Support the Just Struggle of the People in Hong Kong

From October 2 to October 5, 2014, the Overseas Chinese Democracy Coalition held 4 days of events.  The first event was on October 2 in the foyer of the United States House of Representatives building, where we had an exhibition of the Contemporary History of the Chinese Human Rights and Democracy Movement.  In the exhibition hall, we also presented the first annual "Human Rights and Freedom Defender Prize" (by the Wei Jingsheng Foundation) and a trophy to Congressman Frank R. Wolf.

 

I spoke during the award ceremony.  I said: it always has been the democratic countries giving awards to we the people struggling for democracy and freedom in our own places, but today is the first time we give an award to the people who support us.  For the Western politicians to support us, it is really not that easy as some friends think.  These politicians have devoted years of effort, as well as having to bear enormous pressure.  Many people paid a price for what they did; some even ended their own political lives.

 

Among these peole, Mr. Frank Wolf is one of the best.  For decades, he has not only supported the freedom struggle of the Chinese people of all nationalities, but also supported and gave concern for the suffering of the oppressed people of many countries and supported their struggle for freedom and democracy.  For this, he endured years of pressure that outsiders do not know, yet he did not therefore take one step back.

 

In his response to this award, Mr. Wolf focused on the recent situation in Hong Kong.  Representing many members of the US Congress, he supports and has concern for the genuine universal suffrage efforts by people in Hong Kong, and has issued a warning to the Communist regime that might take repressive action.  He was encouraged by the courageous spirit of the people of Hong Kong, and especially felt admiration for the courage and perseverance of the students.  He called on politicians of all countries to be concerned about human rights in China and give support to the just struggle of the Chinese people when they are dealing with the Chinese Communists.

 

On October 3rd, The Asia Democracy Alliance held a seminar at a conference room in the US Congress.  Representatives from China, Vietnam, and Tibet, etc. joined together to discuss the future of democracy in Asia.  Topics included the nationalist upsurge fanned by both Chinese and Vietnamese Communist regimes, as well as how the democratic organizations should avoid falling into the traps of the Communist Party.  Especially, the Vietnamese opposition groups face even greater pressure of nationalism, so their work to persuade people to avoid falling into these Communist traps is even more difficult. 

 

Tibetan representatives from their civil society raised issues even more challenging.  Besides the discussion of how to avoid the nationalism traps fanned up by the Communist regime, the most discussion was related to how to continue and develop the independence and democratic movement of the Tibetans both inside Tibet and overseas, should the Dalai Lama go to China.  These Tibetan representatives who represent Tibet civil society expressed that with or without the Dalai Lama, the Tibetan people's struggle for democracy and freedom will not stop.  It is not just the cause of the Dalai Lama himself, but is the cause of all the Tibetan people as a whole.  The participants of the seminar also expressed their support and admiration to the Hong Kong people's struggle for genuine universal suffrage.

 

On October 4th and 5th, 2014, at the Hilton Hotel in the greater Washington DC area, we had the twelfth congress of the Overseas Chinese Democracy Coalition.  The focus of this conference was the evaluation of the situation in Hong Kong, and how to support and deliver solidarity to the struggle of the people of Hong Kong.  After repeated discussions, the conference issued the following statement:

 

The Overseas Chinese Democracy Coalition Expresses its Solidarity with the Democratic Movement for Genuine Universal Suffrage in Hong Kong

-- Passed by the 12th Congress of the Overseas Chinese Democracy Coalition on October 5, 2014 in Washington, DC, USA

 

On the occasion of the democracy movement for genuine universal suffrage by the students and citizens in Hong Kong, the participants and their represented overseas Chinese democratic organizations and groups at the 12th Congress of the Overseas Chinese Democracy Coalition issued the following statement together:

 

1. We express our heartfelt admiration to the students and people of Hong Kong for your clear demands of genuine universal suffrage.  It is just and legitimate for you to protect your own rights, including the right of self-defense.  What you are doing follows the trend of human civilization.  Here, we express our heartfelt and unreserved solidarity and support to the heroic Hong Kong students and citizens.

