Downfall of Guo Boxiong - The Signal of Bigger Moves?

Washington DC -- The former Vice-Chairman of the Central Military Commission of the People's Republic of China, Guo Boxiong, has been expelled from the Chinese Communist Party and sent to military court with charges of serious bribery.  With one more high ranking military official in China being arrested for corruption, some people think that the anti-corruption movement lead by President Xi Jinping and Wang Qishan has gained an overwhelming victory that would be beneficial for further strikes, and bring more corrupted officials to justice.  There are also analyses pointing out that, with the upcoming high level Communist leadership to hold its BeiDaiHe conference at the summer resort, the opposition within the Communist Party is getting on the move.  As Xi Jinping faces major political and economic pressure, announcing the to decision to deal with Guo's corruption could deter opposition forces within the communist party and People's Liberation Army (PLA).

 

According to a July 30th report from Xinhua News Agency, Guo's offenses include using his position to receive benefits including bribes through him or family members in exchange of promotions, etc.  According to the official decision announced before the August 1st People's Liberation Army's Day, Guo's violation of the Communist Party's rules and serious bribery are very serious crimes and has had massive negative social influences.

 

* Xin Zilin: Prosecution of the Military Head is a Sign that Military Power is Firmly in the Hands of Chairman Xi Jinping *

 

Regarding the arrest of the former top head in the Chinese military, Xin Ziling, the former Chief Editor of the PLA Military Academy's Publishing House said it is unsurprising.  But he also thinks that it is worth noticing this news to be released right before the Army Day and the highly profiled Beidaihe Conference for Chinese Communist Party leaders.  He told VOA that it means that anti-corruption in the Chinese military has won an overwhelming victory, and it illustrates Xi Jinping has firmly grasped the military power, which is prerequisite for ensuring that anti-corruption is be able to be carried further.

 

Xin Zilin said, "It was already a victory that Guo got nailed.  But for the information to go public, it pretty much means that Chairman Xi is both resolute and prudent in dealing with this issue.  It is very significant that he dealt with this and announced it to the public before the Beidaihe Conference.  This means the war on corruption inside the Chinese military has achieved an overwhelming victory.  The influence of Guo Boxiong was even greater than Xu Caihou.  His son Guo Zhenggang once bragged that no one dared to offend his family because every single leader in the army ranking higher than Corp Commander was promoted by his father.  It was pretty much true."

 

* Jiang Zemin Was Accused of Promoting Corrupted Generals *

 

Xu Caihou, the military leader ranked the 2nd highest in the military who was in charge of political and human resource management was also investigated for accepting large amounts of bribery more than one year ago.  He escaped trial in the military court because of his death by cancer.  Xin Ziling pointed out, Guo Boxiong and Xu Caihou were implanted into the military headquarters by the so-called "third generation supreme leader" -- Jiang Zemin, in order to cast his own influence during the Hu Jintao and Wen Jiabao era.

 

Xin Ziling said, "Guo Boxiong and Xu Caihou were like playing in a basketball team to keep away Hu Jintao's opportunity to score."

 

This retired military officer who has researched Chinese modern history also pointed out; the Chinese authority gave Guo Boxiong a free pass for the sake of a good public image of the Chinese military.  The reason for them delaying such a long time to investigate Guo Boxiong after the fall of Xu Caihou is because there was no way to not held them responsible for such severe corruption in the Chinese military."

 

Xin Zilin said, " Folks like Guo Boxiong collect 20 million to 30 million RMB for a promotion to the rank of Lieutenant General, 5 million to 10 million for a Major-General.  The one gave the most money got the promotion.  Therefore, during the time that Guo Boxiong and Xu Caihou were in charge of the military, I could safely say that the command chain of the military was completely rotten.  They were trying to avoid the charges against these men, thus to keep a good public image of the military and the Chinese Communist Party.  However, they figured out that they would have to face reality.  It is like doing a surgery, you have to cut it all clean."

 

* Wei Jingsheng: Arresting a Military Leader During Such a Sensitive Time is Meant to Warn Opposition *

  

Wei Jingsheng, the well-known Chinese dissident in the USA, thinks that the announcing of Guo's crimes right before the Beidaihe conference was meant to deter opposition forces within Chinese Military for the authority of Xi Jinping and consolidate his power, especially within military.

 

He said: "Guo Boxiong is also another important leader in the military.  After Xu Caihou, it is Guo's turn now.  Both of them were really powerful in military.  Therefore, I think announcing Guo's crime at this moment could warn opposition in the military who might rise up.  It is the common practice for the Chinese Communist Party to take out people who are related to Guo after such an announcement about him.  By doing so, the rebellions in the military could be suppressed.  At this time of the BeiDaiHe conference, it could also be a warning to the other leaders who are not satisfied with the current situation.  I think this has important significance."

