As China Sponsors the Annual Conference of Interpol, Outside World Worries that the "Red Notice" Will be Abused

The 2017 Interpol annual conference sponsored by China was started in Beijing on September 26.  Chinese President Xi Jinping attended the opening ceremony and delivered a keynote speech.  He stressed that China will fully promote the international cooperation of anti-corruption and anti-terrorism.  However, the outside world is more worried about the Chinese government abusing this organization and to suppress dissidents.

 

On Tuesday, Chinese President Xi Jinping promised the participants of the Interpol annual conference his commitment to support the Interpol's effort to achieve "global security governance."  In his keynote speech entitled "persisting in a win-win cooperation and innovating the rule of law and working together for global security governance,"  He expressed his willingness to join hands with the governments and their law enforcement agencies, as well as international organizations, in holding the banner of cooperation, innovation, rule of law and win-win results, to build a common and secure human community.  China's official television channel CCTV news network used nearly 10 minutes to report this.

 

However, the Associated Press reported on Tuesday that the outside world is more concerned about whether China is trying to use this organization to suppress dissidents in exile overseas.  Chinese Vice Minister of Public Security Meng Hongwei was elected President of Interpol last year, which shocked human rights activists.  HUANG Ciping, the Executive Director of the Wei Jingsheng Foundation, and currently is still in Europe for protest activities, criticized Interpol for cooperating with China in persecuting dissidents. 

 

Huang Ciping said: "Interpol's original intention is to strengthen international cooperation to combat crime.  But in November last year, Interpol selected China's Deputy Minister of Public Security Meng Hongwei as its President.  Interpol has degraded itself by helping the Chinese government to extend its persecution of human rights from China to the world."

 

The Associated Press said that during Xi Jinping's anti-corruption campaign, China repeatedly used Interpol's "red notice" to pursue people overseas.  This "red notice" is widely called in China as "Red Warrant".

 

Huang Ciping explained: "What Interpol releases is called "Red Notice"; the accurate translation is "red notice", but the Chinese government has always translated it as "Red Warrant", even called it a "Red International Arrest Warrant."  This is a very scary thing, which now becomes a very effective way for the dictatorship of the Chinese government -- that is, no matter where you are, I can catch you back with my "skynet."  Interpol knows that the Chinese government has translated it so, but they never asked for corrections because they want to raise their credit."

 

Huang believes that China is using its economic power to influence this international organization.

 

Xi Jinping said in his keynote speech that China's stability, like China's economic development, has contributed to the whole world; China firmly supports the international fight against terrorism.  Headquartered in New York, human rights organization "Human Rights Watch" issued a press release concerning how China has always alleged that exiled Uyghur activists support terrorist activities in Xinjiang.  Beijing's abuse of Interpol's "red notice" had not only pursued former officials and businessmen who were considered corrupt, but also has been used to oppress political dissidents such as Dolkun Isa, chairman of the World Uyghur Congress, who lives in Germany.  The press release said, "Interpol should explain how it will avoid the abuse of the 'red notice' system under the leadership of Meng Hongwei; why it has not solved the problems highlighted by this system; and how the organization will ensure people are not subjected to abuse or torture after they were repatriated back to China."

 

Public information shows that Interpol is the world's largest international law enforcement cooperation organization having the largest coverage, the largest number of members, and most representatives.  The four-day conference in Beijing includes law enforcement officials from 158 countries and regions, heads of Interpol, and representatives of relevant international agencies.

由中国主办的国际刑警组织2017年年度大会9月26日在北京举行,国家主席习近平出席开幕式并发表主旨演讲,强调中国将全力推进反贪和反恐的国际合作。不过,外界更担心中国政府滥用该组织,打压异议人士。

 

中国国家主席习近平星期二向国际刑警组织年会的与会者承诺,支持国际刑警组织为实现"全球安全治理"所作的努力。他在题为《坚持合作创新法治共赢,携手开展全球安全治理》的主旨演讲中,表示愿同各国政府及其执法机构、各国际组织一道,高举合作、创新、法治、共赢的旗帜,共同构建普遍安全的人类命运共同体。中国官方央视的新闻联播用近10分钟的篇幅对此进行了报道。

 

不过,美联社星期二报道说,外界更关注的是,中国是否试图利用该组织打压流亡海外的异议人士。中国公安部副部长孟宏伟去年当选国际刑警组织主席使人权活动人士感到震惊。目前仍在欧洲举行抗议活动、批评国际刑警组织与中国合作迫害异议人士的"魏京生基金会"执行主任黄慈萍说:

 

“国际刑警组织的初衷声称是加强国际间的合作,打击犯罪活动。但这些年来,尤其是去年11月选了中国的公安部副部长孟宏伟为主席以来,国际刑警组织已经沦落为一个帮助中国政府把迫害人权的行为从中国扩展到全世界的组织了。”

 

美联社说,在习近平进行反贪的运动中,中国多次使用国际刑警组织的"红色通知"在海外进行追逃。这种"红色通知"在中国被普遍称为"红色通缉令"。黄慈萍解释说:

 

“国际刑警组织发的叫做"Red Notice",准确翻译就叫做"红色通告",或者"红色通知",可是到了中国政府那里,他们一向翻译成"红色通缉令",而且叫"红色国际通缉令"这么一个听起来很吓人的东西。这就成了现在中国政府专政的一个很有效的方法,就是说,无论你到哪里,我天罗地网都可以把你抓回来。那么,国际刑警组织明明知道中国政府是这么翻译的,但他们从来不去纠正,因为他们想提高他们的信用度。”

 

黄慈萍认为,中国正利用其经济力量对这一国际组织施加影响。

 

习近平在主旨演讲中表示,中国的稳定和中国的经济发展一样,为全世界做出了贡献;中国坚决支持国际反恐斗争。总部位于纽约的人权组织"人权观察"发布新闻稿表示,中国一贯指称流亡的维吾尔族活动人士支持新疆的恐怖分子活动。北京滥用国际刑警组织的"红色通知",不仅追捕被认为腐败的前官员和商业人士,同时也打压包括旅居德国的世界维吾尔大会主席多里坤·艾沙(Dolkun Isa)等政治异议人士。新闻稿说,"国际刑警组织应该解释,在孟宏伟的领导下,国际刑警组织如何避免滥用 '红色通知'系统;为何至今没有解决这一系统凸显的问题;以及该组织如何确保被遣返回中国的人不受虐待或酷刑。"

 

公开资料显示,国际刑警组织是全球覆盖范围最大、成员数量最多、代表性最广的国际执法合作组织。此次在北京举行的年会为期四天,与会者包括来自158个国家和地区的执法人士、国际刑警组织负责人、相关国际机构代表。
