The
father of the Chinese democracy movement, Wei Jingsheng, is in Lyon to express
his fears about the election of the president of the international police
organization who is a Minister of Public Security in China and also in charge
of secret police for the Chinese Communist regime.
The
election of Meng Hongwei as head of Interpol after the election of Donald Trump
in the United States did not make headlines. Yet, the concern is palpable among Chinese dissident
refugees abroad. "The collaboration
between Interpol and the Chinese government is similar to what happened with
Nazi Germany. It is the duty of
the Chinese dissidents to denounce this, " said Wei Jingsheng, who spent
eighteen years imprisoned and tortured for having dared to writer an article on
the Democracy Wall in Beijing in 1979, calling for the democratization of
China.
Indeed,
in June 1940, Reinhard Heydrich, a head of the SS, became the boss of
Interpol. Today, the world's
largest international police organization, based in Lyon, has 190 countries as
its members.
Privileged
Access to Sources
Released
in 1997, thanks to pressure from the international community especially that of
then US President Bill Clinton, Wei Jingsheng fears that the tracking of
Chinese refugees in the foreign land will be as "terrorists" and
"criminals". "The
appointment of Meng Hongwei as head of Interpol allows the Chinese government
to expand its records and get to access of sources it did not have before. Normally, when living under a dictatorship,
one can flee abroad. But with this
appointment, I fear that all the police will collaborate with the Chinese
government," he warns.
A
concern of all the Chinese dissidents is that they will receive a categorical
refusal from Interpol on the possibility of establishing a dialogue between
Interpol and opponents of the Chinese regime. He also recalled that in the 2000s he was detained by the
Geneva police while on his way from a UN Human Rights conference. The interpreter who accompanied him
translated what the Swiss policemen said: a notice from Interpol classified him
as a "terrorist". It was
only after the police discovered Wei Jingsheng's official accreditation to the
UN Human Rights conference, the Swiss police let him free.
"China
Has the Power of Money"
According
to Wei Jingsheng, the election of the deputy minister of Public Security in
China as head of Interpol is primarily linked to economic reasons. "Interpol and the Chinese
government have been cooperating for a long time, and Western governments have
no objection." In the face of
China's economic power, Western governments prefer to flatter Chinese
officials. The money and the
financial contribution of the Chinese government to Interpol is increasingly
high," he notes. He has strong
suspicions of corruption at an Interpol meeting in Beijing before the election
and seeing parallels to the great anticorruption campaign desired by Xi Jinping
that is very oriented towards personalities whom the Chinese Communist Party
would like to get rid of.

Le
"père du mouvement démocratique chinois", Wei Jingsheng, est à Lyon
pour exprimer ses craintes sur l'élection à la présidence de l'organisation
internationale de police du ministre de la Sécurité publique en Chine, qui
serait également le chef de la police secrète du régime communiste chinois.
L'élection
de Meng Hongwei à la tête d'Interpol, au lendemain de celle de Donald Trump aux
États-Unis, n'a pas fait les gros titres. Pourtant, l'inquiétude est palpable
chez les dissidents chinois réfugiés à l'étranger. "La collaboration entre
Interpol et le gouvernement chinois ressemble à ce qu'il s'est passé avec
l'Allemagne nazie. Il est du devoir des dissidents chinois de dénoncer
cela", estime Wei Jingsheng, qui a passé dix-huit ans enfermé et qui a
subi la torture pour avoir osé, en 1979, signer de son nom un journal appelant
à la démocratisation de la Chine sur le "mur de la démocratie" à
Pékin.
En
effet, en juin 1940, Reinhard Heydrich, chef du service de sécurité SS,
devenait le patron d'Interpol. Aujourd'hui, l'organisation internationale de
police la plus importante au monde, dont le siège est basé à Lyon, regroupe 190
pays membres.
Un
accès privilégié aux sources
Libéré
en 1997 grâce à la pression de la communauté internationale, en particulier
celle du président américain d'alors, Bill Clinton, Wei Jingsheng craint que la
traque des "terroristes" et des "criminels" ne s'élargisse
aux opposants politiques chinois réfugiés à l'étranger. "La nomination de
Meng Hongwei à la tête d'Interpol permet au gouvernement chinois d'étoffer ses
dossiers et lui donne accès à des sources qu'il n'avait pas auparavant.
Normalement, lorsque l'on vit sous une dictature, on peut fuir à l'étranger.
Mais, avec cette nomination, je crains que toutes les polices ne collaborent
avec le gouvernement chinois", alerte-t-il.
Une
inquiétude d'autant plus marquée qu'il a, comme d'autres dissidents chinois,
essuyé un refus catégorique de la part d'Interpol sur l'éventualité d'instaurer
un dialogue avec les opposants au régime chinois. Il se rappelle également,
dans les années 2000, avoir été arrêté par la police genevoise alors qu'il se
rendait à un congrès. L'interprète qui l'accompagnait lui aurait alors traduit
ce qu'avançaient les policiers suisses : une notice d'Interpol le classant
comme un "élément terroriste". C'est seulement après avoir découvert
l'accréditation officielle de Wei Jingsheng au congrès auquel il se rendait que
les policiers suisses l'ont laissé libre.
"La
Chine, c'est la puissance de l'argent"
Selon
Wei Jingsheng, l'élection du vice-ministre de la Sécurité publique en Chine à
la tête d'Interpol est avant tout liée à des raisons économiques. "Cela
fait longtemps qu'Interpol et le gouvernement chinois collaborent et que les
gouvernements occidentaux ne trouvent rien à redire. Face à la puissance
économique de la Chine, les gouvernements occidentaux préfèrent flatter les
officiels chinois. La Chine, c'est la puissance de l'argent et surtout la
contribution financière du gouvernement chinois à Interpol est de plus en plus
élevée", remarque-t-il, avant d'avancer de forts soupçons de corruption au
cours d'une réunion à Pékin et de constater, en parallèle, que la grande
campagne anticorruption souhaitée par Xi Jinping semble très orientée vers des
personnalités dont le Parti communiste chinois souhaiterait se débarrasser.

"中国民主运动之父"魏京生，到里昂表达了他对国际刑警组织选举了中国的一个公安部长，一个秘密警察头子为主席的担忧。
在美国选举川普之后，国际刑警组织选举孟宏伟为其首领的消息并没有成为头条新闻。
然而，这却引起逃亡海外的中国异见人士的关注。因在北京的民主墙上写文章呼吁中国的民主化而被囚18年的魏京生说："国际刑警组织和中国政府之间的合作，就像当年它与纳粹德国之间的合作。中国异见人士有责任来谴责它。"
