the CCP, Did Xi Jinping Get What He Wants?

After
seven days of conference (from October 18 to 24) the 19th Congress of the
Chinese Communist Party (CCP) came to an end today. This congress set up the second five-year term of office for
Xi Jinping. It also put forward
the "new era of socialism with Chinese characteristics," adopted a
resolution regarding the "Constitution of the Chinese Communist Party
(Amendment)", and included "socialist thinking with a Chinese characteristics
during the Xi Jinping new era" into the CCP Constitution, while
emphasizing that the main social conflicts in China now are different from the
eras of Mao Zedong and Deng Xiaoping.
Some analysts said that, during the CCP 19th Congress, Xi Jinping has
enacted a leadership worship for the new era, as well as establishing the same
dream and the same idea for the 1.3 billion Chinese people. So, did Xi Jinping get what he wants
during this 19th Congress? How
will the "Xi Path" and "Xi Era" affect China's political
and economic landscape in the future?
How will it impact the future global strategy of the West?
The
invited guest of this program is Wei Jingsheng, Chairman of the Overseas
Chinese Democracy Coalition.
Regarding
the revision of the CCP Constitution by the 19th Congress, and the differences
between putting "socialist thinking with Chinese characteristics during
the Xi Jinping's new era" and "Xi Jinping's thoughts" without
rhetoric into the party constitution, Wei Jingsheng said it has set up a
personal dictatorship by just putting Xi Jinping's name into the CCP
Constitution. Regarding the
discussion of who would be the members of the Standing Committee of the Central
Political Bureau of the CCP, Wei calls it "a quiz" on the media. "Xi Jinping's thoughts" has
no fresh content, he said.
Regarding
how to amend and supplement the ideas of his predecessors by Xi Jinping's own,
Wei Jingsheng said that there are two points stated by outsiders. The first point is that, unlike the
thoughts of Mao and Deng, Xi said that it is now necessary to address the
contradiction between the people's growing needs and the imbalances of
development. However, this inclusion
is simply copied from Marxist-Leninist textbooks. The second point of Xi is the modernization of the
governance system and the capacity to govern, which some media have summed up
as "the Fifth Modernization".
However, in a one-party system of autocracy, it will not achieve
modernization if it does not engage in democracy.
Regarding
Xi Jinping's goals during the CCP 19th Congress and whether he has achieved
them, Wei Jingsheng said that from the past few months of the "quiz
movement" for this Congress, we could tell that people are not very
concerned about Xi Jinping because they know that he wants to engage in
dictatorship, but certainly cannot accomplish it. But people are concerned about several issues: one of which
is the fate of Wang Qishan. Wang's
fate has yet to be fully determined.
Although Wang has no role within the CCP, he still has a role in the
supervision commission, yet without specific details.
Regarding
the last point of the report's "the '8 Clear Points' of the socialist
thinking with Chinese characteristics during the Xi Jinping's new era" by
Caixin News, which is that the "biggest advantage of the socialist system
with Chinese characteristics is the leadership by the CCP," Wei Jingsheng
said that this point is not one with "Chinese characteristics"
because all the countries with Communist systems are under the leadership of
the Communist Parties. Also,
during the Mao Zedong era, one-party dictatorship was generally carried
out. But during the current era,
will the leaders of the party take the wealthy people into account? Are they counted as under the
leadership of the Communist Party?
These points are just repeated nonsense.
Wei
Jingsheng said that in reality now China has been separated into classes. The thoughts between individuals and
the thoughts between the classes cannot be the same. Xi Jinping wants to engage in dictatorship, which will not
gain people's support and agreement.
Thus the Chinese people are the biggest enemy to Xi Jinping.
In
the case of Guo Wengui, Wei Jingsheng said that Guo's appearance is an
inevitable phenomenon. People
making money even have hardship in China.
Guo Wengui is a typical example.
The fact that the people must jump out to expose dark news like Guo,
reflects the instability of the regime.
This kind of unstable life is threatening to all.
Secondly,
a lot of people discuss whether Guo's news is true. This is the difference between scholars and
politicians. Scholars study
history, what is true and what is false, which can be studied for a long
time. But many issues are the
opposite for politics. For
politicians, it is true when people believe so, which has an immediate effect. Guo Wengui represents a lot of
officials and businessmen within the CCP who are dissatisfied with Xi Jinping
and Wang Qishan.
