VOA Talk Show Issues and Opinions: The Disappearance of the President of Interpol: Why Did the Chinese Communist Regime Secretly Arrest Meng Hongwei?

Meng Hongwei, the president of Interpol, has disappeared in China.  The development of the situation has attracted international attention in the past few days.  After Meng Hongwei's wife held a press conference to expose the news, the Chinese authorities announced that Meng Hongwei had been investigated by the National Supervisory Commission for accepting bribes and suspected of violating the law.  The Chinese Ministry of Public Security also held a meeting overnight to issue a statement saying that Meng was completely "indecent and self-defeating."  As a result, the relevant investigation was "very timely, completely correct, and very wise".  Meng Hongwei, who once made the Chinese Communist Party (CCP) proud, is the first Chinese official to serve as the president of Interpol.  Why does he become the object of the CCP's remediation?  How will the CCP deal with Meng Hongwei in front of the international media and the Chinese public?  Meng Hongwei, who participated in the 709 case which led to the disappearance of countless human rights lawyers in China, is now "disappeared" himself.  How to interpret the chaos in the CCP system?

 

Voice of America invited guests are: Wei Jingsheng, Chairman of the Overseas Chinese Democracy Coalition; and Xia Yeliang, an economist and commentator resides in the USA.

 

Wei Jingsheng: the Signal of Meng's Disappearance Is Strong, and He Chose to Resist While He Was in an Unfavorable Position During the Wrestling

 

Wei Jingsheng, chairman of the Overseas Chinese Democracy Coalition, said that the Chinese Communist Party claimed that Meng Hongwei was arrested because of corruption.  However, although I think that corruption is an issue, the reason that Meng Hongwei was arrested is certainly not because of corruption itself.  The accusation of the executive meeting of the Ministry of Public Security is that he was "indecent and self-defeating," and said that the treatment against him was "very timely".  This shows that Meng's problem is due to present circumstances and has nothing to do with Zhou Yongkang.  Meng would have endangered Xi Jinping.

 

Wei Jingsheng said that it seems that now the CCP officials are becoming smarter after learning the lessons of the past.  They will make arrangements in advance when they feel danger.  The signal Meng sent to his wife from China after his disappearance may have been carried out by a third party, because it would be impossible to use the usual communication tools when he was controlled; and his wife kept in constant contact within China.  That is to say, officials will be fully prepared to choose to rebel when the situation is serious.  This is an important phenomenon that deserves attention.  CCP officials who have fallen into an unfavorable position during the political wrestling are no longer waiting to be diminished.  In the case of Meng, his family is abroad and cannot be forced to return to China by the Chinese government.  They are able to pose a threat to the top leadership of the CCP.

 

Wei Jingsheng: The West Should Wake Up from Meng's Case, and the Use of International Organizations by Xi Jinping Is Not a Secret

 

Wei Jingsheng said, I think that the CCP is releasing a smoke bomb by saying Meng's case is related to Zhou Yongkang, but Zhou's case occurred in 2013 and a connection is very far-fetched.  Meng's case must be an emergency situation, with a severity that has caused the CCP to deal with it urgently.  This is a big scandal in itself, with a big signal release from it.  The Westerners are not used to the lawlessness of the CCP and cannot keep up with the thinking of CCP.  The changes in Meng's case allowed them to be able to observe intuitively how the CCP enforces the law and how to defy the legitimacy of the procedure.  It can be inferred that even if Meng was the Secretary-General of United Nations, he can be disappeared by the CCP.  Meng Hongwei had disappeared for ten days without a trace, until his wife held a press conference in France.  Then the CCP had to publish news about him.  If his wife did not show up, then I am afraid that Meng Hongwei would be disappeared forever.

 

Wei Jingsheng asked that during the period of Meng Hongwei's presidency, what kind of relationship existed between Interpol and the CCP?  In fact, the relationship had begun more than 20 years ago.  The reality is that the Interpol's National Center Bureau in China continues to provide information to the headquarters, although the impact of the past is not as extensive as it is now.  Since Xi Jinping took office, the CCP began to take a series of actions and wanted to use Interpol as a tool for exerting its influence.  It not only requested Meng Hongwei to be elected as its president and provided a large amount of funding, but also transferred many personnel from the China Bureau to the headquarters to begin a considerable intervention in the affairs in its headquarters.  Even without Meng Hongwei, there are still many Chinese staff in this organization.  Now, through the disappearance of Meng Hongwei, the CCP wants to tell all officials that no matter where you are, you are in the palms of our hands.  The signal also makes those Chinese officials have no choice but to sell their lives to the CCP.  After the Chinese staff enter the high level leadership of these international organizations, they will greatly erode the organizations just like the way they are eroding American politics.

