The Wei Jingsheng Foundation Announces the Thirteenth Annual "Wei Jingsheng Chinese Democracy Champion Prize" Award

 

December 5, 2016

 

 

Since 2004, the Wei Jingsheng Foundation has awarded the "Wei Jingsheng Chinese Democracy Champion Prize" every year on December 5th.  In the last twelve years the awarding of this prize has had reverberations around the world.  Those people persisting in the fight for freedom and democracy in China, who are at any moment in danger of persecution of the dictatorial regime, have thus been encouraged and consoled.

 

As can be expected, those who nominate a candidate believe the person they have nominated has made a great contribution to the cause of Chinese democracy and freedom.  Nominating someone in and of itself is a way to commend all champions of democracy, including those unknown, untiring democracy heroes who do not concern themselves with fame and fortune.  We have great respect for their strength of spirit and the sacrifices they have made.  As in the past 12 years, we received many excellent recommendations from our friends inside China and overseas.  All the 5 candidates making it into the final consideration were excellent and it was as ever a challenge to distinguish and select the best.  Several judges made a decision on the winner after a series of discussions.

 

In the more than 4 years since Xi Jinping came to power, China's economic situation has been deteriorating and the social and political situation is increasingly unstable.  The Chinese Communist dictatorship, which tries to maintain its stability through suppression, has been constantly condemned and challenged.  It has reached to the degree that even the Communist leaders themselves have begun to question and worry about the legitimacy and stability of the ruling party.  As described by a top Communist advisor, Xi Jinping authorities "are playing a Russian Roulette while holding a time bomb."  Yet, contrary to the will and expectations of the Chinese people, during the past few years Xi Jinping authorities have further suppressed the freedom of press and freedom of speech while cracking down even further on the dissidents who are outspoken for democracy and human rights.  The Xi Jinping authorities have also tightened the policies against ethnic minorities, to the degree that the Xinjiang Uyghur Autonomous Region government requires all residents of the region to give up their passports to the public security departments.  There is no doubt that Xi Jinping did not and will not carry out the political reform that many people have looked forward to.  A national revolution will eventually break out in China.

 

Where will China go?  It should not be decided by the Chinese Communist dictatorship but by the Chinese people ourselves.  The people's voice for freedom has risen higher and higher, and their desire to have democracy become more and more eager.  At this moment, the more determined the will and the more resolute action of the people with lofty ideals, the faster and easier the transformation in China will be, thus with the relatively lesser cost to pay.  It is also the time for the people within the Communist leadership to make decisions and actions: to choose the conscience, or to be a traitor to conscience?  To stand with the Chinese people, or to stand against the Chinese people?

 

Today, the Wei Jingsheng Democracy Champion Prize Judging Committee announces the recipient of this year's "Wei Jingsheng Chinese Democracy Champion Prize" to be Mr. Fan Baolin.  Mr. Fan Baolin is in an uneasy rebellion within the Communist regime.  Due to his conscience, he betrayed his career which would have enabled him a comfortable life and promotion in his job.  Instead he chose a dangerous and unknown road full of thorns for himself.  For the common aspiration of the Chinese people to democracy and freedom, he took the action of "the hero fights, knowing he will never return" and was sentenced to life imprisonment.  He was imprisoned for many years, yet remained unknown to the outside world for a long time.

 

Mr. Fan Baolin of Xi'an, Shaanxi Province, was born on July 18, 1964.  He graduated from the Northwest University of Political Science and Law in China.  He was on the staff at the Investigation Division of the National Security Bureau in Tongchuan City of Shaanxi Province.  Because of his sympathy with the Chinese democratic movement and yearning for democracy, freedom and the rule of law in China, he sent six top-secret documents overseas on June 1, 1999.  His action was discovered and he was arrested on June 4 of 1999, by the police in Xi'an of Shaanxi Province.  On March 10, 2000, the Shaanxi Provincial Intermediate People's Court held a secret hearing about his case.  On February 5, 2001, he was sentenced to life imprisonment and deprivation of political rights for life by the Xi'an Intermediate People's Court for "illegally providing state secrets overseas".  His sentence was reduced while he was in prison.  He was finally released on November 2, 2016 after 17 years and 5 months in prison.  Long-term prison life has caused tremendous damage to his body and spirit.  He has lost his hair and teeth, and is extremely thin.  But he is still open-minded, and his spirit is still optimistic, he has fortitude and calm.

This year 's award to Mr. Fan Baolin is also an award to all those who aspire to overthrow the Communist tyranny and build a democratic system, especially those within the Communist system who have lofty ideals and are willing to make a sacrifice.  The tide of democracy in China is imminent.  Should one conform to the conscience, following this trend, or should one run against the people and against the historical trend?  This will be a test for everyone, especially people within the Communist leadership.  Today, Mr. Fan Baolin set an excellent example for everyone.  We hope that all the people with lofty ideals will be like Fan Baolin, to maintain their conscience and to sacrifice, for our common efforts of realizing democracy and freedom in China.

