"Led by a dictatorship, Interpol can
become dangerous"

Eighty people gathered on Wednesday to
attend "the most dangerous of the Chinese dissidents," Wei
Jingsheng. During a conference
organized by Lyon Capital at ISCPA in Lyon, the "father of the Chinese
democracy movement" expressed his concerns about the election of Meng
Hongwei, head of the Chinese secret police, as the head of the Interpol.
On 10 November (2016), Vice Minister of
Public Security and head of the Chinese secret police Meng Hongwei was elected
President of Interpol. This really
worried Wei Jingsheng, deemed "the most dangerous of the Chinese
dissidents" by the regime. He
therefore asked to meet the leaders of Interpol, the headquarters of which is
in Lyon. As the latter refused to
see him, Wei Jingsheng chose to respond to Lyon Capitale's invitation to come
to Lyon where he was able to hold a press conference, before meeting with
students of journalism at ISCPA and the readers of Lyon Capitale.
"An increasingly authoritarian
regime"
In front of an emotional and attentive
room, Wei Jingsheng dared to draw a parallel with the dark pages of Interpol's
history: in 1940 the organization was in effect under the control of the
Gestapo headed by Reinhard Heydrich, an SS and Nazi war criminal. "The Nazis used Interpol to arrest
Jews. China could do the same to
opponents of the regime," said the dissident. He continued the analogy: "Hitler attacked foreigners
and Jews because he thought his people were superior. In China Xi Jinping refuses to let the Chinese have
democracy because he believes them to be inferior; this is even
worse." For him, the new
Presidency of Interpol is more worrying because it is in a context of the
evolution of the Chinese regime as it becomes "more and more authoritarian". Wei also suspects that the Chinese
regime has corrupted members of this international organization to elect Meng
Hongwei, demonstrating a willingness of China to carry its influence beyond its
borders: "Interpol members gathered in Beijing before the election, where
they were feted by the Chinese government. Interpol is a good organization, but once controlled by a
dictatorship, it can become dangerous."
"Xi Jinping could become the second
Mao (Zedong)"
Wei Jingsheng is particularly concerned
that this new Interpol presidency will offer the Chinese government a
privileged access to the information of the police organization: "The list
of Chinese people on red notice has increased to 300. The Communist Party's disciplinary commission, which fights
against corruption, informed everyone that criminals who left the country would
be caught up by Interpol because now their links are strengthened." According to him, Interpol indirectly
helps the Chinese President establish a personal dictatorship: "The
strengthening of the ties between Interpol and China means that Xi Jinping
could become the second Mao (Zedong)."
Now living in Washington, Wei Jingsheng
said he discreetly encounters more and more Chinese cadres, who are anxious
that "the wind is turning against them": "Many officials have
already sent their families abroad because they are wary of the regime Of Xi
Jinping. Now the regime wants to
use Interpol to get them."
Wei Jingsheng reported in the 2000s when he went to a conference on
human rights at the UN in Geneva, he was checked and searched by the police
following an Interpol brief that classified him as a
"terrorist". There is
clear evidence that Interpol's verification procedures may be flawed ... Interpol's secretariat in Lyons,
queried by AFP, said that the organization "absolutely forbids any
intervention of a political, military, religious or racial
character". They have
forgotten but Wei Jingsheng reminded his audience that the Chinese government
has become expert in "the art of building up files against its opponents,
for example in the name of terrorism or corruption."
Reporters Without Borders shares Wei's
concern
In the auditorium, the young audience was
conquered and wondered what would be their duty to do. Is Wei Jingsheng too alarmist? Not for Reporters Without Borders (RSF). "Wei Jingsheng's indignation and
concern over the danger of having someone responsible for the repression of
human rights defenders at the helm of Interpol are far from exaggerated,"
said Benjamin Ismail, head of the Asia office of Reporters Without Borders, in
a statement released Friday. In
fact, RSF recalled a few antecedents: in 2013, Interpol issued a "red
notice" against the French journalist Daniel Lainé, at the request of
Cambodia, where he had just been sentenced for a documentary he made. He was put on trial which impeded his
rights of the defense. Arrested in
Cuba, he could not be extradited due to lack of agreement between the two
countries. In front of stunned
students, Wei Jingsheng recalled that an extradition treaty had been ratified
between France and China (entered into force in 2015). "We lose confidence in our Western
governments when they pass agreements like these with China, as they have done
with other dictatorships."
Benjamin Ismail then called on the
international community to "insist on guarantees from Interpol that it
will not be manipulated and that it will review its 'red notice' procedures so
that they are not used against Chinese trying to cover the disastrous human
rights situation in China."
Said Wei Jingsheng, " when we touch on the human rights of the Chinese
people, we touch on the human rights of everyone in this world."

Le 10 novembre dernier, Meng Hongwei, Vice-Ministre de la sécurité
publique et chef de la police secrète chinoise, était élu président d’Interpol.
Un vrai sujet d'inquiétude pour Wei Jingsheng, réputé "le plus
dangereux des dissidents chinois" par le régime. Il a donc demandé à
rencontrer les dirigeants d'Interpol, dont le siège est à Lyon. Ces derniers
ayant refusé de le voir, Wei Jingsheng a fait le choix de répondre à
l'invitation de Lyon Capitale et de venir malgré tout à Lyon, où il
a pu tenir une conférence de presse, avant de rencontrer les étudiants en journalisme
de l'ISCPA et les lecteurs de Lyon Capitale.
