,其中包括我们的互联网运作和我们的民主斗士奖。

 

而总共为53,500美元的专业费用及其它独立承包项目的支付中,12,500美元用来作为给执行主任黄慈萍的工资,5,000用来作为给主席魏京生的工资。

 

其它费用主要由三个方面组成:

a)与互联网和计算机有关的费用,

b)通讯费用,

c)旅行和运输,等。

 

正如经常发生于我们的民主斗士奖的情况那样,因为黄琦和杨天水仍在狱中,我们没有在2010年提供他们在2009年获得的奖金。我们会在2011年将专门捐赠给艾滋病/艾滋病毒患者的833.45美元转到位。

 

最后,我们估计2011年将如同2010年一样地繁忙,但没有2010年那么多的收入。预计金额约为90,000美元左右。这将由陈博士的预算来具体说明。