 

Wei Jingsheng analysis that " Although it is said that 'the Communist Party commands the guns', in fact the military has mostly been under the control of military elder leaders in the past.  So during the ten years of the Hu and Wen era, they could not take over the military.  The military kept its old relationship.  In fact, the relationship within the military during the Jiang Zemin era was very complex too.  Jiang spent a lot of effort and only got into his hand when he was about to retire.  Before that, we had all noticed that he kept shifting the personals.  Now Xi Jinping is also shifting the personals in the military.  But his conduct is different than Jiang.  Besides shifting the personals, he arrested the heads of the military.  Instead of a gentle and slower pace, his action is big and strong, thus opposition he has run into inside of the Communist Party and cadres is quite strong as well.  Further, with the current economic downturn, Xi's economic measures have all failed.  He has reached a very dangerous situation, thus he is really ruthless."

 

According to some recent rumors that are quite popular, some retired senior Communist leaders intended to launch an attack against Xi Jinping during the Beidaihe conference next month.  There are even rumors that some people are plotting a coup during Xi Jinping's visit to the US in September.  Zhou Yongkang, a former member of the Standing Committee of the Communist Party, was sentenced to life in prison in a secret trial last month, rather than the widely expected death penalty with reprieve.  Some analysts believe that such a  lenient sentence for Zhou Yongkang is the result of a compromise in those heated wars between the Communist factions.

 

* Xin Ziling: Jiang Zemin Maybe be Investigated Soon *

 

Many critics have alleged that the massive anti-corruption campaign carried out since the 18th Congress of the Communist Party is selective, with few people from the "Second Red Generation" families ever got in trouble.

 

Because of this, Xin Ziling, the retired former Colonel of People's Liberation Army, said that by the disposal of Guo Boxiong showing the determination to eliminate corruption by the high levels of the Communist Party would encourage the Chinese people and gives a significant push for an anti-corruption campaign nationwide.  He predicted that the former Communist Party leader Jiang Zemin may be prosecuted soon.

 

He said: "Xi Jinping said repeatedly that there is no bottom line.  Anyone who has problems will be investigated.  It should be this way.  The former supreme leader Jiang Zemin has to be dealt with.  One cannot avoid this.  But it has to be more careful and more cautious than what was done with Guo Boxiong, with determined will yet reliable steps, to avoid it causing any shock in the country.  With Guo's arrest, it means that the army would not go wrong and now Xi Jinping has the military power firmly in his grasp.  This is the prerequisite to continuing an anti-corruption campaign."

 

* Wei Jingsheng:  the Anti-corruption Campaign Is In Trouble *

 

Wei Jingsheng, a senior democracy movement activist in exile in the US, believes that the one party political system in China has created a situation that has almost no clean government officials.  The anti-corruption campaign is hard to be carried out, as Xi Jinping faces serious political and economical realities now, as well as strong opposition from the bureaucratic class of the Communist Party.  Therefore, Xi may face serious challenges from different factions within the Communist Party during the upcoming Beidaihe conference."

 

Wei Jingsheng said: "These bureaucrats will rebel if anti-corruption continues.  This is already a very realistic problem now.  Think about it, which officer might be clean (of corruption)?  Who knows whose turn is coming up?  I have been saying for a couple of years now, this kind of campaign cannot be carried on unless they have public support, like Mao Zedong did during the Cultural Revolution period when he could truly mobilize the mass to participate.  If so, then they need to mobilize the people and to incite the mass to catch these corrupt officials by sandwiching them from the top and the bottom.  However, they are so afraid of the public now.  They are only relying on the authority.  But how great is their authority?  Their authority comes only from the bureaucrats, the whole bureaucratic class.  Yet they want to wage a war against those bureaucrats without the support from the people.  After all, they do not have enough authority."

 

* Wei Jingsheng: Opposition Within the Communist Party Became Xi Jinping's Taboo *

 

Wei pointed out that Xi Jinping's political opponents within the Communist Party are not only Jiang Zemin and his close associates, who brutally persecuted Falun Gong practitioners; Xi's more direct opponents is the small political circle that emerged during the Hu Jintao and Wen Jiabao era.

 

Wei said: "Of course the Falun Gong is after Jiang Zemin.  But I think Jiang is not that important anymore because he has stepped down so long ago.  For more than ten years now, new political circles have already been formed.  But of course, Jiang is still their respected veteran, right?  But they have their own circle, with their own influence.  Therefore, Xi Jinping actually needs to deal with the political circles formed during the Hu and Wen era.  Otherwise, he cannot get the real power.  China has a tradition that "people always know how to deal with you, no matter what your commands are. "  This is his relatively taboo. "

 

* Chinese Communist Party Newspaper: Counting on the Support from the People During the Anti-corruption Campaign *

 

On July 31, People's Daily, the Communist Party newspaper, published a commentator's article regarding Guo Boxiong's expelling from the Party and being sent to the military court.  The article stated that anti-corruption is a battle "we cannot afford to lose." The more critical the moment, the more we cannot "let it go".  The more stalemate the situation, the more need for us to exert more power to win.