 

The total prize pooled together this year is US$7,200, the largest amount ever.  Those who donated money are donating their passion and belief in Chinese democracy.  For this passion we want to express our deepest gratitude.  In addition we also want to express our appreciation to all those people who recommended nominees for our thirteenth annual "Wei Jingsheng Chinese Democracy Champion Prize".  We thank all of you for your support and encouragement.

魏京生基金会第十三届“魏京生中国民主斗士奖”颁发公告

 

 

2004年以来,每年12月5日魏京生基金会都会颁发“魏京生中国民主斗士奖”。过去十二次的颁奖在世界范围引起了很大的反响。对于正在中国坚持奋斗、随时都有危险的人们,是很大的鼓励与支持。

 

毫无疑义,被提名人为中国的民主和自由做出了卓越的贡献。提名本身是对所有民主斗士,包括那些默默无闻、坚持不懈、不计名利的勇士们的牺牲精神的赞扬。和往年一样,今年我们也收到来自国内外朋友们的许多优秀推荐。从五个最终入选名单中选择出最优秀的获奖人并非易事,几位评委为此进行了认真严肃的讨论并决定了获奖人。

 

习近平上台四年多来,中国的经济状况每况愈下,社会与政治局势也越来越不稳定。靠镇压维稳的中共独裁专政不断地遭到谴责与挑战,以致于中共领导人自己也开始质疑和担心共产党执政的合法性与稳定性。正如中共一位高层智囊所描述的,习近平当局“是抱着定时炸弹击鼓传花”。然而,与人民的意志与期望相违,这几年尤其是这一两年来,习近平当局却更进一步地压缩了新闻与言论自由的空间,并对维权与民主等异议人士予以更进一步的打击迫害,对其它少数民族的政策也收得越来越紧,以致于新疆维吾尔自治区政府要求区内所有居民必须将护照上交给公安部门。毫无疑义,习近平没有也不会进行许多人所期盼的政治改革,一次忍无可忍的全民革命终将在中国大地爆发。

 

中国将何去何从,不应当是听从中共独裁专制的安排而必须由中国人民来决定。人民要求自由的呼声已越来越高,对民主的期望也越来越热切。此时此刻,仁人志士们的意志越坚定,行为越坚决,则中国的转型也就越快、越容易,相对所付出的代价也就越小。此时此刻,也是中共体制内的人物必须做出决定和行动的时候:是选择良知,还是做良知的叛徒?是和人民站在一起,还是走到人民的对立面?

今天,“魏京生中国民主斗士奖”评委会宣布今年“魏京生中国民主斗士奖”的获得者为范宝琳先生。范宝琳先生是一位难能可贵的中共体制内的叛逆者。出自良知,他背叛了可以使他飞黄腾达的仕途,选择了一条充满荆棘的危险道路。为了中国人民期望的民主自由的共同理想,他采取了“壮士一去兮不复还”的行动,因此而被判无期徒刑,囚禁多年,却长期不为外界所知。

 

1964年7月18日出生的范宝琳先生是陕西省西安市人。他毕业于西北政法学院,原为陕西省铜川市国家安全局侦查科工作人员。因同情中国民主运动,希望中国实现民主、自由与法治,他于1999年6月1日将六份绝密文件传到海外,被中共当局获悉。他于6月4日被陕西省西安市警方拘捕;2000年3月10日被陕西省西安市中级法院秘密开庭审理;2001年2月5日,被陕西省西安市中级法院以“为境外非法提供国家秘密罪”判处无期徒刑,剥夺政治权利终身。之后他在狱中被减刑,在服刑长达17年5个月之后终于在2016年11月2日被释放。长期的监狱生活已使其身体和精神遭受巨大损害,头发已经谢顶,牙齿脱落,身体极度消瘦。但他心态仍然豁达,精神依旧乐观,刚毅而坦然。

今年对范宝琳先生的颁奖,也是对所有立志推翻中共暴政,建立民主体制的人们,尤其是对中共体制内部不畏强权、不怕牺牲的有志之士的褒奖。中国的民主大潮,即将到来。是顺应良心,顺应潮流;还是与人民作对,逆历史潮流而动?这将是对每个人,尤其是体制内人物的考验。如今,范宝琳先生为大家树立了优秀的榜样。我们希望,所有的有志之士,尤其是体制内的人物,都能像范宝琳那样,保持良知,勇于牺牲,共同为实现中国的民主与自由的未来而努力。

 

这次汇集的奖金总额为七千两百美元(US $7,200.00),是历年来最多的一次。捐款的人们捐出的是他们对中国民主的热情和信念,在此我们表示衷心感谢。此外,我们也向第十三届“魏京生中国民主斗士奖”参与提名的所有朋友表示谢意。感谢您们的支持和鼓励。
