Wei Jingsheng: In a Democratic China, All Regions Will Be Autonomous

In mid-August in the Hague of the Netherlands, the Overseas Chinese Democracy Coalition held an international seminar under the theme "China Road."  During that seminar several dozens democracy activists from America and European countries who are concerned about the current and future social development in China, especially about how China is to make a transition to democracy, conducted wide-ranging, in-depth discussions regarding many issues.  These issues included the relationship of the Han Chinese and other ethnic nationalities, the relationship between China and its neighboring countries, the recent "stock market disaster" in China, etc.

 

During this conference, Wei Jingsheng, chairman of the Overseas Chinese Democracy Coalition, expressed regarding the situation in China that: if China were a country with democracy and human rights, then all areas within China, namely all regions of the Han, Tibetan, Uyghur, Mongolian and other ethnic groups would have direct elections at each level representing regions, provinces, cities, districts, etc., in a model of self-governance of the people themselves.  That is to say, the people will be the real masters of themselves.  In a democratic China, all regions are autonomous, or say really "governed by people", not just limited to the five "autonomous regions by the minority" defined by the Communist government.  

 

Wei Jingsheng further expressed that, in that total autonomous environment, each region is equal to another, with economic and cultural exchange.  There would be no fundamental conflicts of interest between different ethnic groups, just as in the European Union now.  However, in an authoritarian China, each level of government is authoritarian as well.  Average people are unable to govern themselves at all, instead are suffering from the political repression and economic exploitation of the Beijing regime.  "This situation has become a hotbed to generate ethnic conflicts."

 

The dozens democracy activists from all over the world pointed out at the "China Road" seminar hold in the Hague, the Netherlands, that the fact that the Chinese government has to spend more to "maintain stability" than for national defense illustrates it has seen the 1.3 billion Chinese people to be more dangerous than hostile nations.

 

When talking about the issue of territorial disputes between China and some neighboring countries, the participants expressed that talks should be under a premise of equality, mutual benefit, fairness and democracy, negotiated to settle issues and ensure border peace.  "That is because only in a peaceful environment can the Chinese economy develops, and its trade and economic exchange abroad might..."  What a government should do is not "set up enemies in the minds of the Chinese people, thus to guide their anger abroad."

 

When talking about the economic situation within China, as well as the recent stock market crisis that caused great concern of the international community, Mr. Wei Jingsheng expressed that the Chinese economic development in recent years reflected through the phenomenon of state-owned enterprises "with Chinese characteristics": the owners and their relatives of these state-owned enterprises become millionaires and billionaires, yet the enterprises are have consistent losses every year.

 

Wei Jingsheng pointed out that in recent years, the overall Chinese economy has been in decline.  "Under normal circumstances, the stock market should be weak.  However, due to the manipulation of the Chinese government, all official media were hyping the market to lure investors with deception, which has resulted in China's stock market acting like a mad cow continuously soaring in deformity.  Finally in July this year, the stock market collapsed in an avalanche falling more than 30 percent.  In August, it fell again more than 23 percent.  Then the Chinese government came to the "rescue", throwing in a lot of state funds, on the surface to make the stock market rebound, but actually it bought stocks when the market was low and got rid of them when the market was high.  This resulted many stockholders to lose everything and go into bankruptcy, while the Chinese government swept away several trillion in funds from the investors."

 

In "The Hague Consensus" the democracy activists who attended the "China Road" seminar concluded at the end of the conference, it stated: "In a stock market disaster that was completely set off by the government, manipulated by the government, to the end to let the government profit, it was forbidden for the stockholders to even ask: what kind of the role did the Chinese government play?  How is one to maintain the legal rights of the stockholders?"  "Without democracy and human rights, ordinary people will always become the slaves and cash dispensers of the interest groups that this government represents.  Without democracy, there is no way to eradicate these interest groups that become super rich by enslaving the people.  Without human rights, the legal rights of all Chinese people cannot be maintained."

中国民主运动海外联席会议8月中旬在荷兰海牙以"中国之路"为题,举办了国际研讨会。期间,来自欧美各国关注中国当今和未来社会发展、尤其是如何向民主体制转型的几十位民主人士,就中国境内汉族与其他民族之间的关系、中国同邻国之间的关系、以及中国国内近期发生的"股灾"等议题,进行了广泛、深入的讨论。

 

会议期间,担任中国民主运动海外联席会议主席的魏京生先生在论及中国国内局势时表示,假如中国是一个民主和人权的国家,中国境内的所有地区,无论是汉民族还是藏族、维族、蒙古族等其他各民族居住的省、市等各级地区都将是直接民选,都是人民自己治理自己,真正当家作主 - "在民主的中国,所有的区域都是自治的","自治"、或者说是真正意义上的"民治",将不仅仅局限于目前的五个"少数民族自治区"。

 

魏京生先生进而表示, 未来中国在全民自治的环境下,各地区之间可以平等地互通有无,展开经济和文化交往,各民族之间没有根本的利害冲突,如同今日的欧盟。反之,在专制体制下的中国,各级政权机构都具有专制性质,普通民众完全不能自我治理,而是受到北京政府政治上的压迫和经济上的榨取;"这就是产生民族冲突的温床"。

 

几十位来自世界各地的民主人士在于荷兰海牙举行的"中国之路"研讨会上指出,中国政府的"维稳"经费已超过国防经费这一点,说明了中国政府已然将13亿中国民众看作是比敌对国家更为危险的群体。

 

在谈到中国与一些邻国之间的领土争端议题时,与会者表示,应当在平等、互利、公正和民主的前提下,通过谈判解决问题,保障边境和平。"因为只有在和平的环境下,中国本身的经济发展,以及同其他国家之间的经济和贸易往来,才有可能 ... 一个政府应当做的,不是"在中国人民心中竖立起一个个敌人,引导人民将愤怒发泄到国外"。

 

在谈到中国国内的经济状况,以及最近引起国际间高度关注的股市危机时,魏京生先生表示,近些年来的经济发展可以从具有"中国特色"的国有企业现象看出端倪,那就是,那些国企的老总及其亲属这期间成为了千万富翁、亿万富翁,而企业本身却年年亏损。

 

魏京生指出,近年来,中国的总体经济一直在滑坡,"正常情况下,股市应当疲软,但是在政府的操纵下,所有的官媒都在炒作股市,以欺骗手段诱骗股民,导致中国股市像一头疯牛,畸形地不断飙升。直到今年七月,股市雪崩,下跌30%以上,今年八月,又再度下跌23%多。于是政府出手'救市',抛出大量国有资金,表面上是要让股市回升,但实际上则是在股市高峰时抛出,在股市低谷期间买进,结果是,多少股民血本无归,倾家荡产,而政府则卷走了股民的几万亿资金"。

 

出席"中国之路"研讨会的民主人士在会后达成的"海牙共识"当中说:"一个完全由政府掀起、政府操盘、政府获利的股灾,居然不容许股民问一句:中国政府在这场股灾中到底扮演了什么角色?股民的合法权利如何得到维护?""没有民主与人权,普通的民众将永远成为共产党政权所代表的利益集团的奴隶和捐款机器。没有民主,就无法铲除这些靠奴役民众以致巨富的利益集团;没有人权,全体中国人民的合法权利就无法获得维护"。