 

This article, with the title of "Unite the Party and People's Hearts to Anti-Corruption With an Iron Fist", says that the anti-corruption campaign led by Xi Jinping and Wang Qishan is "never on a whim, and no one is trying to find fault purposefully against another, but to take responsibility for the history and the people."

 

That article went on to say , "if we do not offend hundreds of corrupt officials, then we would offend 1.3 billion people, as well as those who listen to the Communist Party and follow the disciplines.  It is more than clearly necessary to gain politically and the support of the people."

原中共中央军委副主席郭伯雄被宣布因涉嫌严重受贿而遭开除党籍,并移交军法处置。对于又一位曾在中国军方位高权重的将领涉贪被抓并公之于众,有评论认为,这标志着习近平和王岐山主导的反腐运动在军内取得了压倒性胜利,有利于进一步"打虎上山",给贪腐成风的官僚阶层动大手术。也有分析指出,中共高层即将在北戴河避暑胜地开会,党内反对势力蠢蠢欲动,在习近平面临重大政治和经济压力之际,公布对郭伯雄的处理决定,可以在党内和军内起到震慑作用。

 

新华社7月30日深夜发出的报道称,郭伯雄的罪行包括利用职务便利,为他人谋取职务晋升等方面的利益;直接或者通过家人收受贿赂。在人民解放军建军纪念日前夕公布的处理决定称,郭伯雄严重违反党纪,涉嫌受贿犯罪,情节严重,影响恶劣。

 

* 辛子陵:敢动军头表明军权在握 *

 

对于原中国军方头号人物郭伯雄涉贪落马,原中国军事学院出版社社长辛子陵表示这并不意外,但他认为选择八一建军节和中共高层的北戴河会议前夕公布这个消息意义重大。他对美国之音表示,这意味着军队反腐取得了压倒性胜利,说明习近平已经牢牢抓住了军权,这是保证反腐进一步深入的前提条件。

 

辛子陵说:"他(郭伯雄)被揪出来当然就已经胜利了。但是公布出来,表明习近平主席在这个问题的处理上既坚决又稳妥。这个时候把他处理、公布了,在北戴河会议前夕,这个意义很大。这意味着,军队反腐取得了压倒性胜利。因为郭伯雄的影响比徐才厚还要大一些。他的儿子郭正钢曾经口出狂言,说动我们家,军以上的干部都是我爸爸提拔的。也确实如此。"

 

* 江核心被指提拔重用贪官 *

 

一年多前同样因涉嫌收受巨额贿赂而被查办的徐才厚曾是负责解放军政治工作和人事安排的军方二号人物,后因死于癌症而免于军法审判。辛子陵指出,郭伯雄和徐才厚是所谓中共第三代领导核心江泽民为了搞"垂帘听政"而蓄意安插到胡温时代的军委领导班子的。

 

辛子陵说:"郭伯雄和徐才厚是哼哈二将。他们两个像打篮球一样把胡锦涛看住了,就没上篮机会了。"

 

这位研究中国当代历史的退休军官还表示,当局为了保住军队的形象而放过郭伯雄,之所以徐才厚落马很久之后才动郭伯雄,是因为实在无法不追究这两人对军队严重腐败的责任。

 

辛子陵说:"郭伯雄这些人,说起来实在是骇人听闻。晋升中将是两千万到三千万。晋升少将是五百万到一千万。谁给钱多就提谁。所以,在郭徐把持军权这一段,可以说,军队的统帅部门基本上烂掉了。原来也想着,能不能划出一个来。总是对军队的面子共产党的面子好一点吧?但是越掂量越不行,只能是实事求是,只能是把这个事情像做手术一样,要刮骨疗毒,要搞干净。"

 

* 魏京生:敏感时机抓军头意在震慑 *

 

在美国的著名中国异议人士魏京生认为,在北戴河会议前夕公布郭伯雄落马,这个动作意在震慑军中反对势力,为习近平树威,巩固权力,特别是军权。

 

他说:"郭伯雄在军队也是个大头头。徐才厚弄掉之后,就是郭伯雄了。他们在军内都很有势力。所以,我觉得,在北戴河之前,选择这个时机把郭伯雄的事情公布了,也是给军内想造反的人一个警告吧。郭伯雄的事情一公布,按照共产党的惯例,在军内就要清理一批跟郭伯雄有关的。把军内想造反的人给压住。对北戴河会议来说,也给其他的一些头头们,不满意的,可能也是一个警告。我觉得这个意义是最重要的。"

 

