"Xi Jinping is More Authoritarian Than His Predecessors"

While France and the City of Lyon roll out the red carpet for the new No. 1 Chinese, Xi Jinping, Democrats are worried about the coming to power of a "more authoritative" man than his predecessors. With the pretext of the fight against corruption, Xi seems determined to eliminate internal opposition within the single party.

 

Interview with the most famous Chinese democrat, Wei Jingsheng. The man has a strong history with Lyon, as he has already been here twice, in 1999 and 2001, with the predecessors of Xi Jinping -- thanks to Lyon Capitale.

Lyon Capitale: In 1999, in Lyon, you called out to Jiang Zemin with a megaphone from the balcony of Lyon Capitale.  At that time, you said it was your “best stunt” since your release and forced exile.  What memories do you have of the people of Lyon, who mobilized heavily in various protests and acts against China’s leaders?

 

Wei Jingsheng: What I am most impressed with was the people in Lyon, especially the reporters, politicians and the young men who showed the same passion and same clear conviction of what to love and what to hate, as well as the courage that they showed during the anti-Fascist War of 1939-45.  I found out that they are so brave, just as they were in the movies on the Occupation.

 

Lyon Capitale: In 2001, the readers and journalists of Lyon Capitale, via various loudspeakers located on the official route, succeeded in broadcasting a prerecorded message from you to the future Chinese president, Hu Jintao.  You called to “democratize China”.  Do you feel that he heard your call?

 

Wei Jingsheng: Certainly Hu Jintao heard what you broadcast in the loudspeakers.  Unfortunately, it has not changed since then.  He certainly was not touched; but, certainly felt very humiliated. 

 

Lyon Capitale: In 1999, China openly pressured Norway to stop you receiving the Nobel Peace Prize.  Is it that Western democracies understand better those people like you, who advocate the democratization of China?

 

Wei Jingsheng: Unfortunately, it was just the opposite.  In order to make money in China, Western politicians tried to flatter the Chinese Communists.  Moreover, even money nominally provided to support Chinese democracy and human rights is stipulated to NOT be given to people like us.

 

Lyon Capitale: You felt that awarding the Olympic Games to China was a mistake, because it would strengthen Chinese nationalism and the government’s dictatorship… 

 

Wei Jingsheng: Because of the resistance from people of the world, the goals of the Chinese Communist regime are not fully achieved.  However, as the officials of various countries went to Beijing to flatter the regime, the Communist Party did gain some score on internal affairs such as nationalism. 

 

Lyon Capitale: Are there still many political prisoners in China? 

 

Wei Jingsheng: The exact number of political prisoners is difficult to get.  But the situation is worse now than ten years ago.

 

Lyon Capitale: You have always condemned the terrible repression suffered by the Muslim Uighur minority.  Are the terrorist acts committed by the Uighurs the direct consequence of Beijing’s policy towards them?

 

Wei Jingsheng: No, there is no direct causal relationship between these two.  We oppose brutal repression.  We also oppose terrorism. 

 

Lyon Capitale: Does the Chinese government deserve credit for the economic development in China?

 

Wei Jingsheng: For any backward society, its economic development speed is usually fast.  When a big country begins to develop its economy, indeed it brings the whole world opportunities.  It has nothing to do with the wisdom of the Communist regime.  I want to remind you that the poverty population in China today is just about the same as what it was thirty years ago before the so-called “economic development”.

 

Lyon Capitale: Starting on March 25, Xi Jinping will be in France and Lyon for a state visit.  To Westerners, he still seems a mystery. In your view, is he more open or more hardline than his predecessors?

 

Wei Jingsheng: The Westerners have spoiled their use of beautifying the Chinese dictators.  Thus they use this term “mystery” as a blur of smoke to cover up the face of a dictator, Xi Jinping.  Xi Jinping has already exposed his face as an even more authoritarian ruler than his predecessors.

 

Lyon Capitale: If you could address a message to Xi Jinping, what would you say?

 

Wei Jingsheng: If he continues his current path, the collapse of the Communist Party will be even faster.  He will not be able to save the Communist Party; nobody can save the Communist Party.