 

Wei Jingsheng: The Infiltration of the CCP Should Not Be Underestimated, International Organizations Should Setup Rules Widely

 

Wei Jingsheng said that Meng Hongwei has served as a Vice Minister of the Chinese Public Security for many years.  Many of the human rights persecutions by the CCP had his participation.  It is understandable for the Netizens saying that his crimes deserve justice.  However, even so, Meng should enjoy human rights, and should be given fair justice, and should not be arbitrarily disappeared.  In addition, when it comes to self-examination of the infiltration of the CCP into international organizations, I believe that not only Interpol should self-examine itself, but in recent years, all international institutions have violated the basic principles of democracy.  For example, the actions of all government officials and their families should be supervised and examined.  Yet who can supervise and examine these officials, including the United Nations?  This is why these organizations become obviously dysfunctional as soon as they are infiltrated by the CCP.  The CCP has not only infiltrated the Interpol, but also other international organizations and institutions, including the United Nations.  The CCP has been able to buy small countries in Africa, and these countries also have one vote at the United Nations.  This enables that the CCP's interests often get the majority approval, and causes a headache for the United States.  Therefore, the rules of many organizations need to be revised in order to protect fairness and justice at the international level.

 

Xia Yeliang: Meng's wife Made a High-Profile Appeal for Public Opinion, Which Is the First among the Family Members of High-ranking Chinese Officials

 

Xia Yeliang, a commentator and economist in the United States, said that the case of Meng Hongwei incident indicated that there must have been a big event, and even there were rumors that he was involved in a coup attempt to overthrow Xi Jinping.  Regardless whether the rumors are true or false, the CCP officials have no sense of security, and all are at risk even if they are the members of the CCP Standing Committee.  We have seen that the CCP can arbitrarily arrest people across-border, include foreign citizens.  Now even the heads of international organizations can be arbitrarily disappeared and resigned.  According to the United Nations, the resignation of the responsible person must be made in person in the workplace.  Resignation after returning to their own countries cannot be recognized because they may have been coerced by their own government.  Meng's wife holding a press conference in France to make a statement on Meng's case is a pioneering work of these wives of the CCP's senior officials.

 

After the outbreak of the Meng case, it was compared with Wang Lijun's case by many netizens.  I think that Wang Lijun fleeing to the US Consulate and Meng's wife holding a press conference in France are all seeking help from the Western free world.  However, Wang Lijun was not fully prepared for his retreat.  Meng Hongwei was planning ahead step by step, including making prior agreements such as to release what kind of signals when the situation was critical, to be followed by the step to release the news.  The language used by Meng's wife at the press conference was also unexpected.  She said that she wanted to pursue justice, truth and historical responsibility.  The high-profile vocabulary she used revealed the influence she received from the West and her intention to use the international media platform to warn the CCP.  Otherwise, she would expose the materials in her hands.  We have also seen similar conduct by Ling Wancheng, the younger brother of Ling Jihua, although so far he has not broken the news in the public yet.  We hope that the Chinese officials will not back up from this Meng's case, so that we will be able to see what highly interesting things his wife will expose.

 

Xia Yeliang: The CCP Took Action in a Hurry, Indicating That the Meng Case Is Definitely Urgent

 

Xia Yeliang said that under normal circumstances, the CCP generally uses conventional means to control its officials and their families, but this time it obviously could not wait until Meng Hongwei's normal return to China to control his wife and children altogether.  I believe that there must have been an unexpected and major incident related to the high-level officials of Xi Jinping, thus prompting the officials to take urgent actions.  Or, Meng's move was seen by the authorities as a sign of separation from control, such as if he was not dealt with immediately, he may have defected to the West.  From the official writings of the CCP, the Ministry of Public Security did not know the situation at all.  As a highly sensitive department, the Ministry of Public Security will not disclose the news if it is not sure.  After all, Meng ranked the third in the Ministry of Public Security and it is not difficult to get internal assistance.  Therefore, the top leaders of the CCP first conveyed the document and set up a conclusion.  The Ministry of Public Security, as a subordinate, was afraid to be associated with Meng and had to follow with a statement.  These are the developments of the Meng case we have observed.