魏京生分析指出,"中国共产党的军队说是什么党指挥枪,其实都是跟过去的老首长有很大关系。所以到胡锦涛温家宝这十年,一直拿不下军队。军队一直是有老关系的。其实江泽民时代军队的关系里头也很复杂,也是费了很大劲,差不多到他快要卸任的时候,军队才牢牢地掌握在手里。在那之前,大家也都注意到了,他不断地大换班。现在习近平也在大换班。但是习近平的做法跟江泽民又有所不同。除了大换班以外,他还从上面开始,把头儿给抓了。不是慢慢的、温和的那种,而是比较强势的。习近平首先他的动作很大,他在党内和干部阶层遇到的反弹也很大。他遇到的阻力也非常大。而且现在经济又不好。经济开始下滑,他的那些经济举措都失败了,所以他现在处在一个非常危险的时刻,这时候他下的手比较狠。"

 

近来盛传的一些小道消息称,一些从中共高层退休的老人意图在下个月举行北戴河会议时向习近平发难,甚至出现有人密谋在习近平9月访问美国期间发动政变的流言。原中共中央常委周永康在秘密审判中上个月被判无期徒刑、而不是人们普遍预期的死缓。一些分析人士研判,从轻发落周永康是中共党内派系激烈斗争的一种妥协结果。

 

* 辛子陵:江泽民或将被查 *

 

许多批评者指称,中共18大以来进行的大规模肃贪运动是选择性的,具有红二代身份的落网者极少。

 

对此,退休的原解放军大校辛子陵表示,军法处置郭伯雄表明中共高层反腐的意志坚决,对中国老百姓能起到振奋作用,对推动全国的反腐败也有很大意义。他预测中共前领导人江泽民可能受到追究。

 

他说:"习近平一再说,没有底线,没有铁帽子王,谁有问题查谁。应该是这样的。这就涉及前最高领导人江泽民了。江的问题非办不可。但是比办郭伯雄更加稳妥,更加谨慎。意志要坚决,但是步骤要稳妥。要万无一失,不能在全国引起任何震动。把郭伯雄拿下来,就意味着军队这一块,可以保证不出岔子。习近平同志把军权是牢牢掌握住了。这是继续反腐深入进行的前提条件。"

 

* 魏京生:反腐陷入困境 *

 

流亡美国的老资格民运人士魏京生则认为,中国的一党专制体制造就了几乎无官不贪的局面,目前习近平同时正面临严峻的政治和经济现实,遇到中共官僚阶层的强大阻力,反腐已经到了反不下去的境地,因此可能在即将举行的北戴河会议上受到党内不同派系的严重挑战。

 

魏京生说:"再反的话,那就官逼官反了。而且现在官逼官反已经是一个很现实的问题了。你想啊,那些官员们,谁屁股干净?那么下面谁知道要弄到谁头上呢?这么个反法的话,除非你有群众基础,我已经说了一两年了,你真正能动员老百姓来参与,就像老毛在文革时那样。那就动员老百姓,把老百姓给煽起来,再加上从上到下两面夹击的话,那个时候贪官污吏恐怕是都只能乖乖地俯首就擒。而你现在又害怕老百姓,你光靠你那权威,你有多大权威?你的权威是干部队伍,就是整个官僚阶层给你撑着的。你现在又要整这些官僚阶层,你又没有老百姓的支持,而且说实话你的权威也不够。"

 

* 魏京生:党内反对派系成习近平大忌 *

 

魏京生指出,习近平面临的党内政治对手不光是残酷镇压法轮功的江泽民及其亲信,更直接的是胡温时代形成的一些党内小圈子。

 

他说:"法轮功当然是追着江泽民。但是我觉得江泽民已经不那么重要了。因为江泽民已经下台那么久了,十几年了。新的团团伙伙,新的圈子早就形成了。 当然,江泽民还是他们尊着的老前辈,对不对?但是,他们有他们自己的圈子,有他们自己的势力。所以,习近平要对付的实际上是胡温时代形成的团团伙伙。否则他拿不到实权。拿不到实权,中国不是有个传统,上有政策,下有对策嘛。你那边下了命令,人家总有办法对付你。这是他比较忌讳的。"

 

* 中共党报:反腐要算民心帐 *

 

中共党报人民日报31日就郭伯雄被宣布开除党籍依军法查办高调发表评论员文章。文章说,"反腐败斗争是一场输不起的攻坚战,越到紧要关头越不能"一篙松劲",越是胶着状态越要持续发力。"

 

这篇以"铁腕反腐凝聚党心民心"为题目的文章说,由习王主导的反腐,"绝非一时兴起,也不是和谁过不去,而是要承担起历史和人民赋予的责任。"

 

文章接着表示,"不得罪成百上千的腐败分子,就要得罪13亿人民,也要得罪听党话、守规矩的广大党员干部,这是一笔再明白不过的民心账、政治账。"