 

Lyon Capitale: You will soon be 64 years old.  You were imprisoned in October 1979 for writings in which you called for democracy in China.  After 18 years in prison, and nearly as many years in forced exile since your release in 1997, are you still hopeful that you will one day be able to return to your country?

 

Wei Jingsheng: Of course, the longer I left China, the more I want to go home.  However, there are such enthusiastic friends in Lyon and elsewhere they make me sometimes forget to go home.

Alors que la France et la Ville de Lyon déroulent le tapis rouge au nouveau n° 1 chinois, Xi Jinping, les démocrates s’inquiètent de l’arrivée au pouvoir d’un homme “beaucoup plus autoritaire” que ses prédécesseurs. Au prétexte d’une lutte contre la corruption, il semble déterminé à éliminer toute opposition interne au sein du parti unique.

 

Entretien avec le plus célèbre des démocrates chinois, Wei Jingsheng, exilé à New York. L’homme a une histoire forte avec Lyon, car il a pu déjà par deux fois, en 1999 et 2001, interpeller – grâce à Lyon Capitale – les prédécesseurs de Xi Jinping.

Lyon Capitale : En 1999, à Lyon, vous aviez interpellé Jiang Zemin grâce à un mégaphone depuis les balcons de Lyon Capitale. Votre “plus beau coup” depuis votre libération et votre exil forcé, aviez-vous confié à l’époque. Quel souvenir avez-vous gardé des Lyonnais, qui s’étaient beaucoup mobilisés pour dénoncer cette visite ?

 

Wei Jingsheng : Ce qui m’a le plus impressionné, c’est que les Lyonnais, notamment les journalistes, les élus et les jeunes ont affiché la même passion, la même conviction claire de ce qu’il faut aimer et haïr, le même courage que celui dont ils avaient fait preuve pendant la guerre antifasciste de 39-45. Je les ai trouvés aussi courageux que dans les films sur l’Occupation.

 

En 2001, les lecteurs et la rédaction de Lyon Capitale avaient, grâce à différentes sonos placées sur le parcours officiel, réussi à diffuser un message préenregistré de vous au futur président chinois Hu Jintao. Vous l’appeliez à “démocratiser la Chine”. Avez-vous été entendu ?

 

Hu Jintao a assurément entendu ce que vous avez diffusé par les haut-parleurs. Malheureusement, il n’a pas évolué par la suite. Mais il s’est certainement senti humilié, il a été touché au vif.

 

En 1999, la Chine avait fait ouvertement pression sur la Norvège pour que vous n’obteniez pas le prix Nobel de la paix. Est-ce que ceux qui défendent la démocratisation de la Chine aujourd’hui sont mieux entendus des démocraties occidentales ?

 

C’est l’effet inverse qui s’est produit, malheureusement. Dans le but de faire de l’argent en Chine, les politiques occidentaux ont cherché à flatter les communistes chinois. D’ailleurs, quand ils envoient des aides destinées à soutenir la démocratie et les droits de l’homme en Chine, il est stipulé qu’on ne donne pas celles-ci à des gens comme nous.

 

Vous aviez le sentiment que l’attribution des Jeux olympiques à la Chine était une erreur, car elle renforcerait le nationalisme chinois et la dictature exercée par le Gouvernement…

 

Grâce à la résistance de gens partout dans le monde, le régime communiste chinois n’a pas intégralement réalisé ses objectifs. Toutefois, les dignitaires de certains pays se sont rendus à Pékin pour flatter le régime : ainsi, le Parti communiste a pu marquer des points dans les enjeux intérieurs, tel que le nationalisme.

 

Vous estimez qu’il y a encore combien de prisonniers politiques en Chine ?

 

Il est difficile d’en obtenir le nombre précis. Mais la situation actuelle est pire qu’il y a dix ans.

 

Vous avez toujours dénoncé la répression terrible dont est victime la minorité musulmane ouïghoure. Les actes terroristes commis par des Ouïghours sont-ils pour vous la conséquence de la politique menée par Pékin ?

 

Non, il n’existe pas de relation causale directe entre les deux choses. Et nous nous opposons à la répression brutale, de même que nous nous opposons au terrorisme.

 

Le développement économique de la Chine est-il à mettre au crédit du gouvernement chinois ?