 

2. On this occasion that is related to the freedom and dignity of seven million Hong Kong people, we appeal to the Hong Kong government and police to maintain self-restraint and conform to the wishes of the people, to protect their safety and not become an enemy of the people and a tool for violent repression.

 

3. We warn the Chinese Communist authorities not to repeat in Hong Kong the June 4 1989 Massacre in Beijing and the suppression in Tibet and Xinjiang.  We demand the immediate release of those who were arrested due to their solidarity with the democratic movement in Hong Kong, for the CCP to comply with its commitments of "two systems in one country", to implement the Sino-British Joint Declaration and the Basic Law in Hong Kong, and to safeguard the democratic rights of people in Hong Kong to govern themselves.

 

4. The Hong Kong peoples' call for "candidates to be nominated by the citizens and one person, one vote" is also a basic demand of the Chinese people that is a rational expression of human civilization.  We appeal to all people with lofty ideals in China and abroad, to respond positively to the pro-democracy movement of genuine universal suffrage in Hong Kong in various ways, to promote the democratization of China with joint effort.

 

5, we urgently appeal to the international community and the people who love freedom to pay close attention to the situation in Hong Kong, to form a strong backing to the people of Hong Kong, to make the greatest efforts to protect the safety and basic rights of the people in Hong Kong, and to maintain stability and peace in the Asia-Pacific region.

The above statement was immediately sent to the frontline in Hong Kong on October 5th, and was published in the online media at the same time.  Except one individual, the vast majority of the representatives of the 12th Congress raised their hands to pass this statement after it was read three times.  All representatives expressed full support for the just demands of Hong Kong people.  Besides a few individuals who had some slightly different views regarding whether the people of Hong Kong have rights to use violence when they encounter violence, the participating delegates had no fundamental disagreement.

 

The delegates who attended the 12th Congress of the Overseas Chinese Democracy Coalition also discussed the situation of the whole of China, while they had their focus on the current situation in Hong Kong.  They all thought that what is still needed now is the promotion of the thoughts of democracy and rule of law, and to mobilize the attention of the international community to the cause of democracy in China.  This promotion and mobilization is the basic condition for the democratic revolution occuring ahead and to build democratic political system in the future.

 

The delegates criticized pessimistic mood towards democracy, and also exposed the talk of democracy being useless spread by the Communist agents.  We further strengthened our determination to strive despite difficulties.  We promised to continue until the day we realize democracy in China and for the 1.3 billion Chinese people.  The 12th Congress ended in the afternoon of October 5 in a joyful and excited atmosphere.  Afterwards, our delegates went around the world, to expand our support and solidarity work to the people in Hong Kong.

支持香港人民的正义斗争

二零一四年十月二号到五号,中国民主运动海外联席会议进行了四天的活动。首先是二号,在美国众议院的大楼里布置了中国当代民主运动历程画展。在展览大厅里,给资深众议员弗兰克﹒沃尔夫颁发了自由人权捍卫者奖和奖座。

 

我在颁奖词里谈到:从来都是民主国家给我们这些为本国的民主自由奋斗的人发奖,今天第一次是我们给支持我们的人发奖。作为西方的政治家给我们支持,并不像有些朋友想象的那么容易。他们为此付出了多年的努力,而且还要承受巨大的压力。很多人还要为此付出代价,甚至结束了自己的政治生命。

 

弗兰克﹒沃尔夫先生就是其中最优秀的人之一。几十年来,他不但支持中国各族人民争取自由的斗争;而且支持和关注着很多国家被压迫人民的疾苦,支持为了民主自由进行的奋斗。为此他多年来承受着外人所不知的压力,也并没有因此后退一步。

 

