Former Nuclear Researcher Ciping HUANG: "China Transferred Nuclear Technology to Pakistan"

North Korea has conducted two nuclear tests last year and also conducted a missile test on February 12 this year.  This series of actions have sparked the condemnation of the international community.  At present, the outside world already knows that the source of North Korea's nuclear raw materials are closely related to Pakistan.  However, the insiders said that Pakistan's nuclear technology and nuclear materials, were supplied by the Chinese Communist regime.

 

The US Air Force Colonel Charles D. Lutes, wrote an article in 2005 about the "new players" in nuclear proliferation, which revealed that Pakistan had sold nuclear technology to North Korea, Iran and others through underground smuggling.

 

But where did Pakistan get its nuclear technology?  Ciping Huang, former researcher at the Institute of Atomic Energy, said that was from China.

 

Ciping Huang, a former nuclear physics researcher at the Institute of Atomic Energy: "In the 1980s, I was working at the Institute of Atomic Energy in China.  One of its jobs was to transfer nuclear technology to Pakistan and other countries.  They sent their experts to China to learn, while China also sent experts including some from our institute to go to Pakistan to provide technical guidance and directives."

 

Besides the nuclear technology, there is also the issue of nuclear materials.  The Washington Post of the United States published an article in 2009 which quoted Pakistan's "father of nuclear weapons," Qadeer Khan (A.Q. Khan) as saying: in 1982, China provided Pakistan 50 kg of weapons-grade enriched uranium, which was enough to make two nuclear bombs.

 

Ciping Huang said: "Because China's relations with India were not going well, China helped Pakistan to develop nuclear weapons in an effort to work against India.  After observing these irresponsible practices, I began to question if this kind of advanced technology in the end will bring benefit to mankind, or bring disaster to mankind -- it became a really big question mark.

 

In 1992, China joined the Treaty on the Non-Proliferation of Nuclear Weapons.

 

In 1998, Pakistan completed its first nuclear test and became the seventh nuclear country in the world, but its missile technology to deliver nuclear weapons was still immature.

 

In 2000, China promised "not to help any country in any form, to develop ballistic missiles."

 

But in September 2001, US sanctioned China Metallurgical Equipment Corporation (MECC), due to its sale of missile parts to Pakistan.

 

China supported Pakistan's nuclear weapons.  Then Pakistan transferred technology and materials to North Korea through the black market.  In addition to this chain, the Chinese enterprises have long been directly smuggling items and supplies needed for nuclear projects to North Korea.  For example, Dandong Hongxiang Industrial Development Co in Liaoning was sanctioned by the US Department of Justice last year due to this reason.

 

But now North Korea has its nuclear weaponry and has become less and less controllable by the Chinese regime, which has become a headache to Beijing regarding the relationships between China, USA, and North Korea, as well as the security issues for Northeast China.

【新唐人2017年02月22日訊】朝鮮去年進行了2次核試驗,今年2月12日又試射導彈,這一系列舉動引發了國際社會的譴責。目前,外界已經知道朝鮮核原料的來源和巴基斯坦有緊密關聯。而知情者表示,巴基斯坦的核技術、核原料,來自中共的扶持。

 

美國空軍上校查理斯·盧茨(Charles D. Lutes),2005年撰文《新出現的核擴散者》,揭示巴基斯坦通過地下走私,向朝鮮、伊朗等國家出售核技術。

 

不過巴基斯坦的核技術又從哪來?中國原子能研究所前研究員黃慈萍說,來自中國。

 

前中國原子能研究所核子物理研究員黃慈萍:「1980年代,我在中國的原子能研究所,我們做的其中一個工作,就是把核技術轉給巴基斯坦和其他國家。他們的專家來學習,中國(包括我們所),也派了專家專門去巴基斯坦提供技術指導。」

 

除了核技術,還要有核原料。美國《華盛頓郵報》2009年引述巴基斯坦「核武之父」卡迪爾·汗(A.Q. Khan)的話說:中國1982年向巴基斯坦提供了50千克的武器級濃縮鈾,足以製造2枚核彈。

 

黃慈萍:「因為中國跟印度搞不好,所以中國幫巴基斯坦(發展核武),要對抗印度。目睹這些不負責任的做法,我就開始對這一系列先進技術到底會給人類帶來福利,還是給人類帶來災難,就變成了一個很大的問號。」

 

1992年,中國加入《不擴散核武器條約》。

 

1998年,巴基斯坦完成第一次核試驗,成為全球第七個擁核國家,但是投射核武的導彈技術,仍不成熟。

 

2000年,中國承諾「不以任何形式幫助任何國家,發展彈道導彈」。

 

2001年9月,中國冶金設備總公司(MECC),就因向巴基斯坦出售導彈部件,而受到美國的制裁。

 

哈佛大學政治經濟學博士「公民力量」創始人楊建利:「中國政府為了應付美國的壓力,就把他們賣關鍵冶金技術的五個人治罪。」

 

美國民主人士楊建利,2002年進入中國考察東北的失業工潮,被當局抓捕,關押在北京市國家安全局的看守所,恰巧和中冶設備總公司的一名官員關在一起。

 

楊建利:「他就覺得很冤枉,那是中國政府讓他賣的,他們就說,國務院這個文件賣的,中央那個文件賣的,批文都有,政府讓我們做的。(官方)說,不服是不是,開始查你的貪汙案。你想想,中國的官員哪有一個經得起查的。到最後幾罪合併進行執行,5個人,判了8年到10幾年不等。」

 

中國扶持巴基斯坦的核武,巴基斯坦通過黑市向朝鮮轉移。除了這道鏈條以外,中國企業也長期向朝鮮直接走私核項目所需用品,如遼寧鴻祥實業去年就因此被美國司法部起訴。

 

不過現在朝鮮擁核自重,越來越不受中共的操控,也讓中美朝關係,以及中國東北的安全問題成為北京頭疼的難題。