 

Il est normal qu’une société arriérée connaisse un développement économique rapide. Un grand pays qui commence à développer son économie présente des opportunités pour le monde entier. Cela n’a rien à voir avec une quelconque sagesse du régime communiste. Je vous rappelle que, dans la Chine d’aujourd’hui, il y a autant de pauvres qu’il y a trente ans, avant son soi-disant “développement économique”.

 

Xi Jinping est en France et à Lyon pour une visite d’État à partir du 25 mars. Il semble encore un mystère pour les Occidentaux. Selon vous, est-il plus ouvert ou plus dur que ses prédécesseurs ?

 

Les Occidentaux ont abusé du mot “mystère” afin d’embellir les dictateurs chinois. L’emploi de ce mot constitue un écran de fumée permettant de masquer le visage du dictateur Xi Jinping. Alors que lui a déjà montré son vrai visage : celui d’un dirigeant encore plus autoritaire que ses prédécesseurs.

 

Si vous pouviez aujourd’hui adresser un message à Xi Jinping, quel serait-il ?

 

S’il poursuit sa voie actuelle, le Parti communiste s’effondrera encore plus vite. Il n’est pas à même de sauver le parti, d’ailleurs personne ne l’est.

 

Vous avez bientôt 64 ans. Vous avez été enfermé en octobre 1979 pour des écrits demandant la démocratie en Chine. Après 18 ans d’enfermement et presque autant d’années d’exil forcé depuis votre libération en 1997, avez-vous encore l’espoir de rentrer un jour dans votre pays ?

 

Bien sûr. Depuis que j’ai quitté la Chine, l’envie de rentrer est de plus en plus forte. Mais parfois des amis enthousiastes, à Lyon et ailleurs, me le font oublier.

当法国和里昂市为新的中国第一号领导人习近平铺开红地毯之时,民主人士担忧习近平比他的前任更独裁。以反腐败斗争为借口,习近平似乎决心要在一党之内消除内部的反对派。
 
本篇为对中国最有名的民主人士魏京生的专访。魏京生与里昂关系紧密,感谢《里昂首都》,在1999年和2001年,魏京生曾两次在此与习近平的前任们打交道。

《里昂首都》:1999年,你来里昂,在《里昂首都》杂志的阳台上用扩音器向江泽民喊话。当时你说这是你被释放和被迫流亡后的“最佳特技”。你对以各种抗议和行为对付中国领导人的里昂人是什么样的记忆?

 

魏京生:我最深刻的印象是:里昂的记者、政治家和小伙子们保持着反法西斯战争时期的热情、爱憎分明和勇气,就像回到了电影里。

魏京生:正好相反。西方的政客们为了到中国赚大钱,极力巴结中共。甚至名义上支援中国人权民主的钱,也规定不能给我们这样的人。

 

《里昂首都》:你认为让中国主办奥运会是一个错误,因为这将加强中国的民族主义和政府的独裁统治。。。

 

魏京生:由于全世界人民的抵制,中共的目标没有完全达到。但由于各国政要到北京捧场,中共在民族主义等等内部事务上确实得了一些分。

 

《里昂首都》:你估计在中国还有多少政治犯?

 

魏京生:政治犯的准确数字很难统计。但现在的情况比十年前更糟糕了。

 

《里昂首都》:你一直谴责对穆斯林维吾尔少数民族的残酷镇压。这些维吾尔的恐怖行为是否是北京针对他们的政策的直接后果?

 

魏京生:这二者没有直接的因果关系。我们反对残酷的镇压;也反对恐怖主义行为。

 

《里昂首都》:中国的经济发展是否是中国政府的功劳?

 

魏京生:落后的社会发展经济速度通常会很快。如果是一个大的国家开始发展经济,确实会给全世界带来机会。这和共产党是否英明毫无关系。我要提醒一下:现在中国的贫困人口和三十年前差不多。

 

《里昂首都》:从今年3月25日起,习近平将在法国和里昂进行国事访问。对西方人而言,他​​似乎还是个谜。在你看来,他会比他的前任更开放还是更强硬?

 

魏京生:西方人美化中国独裁者的方法已经用得太烂。只好用“是个谜”这样的模糊烟雾来替习近平遮掩他的独裁者面貌。习近平已经暴露出比他的前任更专制独裁的面貌。