沃尔夫先生在致答谢词时重点谈到了香港最近的局势。他代表很多国会议员支持和关注香港人民争取真普选的努力,并且为中共可能进行的镇压而对中共发出警告。他为香港人民的勇敢精神受到鼓舞;特别对学生们的勇敢和坚持感到敬佩。他呼吁各国的政治家们在和中共打交道时,都应该关注中国的人权,并给予中国人民的正义斗争于予以支持。

 

十月三号在国会的会议室里召开了亚洲民主联盟的研讨会。来自中国和越南、西藏等的代表在一起讨论了亚洲民主化的前途。话题包括中越两国政府煽起的民族主义热潮,以及民主派组织应该如何避免落入共产党的圈套。特别是越南的反对派组织面临的民族主义压力更大,说服人民避免落入圈套的工作更加艰难。

 

西藏民间社会的代表提出的问题更尖锐。除了避免落入中共煽起的民族主义圈套之外,讨论最多的是达赖喇嘛如果去了中国,海内外藏人的独立运动和民主化运动如何持续和开展下去。他们代表西藏民间社会表示:无论有没有达赖喇嘛,西藏人民争取民主和自由的斗争都不会停止。这不是达赖喇嘛个人的事业,是西藏全体人民的事业。与会的代表们还表示了对香港人民争取真普选的斗争的支持和敬佩。

 

十月四号和五号,在大华府地区的希尔顿饭店,召开了中国民主运动海外联席会议的第十二次会议。会议的重点集中在对香港局势的估计,以及如何声援和支持香港人民的斗争。经过重复的讨论之后形成了声明如下:

 

中国民主运动海外联席会议声援香港真普选民主运动的声明

值此香港广大学生市民争取真普选的运动方兴未艾,风起云涌之际,中国民主运动海外联席会议第十二届会议与会者暨代表之各海外民运团体共同签发声明如下:

1、  我们对香港学生以及市民争取真普选的明确诉求表示由衷的敬佩。你们为保障自身权益,包括自卫抗暴权的抗争是正义的、合法的,是顺应人类文明的大趋势。在此,我们向英勇的香港学生和市民们表达我们发自肺腑的、无保留的声援和支持;

2、  值此关系到七百万香港人民自由和尊严的严峻关头,我们呼吁香港政府和警方自我克制、顺应民心,保障香港人民的安全,不与人民为敌,不沦为暴力镇压的工具;

3、  我们正告中共当局切勿在香港重蹈89年6.4北京屠城和西藏、新疆镇压的罪恶,立即释放因声援香港民主运动而被捕的人士,遵守一国两制的承诺,落实中英联合声明和基本法,保障港人治港的民主权利;

4、  香港人民“公民提名,一人一票”的诉求也是全体中国人民的基本诉求,是人类文明理性的体现。我们呼吁海内外所有仁人志士,以各种方式积极响应香港真普选的民主运动,为推进中国民主化共同努力;

5、  我们紧迫呼吁国际社会和热爱自由的人民密切关注香港局势,形成香港人民强力的后盾,为香港人民的生命安全和基本权益得到保障,为亚太地区的稳定与和平作出最大的努力。

以上的声明,已经在十月五号即时发到香港占中的前线,同时发表在网络媒体上。除个别人外,此声明是三读之后,为与会的绝大多数代表举手通过。所有代表均表示全力支持香港人民的正义诉求。除了在是否支持香港人民在遭受暴力清场时,有权抗暴权利的问题上,个别人略有不同意见外,到会代表们没有根本的意见分歧。

 

联席会议的同仁们,在重点关注香港当前局势的同时,也讨论了全中国形势。大家认为目前仍然需要进行民主法治思想的推动,和动员国际社会对中国民主事业的关注。这是将来发生民主革命并建设民主政治的基础条件。

 

代表们批评了失望悲观的情绪,也揭露了中共五毛散布的民运无用论。大家进一步坚定了艰苦奋斗的决心,誓将关乎中国前途和十三亿人民命运的民主事业进行到底。会议在兴奋与欢乐的气氛中于五号下午结束。代表们在会议结束后奔赴世界各国和各地,展开对香港人民的支持和声援的工作。