Devant une salle émue et attentive, Wei Jingsheng a osé
établir un parallèle avec les pages sombres de l’histoire d’Interpol : en 1940,
l’organisation était en effet passée sous le contrôle de la Gestapo, avec à sa
tête Reinhard Heydrich, SS et criminel de guerre nazi. "Les nazis se
sont servis d’Interpol pour arrêter des juifs, la Chine pourrait faire la même
chose aux opposants du régime" estime le dissident, qui poursuit
l'analogie : "Hitler s’est attaqué aux étrangers et aux juifs
parce qu’il pensait que son peuple était supérieur. En Chine, Xi Jinping refuse
de donner la démocratie aux Chinois car il les croit inférieurs. C’est
pire". Pour lui, la nouvelle présidence d’Interpol est d’autant plus
inquiétante qu’elle s’inscrit dans un contexte d’évolution du régime chinois
vers une forme "de plus en plus autoritaire". Il soupçonne par
ailleurs le gouvernement d’avoir corrompu les membres de l’organisation
internationale pour l’élection de Meng Hongwei, témoignant d’une volonté de la
Chine de porter son influence au-delà de ses frontières : "les membres
d’Interpol se sont réunis à Pékin pour cette élection, où ils se sont fait
"arroser" par le gouvernement chinois. Interpol est une bonne
organisation, mais une fois contrôlée par une dictature, elle peut devenir
dangereuse".
Wei Jingsheng craint surtout que cette nouvelle présidence
offre au gouvernement chinois un accès privilégié aux informations de
l'organisation policière : "La liste des chinois sur les notices rouges
s’est agrandie à 300 personnes. La commission de discipline du parti, chargée
notamment de la lutte anti-corruption, a fait savoir à ses membres que les criminels
qui quittaient le pays seraient rattrapés par Interpol car leurs liens étaient
désormais renforcés". D’après lui, Interpol aide indirectement le
Président chinois à établir une dictature personnelle : "Le
renforcement des liens entre Interpol et la Chine fait que Xi Jinping pourrait
devenir le deuxième Mao".
Vivant désormais à Washington, Wei Jingsheng dit rencontrer
discrètement de plus en plus de cadres chinois, anxieux que "le vent
ne se tourne contre eux" : "beaucoup d’officiels ont déjà
envoyé leur famille à l’étranger car ils se méfient du régime de Xi Jinping.
Maintenant, le régime veut utiliser Interpol pour les retrouver". Des
signalements dont Wei Jingsheng a d’ailleurs fait l’objet dans les années 2000,
alors qu’il se rendait à une conférence sur les droits de l’Homme à l'ONU. Il
avait été contrôlé et fouillé par la police genevoise suite à une notice
d’Interpol qui le classait comme "terroriste". La preuve manifeste
que les procédures de vérification d'Interpol peuvent avoir des failles…
Interrogé à ce sujet par l'AFP, le secrétariat général d’Interpol à Lyon a
affirmé que l'organisation "s’interdit absolument toute intervention à
caractère politique, militaire, religieux ou racial". C'est oublier,
selon Wei Jingsheng, que le gouvernement chinois est passé expert dans "l'art
de monter des dossiers contre ses opposants, par exemple pour terrorisme, ou
pour corruption".
Dans la salle, le jeune public est conquis et se demande ce
qu'il est en devoir de faire. Mais Wei Jingsheng est-il trop alarmiste
? Pas pour Reporters sans frontières. "L’indignation et
l’inquiétude de Wei Jingsheng sur le danger d’avoir un responsable de la
répression des défenseurs des droits humains à la tête d’Interpol, sont loin
d’être exagérées" défend ainsi Benjamin Ismail, responsable du
bureau Asie-Pacifique de Reporters sans frontières, dans un communiqué diffusé
ce vendredi soir. RSF rappelle d'ailleurs quelques antécédents : en 2013,
Interpol avait ainsi émis une "notice rouge" à l'encontre
du journaliste français Daniel Lainé, à la demande du Cambodge, où il
venait d'être condamné pour un documentaire à l'issue d'un procès qui avait
entravé les droits de la défense. Arrêté à Cuba, il n’a pas pu être
extradé faute d’accord entre les deux pays. Devant des étudiants sidérés,
Wei Jingsheng a rappelé qu'un traité d'extradition avait été ratifié entre la
France et la Chine (entré en vigueur en 2015). "On perd confiance
en nos gouvernements occidentaux quand on passe des accords comme ceux-là avec
la Chine, comme on a pu le faire avec d’autres dictatures".
Benjamin Ismail appelle alors la communauté internationale à
"exiger d’Interpol des garanties contre toute instrumentalisation de
l’agence et lui demander de revoir ses procédures relatives à l’émission des
notices rouges, afin qu’elles ne soient pas utilisées contre ceux qui
souhaitent informer sur la situation catastrophique des droits de l’Homme en
Chine." Pour Wei Jingsheng, "quand on touche aux droits
de l’Homme des chinois, on touche aux droits de l’Homme de tout le monde."