Regarding
Xi's economic theory which is in favor of state-owned enterprises instead of
private enterprises, Wei Jingsheng said that this economic thinking is quite
backward. The reality is that state-owned enterprises have very low
efficiency. Although the market
economy has a lot of problems, most are due to the one-party dictatorship in
China. The return of this old
economic policy will make the Chinese economy even worse.
Regarding
international politics, many countries complain about China's
neo-colonialism. Wei Jingsheng
said that there are high-level officials with the CCP who have evaluated Xi
Jinping as not doing real things and being very vain, making troubles everywhere. More pressing issues are the conflicts
with the surrounding countries.
Now, differences between Xi Jinping and Wang Qishan set up a lot of
enemies for him. When Xi cannot
control the situation, he may launch a war, which is the worry of a lot of
political experts.

10月18号到24号为期七天的中共十九大今天落幕。这次确立习近平第二个五年任期的大会，提出"中国特色社会主义新时代"的说法，通过了关于《中国共产党章程（修正案）》的决议，并且把"习近平新时代中国特色社会主义思想"写入党章，同时强调中国目前面临的主要社会矛盾有别于毛邓时代。有分析称，习近平通过会议，竖起新时代的领袖崇拜，也确立了十三亿中国人的同一个梦想和同一个思想。那么，这次会议，习近平是否心想事成？"习道路"和"习时代"未来将如何影响中国的政治和经济格局？它将如何冲击西方未来的全球战略？
参加节目的嘉宾是：中国民主运动海外联席会议主席魏京生。
对于十九大党章的修改，以及把"习近平新时代中国特色社会主义思想"和没有修辞语的"习近平思想" 列入党章的区别，魏京生说，仅仅是把习近平的名字冠名上去，是搞个人独裁。以及对于十九大常委名单的讨论，在媒体上是一个"竞猜运动"。"习思想，没有新鲜内容。”
从习近平自己的角度，习思想对前任思想如何修正和补充，魏京生说，外界有两个说法。第一，与毛邓思想不同的是，现在需要解决人民日益增长的需要和发展不平衡之间的矛盾，但这是抄马列主义教科书里的话。第二，治理体系和治理能力的现代化。有的媒体总结成第五个现代化。在一党专制的体系里，不搞民主不会最终达到现代化。
而习近平通过十九大想达成什么目的，是否如愿以偿，魏京生说，从这几个月的"竞猜运动”来看，大家对习近平不是很关心，知道他想搞独裁，但肯定是搞不成。但是大家关注的几点，其中一个是王岐山的去留。但这还没有完全确定，他虽没有党内职务，但有监察委员会的职务，还不确定其具体细节。
针对财新网的报道，《新时代中国特色社会主义思想的"8个明确"》中提出的最后一点："中国特色社会主义制度的最大优势是中国共产党领导"，魏京生表示这不是中国特色，因为共产主义体制国家都是共产党领导的。另外一党专政在毛泽东时代大体做到了，但是现在这个时代所谓一党领导考虑到富翁们么？他们是否算做受共产党领导呢？只是重复了一些废话。
魏京生表示，中国现在的现实是已经分出了阶级，个人之间和阶级之间的思想不可能一样。而习近平想搞独裁，不得民心，无法得到老百姓的认同，他们就是习最大的敌人。
有关郭文贵事件，魏京生表示他的出现是个必然的现象。老百姓即使挣钱，日子也不好过，郭文贵只是一个典型。老百姓必须要跳出来爆料，这本身就反映了政权的不稳定。这种不安定的生活，对所有人都是威胁。
其次很多人讨论爆料是否属实。这是学者和政治家的区别。学者研究历史，哪些是真哪些是假，可以研究很久。但是政治很多东西是相反的。对政治家来说，人们相信什么是真的，那就是真的，这是即时的效果。而郭文贵代表着很多党内对习近平和王岐山不满的官员和商人。
在经济方面重国企轻私企，魏京生表示这个经济思维相当落后，现实中的国营企业效率很低。虽然市场经济有很多问题，但是大都是一党专制所带来的。这种经济政策的回头路对于中国经济来说是雪上加霜。
国际政治方面，很多国家抱怨中国的新殖民主义。魏京生表示，党内高层干部评价习近平不做实事，而很虚荣，好大喜功，四处惹麻烦。更迫切的问题是与周边国家的矛盾。而现在他与王岐山的分化，使得他在国内也树立很多敌人，在无法控制的情况下，可能会发动战争，这也是很多政治专家所担心的。