 

Xia Yeliang: International Organizations Need to Examine themselves and Set Up Authorities, to Get Rid of the Infiltration of the CCP and Obtain the Public Trust

 

The CCP used to be hooligans inside of China, and now they is doing so internationally.  Since the rise of domestic economic indicators and the self-recognition of the rise of the so-called big power the CCP's mentality has also changed, with its hope to hold important positions in all important international organizations.  However, the Meng Hongwei case this time exposed the nature of the CCP to the whole world.  It may be difficult for it to send people to hold important international positions in the future.

 

Xia Yeliang said that as for the international institutions such as the World Bank, the International Monetary Fund and even the United Nations, they should use new thinking to treat officials from China.  I think that Interpol does not have the influence and authority of the UN.  Its system and organizational structure not so strict.  The Interpol is more like a recognition of common rules and practices internationally.  Its function over the past has been to collaborate with countries in combating economic crimes, criminal offences and transnational smuggling and drug trafficking.  Therefore, it is very important for Interpol to use the supervision, correction, and punishment mechanisms for the violations of some member states, especially those with certain powers.  This time the Meng case also sounded an alarm.  I believe that other international organizations should all conduct thorough investigations in the future.  In fact, the speech last week by Vice President Pence of the USA also is a warning to the Western world that the CCP may infiltrate in all aspects.  Various international organizations should check whether their rules are controlled and distorted by the CCP.  The international community should not forgive, should not permit, and should not allow the development of this kind of phenomenon.  I agree with the appeal of the Citizens' Power to sort out all the Red Notices issued by Interpol during the period of Meng Hongwei's presidency, and to check whether there are acts that violate the basic rules and only meet the interests of the CCP.  After the investigation, it should be explained to the public.  I also believe that such investigations should be combined with relevant agencies of the UN and the USA, along with organizations such as Reporters Without Borders, in an effort to obtain broad credibility.

国际刑警组织主席孟宏伟在中国失踪,几天来事态的发展引发国际关注。在孟宏伟的妻子召开记者会曝光消息后,中共当局宣布孟宏伟因收受贿赂、涉嫌违法遭到国监委调查,中国公安部也连夜召开会议发布声明,称这完全是孟"一意孤行、咎由自取的结果",相关调查"非常及时、完全正确、十分英明"。曾经让中共自豪,是第一位担任国际刑警组织主席的中国官员的孟宏伟,为何成了中共整治的对象?在国际媒体和中国公众的睽睽目光下,中共会如何处理孟宏伟?参与制造709案导致无数维权律师消失的孟宏伟,如今自己也"被消失",如何解读中共体制下的混乱怪象?

魏京生:孟失踪信号强烈,角力失利选择反抗

 

中国民主运动海外联席会议主席魏京生说,中共称孟宏伟因为贪腐被收拾,我看贪腐虽然是个问题,但是,孟宏伟之所以被捕肯定不是因为贪腐本身。公安部常务会议的指控是他"一意孤行、咎由自取",而且称对他的处理"非常及时",这说明,孟的问题就出现在现在,跟周永康没有关系。他的动向应该危及习近平。

 

魏京生表示,现在看来,学习从前的教训之后,中共官员现在也变得聪明起来。他们在感到有危险的时候会事先进行安排。孟失踪后从国内发给妻子的信号可能由第三方执行,因为自己被控制不可能再使用通讯工具;而孟妻与国内也保持随时联系的状态。就是说,官员会做好充分准备,在情况严重时选择出面反抗。这是一个值得关注的重要现象,陷入政治角力而失利的中共官员不再坐以待毙。现在从孟的案子看,其家属在国外,不可能被中国政府强迫回国。 他们得以对中共高层构成威胁

 

魏京生:西方看孟案脑洞大开,习利用国际组织非秘密

 

魏京生说, 我认为,中共所说的孟案跟周永康有关是放烟幕弹,因为周案发生在2013年,年代久远,理由很牵强。 孟卷入的应该是突发事件,而且严重程度导致中共不得不紧急处理。这本身是个很大的丑闻,释放出重大信号。西方人不习惯中共的无法无天,跟不上中共的思维。孟案的风云变幻让他们直观看到中共如何执法,如何藐视程序正当性;可以推论,即便孟是联合国秘书长也可以被中共失踪。孟宏伟被无影无踪消失了十天,直到孟妻在法国召开记者会,中共才不得不公布关于他的消息。如果孟妻没有出面曝光,恐怕孟宏伟就会被从此销声匿迹。

 

魏京生说,孟宏伟担任主席期间,国际刑警组织与中共之间到底是什么关系,其实两者之间的瓜葛20多年前已经开始。实际情况是,国际刑警组织的中国局不断给总部提供资料,只是过去的影响没有现在这么广泛。从习近平上台开始,中共开始采取系列动作,想把国际刑警组织作为自己施加影响的一个工具,不但要求把孟宏伟选为主席和提供大量资金,而且还从中国局调出很多人员到总部,对总部事务开始进行相当大的干预。即便没有孟宏伟,这个组织内仍然有很多中国工作人员。现在,中共要通过孟宏伟告诉所有官员,就是无论你们在哪里,都在我们的手心掌控之中。这也使得那些中国官员无论自己有什么想法,都只好替中共卖命。这些国际组织内的中国工作人员在担任高层之后,都会对组织进行很大的侵蚀,就像侵蚀美国政治一样。

 

魏京生:中共渗透不可小觑,国际组织该广泛立规

 

魏京生说,孟宏伟担任中国公安部长多年,中共的很多人权迫害事件都有他的参与,网友说他罪有应得是有道理的。但是,即使如此,他也应该享有人权,应该获得司法的公正,不能被随意失踪。此外,说到国际组织自查中共渗透,我认为,不仅仅国际刑警组织应该自查,近年来,所有国际机构都在违背民主基本原则。比方说,所有政府官员及其家属的行为都应该受到监督和检查,而国际组织包括联合国在内的官员谁可以监督和检查呢?这就是为什么这些组织只要被中共一渗透,其行为就会明显很失常。中共渗透的不仅仅是国际刑警组织,对包括联合国在内的其它国际组织和机构也渗透得非常厉害。中共到非洲大撒币得以买通小国,这些国家在联合国也有一票,这使得中共利益经常获得多数赞同,让美国也头痛。所以,很多组织的规则都需要修改,才能起到在国际上保护公平和正义的作用。

 

夏业良:孟妻高调诉诸舆论,首开高官家属创举

 

旅美时评人、经济学者夏业良说,孟宏伟事件说明肯定发生了大事情,甚至有传言称他参与推翻习近平的政变。无论传言真假,中共官员没有安全感,即便上至常委也都是人人自危。我们看到,中共可以随意跨境抓人,甚至连外国公民也不放过;本次连国际组织负责人都可以被他们随意消失,并且被代表辞职。联合国有规定,负责人辞职必须在就职场所亲自提出,回国之后被辞职不被认可,因为他们可能遭到本国政府的胁迫。而孟妻在法国召开记者会就孟案发表声明,这是中共高官夫人的创举。

 

孟案爆发后,被很多网友与王立军一案进行比较。我认为,王立军逃往美领馆,孟妻在法国开发布会,都是求助于西方自由世界。不过,王立军没有充分准备退路,孟宏伟则是事先策划步步为营,包括事先约定,如果情况危急发出怎样的信号,下一步就是发布新闻。孟妻在新闻发布会上使用的语言也出人意料,称要追求正义、真理和历史责任,使用的都是高调词汇,看出她受西方影响,打算借助国际媒体平台给中共警示,否则手中材料可以曝光。我们还看到,令计划弟弟令完成也是异曲同工,不过迄今为止并没有爆料。我们希望本次孟案中方不会买账,这样我们将能够看到孟太爆出猛料。

 

夏业良:中共匆匆出手,孟案肯定十万火急

 

夏业良说,正常情况下,中共一般会使用常规手段来控制官员及其家属,但是本次显然等不及孟宏伟正常回国休假以便将其妻儿一并控制。我认为,肯定发生了跟习近平高层有关的、意料之外的重大事件,官方才必须紧急出手。或者,孟的举动被官方看出存在脱离控制的迹象,如果不立即办理恐他直接投靠西方。从中共官方的文字看,公安部其实完全不了解情况。公安部作为一个高度敏感的部门,在没有把握的情况下是不会对外泄漏消息的,毕竟孟在公安部是第三号人物,要获得内部相助并不困难。所以,中共高层先传达文件并且给出定论,公安部作为下级害怕牵连只好紧跟表态。这些都是我们看到的孟案发展脉络。

 

夏业良:国际组织自查立威,铲中共渗透获公信

 

中共过去在国内耍流氓,现在流氓耍到国际上了。自从国内经济指标上升、自认所谓大国崛起之后,中共心态也发生了变化,希望在所有重要国际组织中担任重要职务。但是,本次孟宏伟事件向全世界暴露了中共的本性,它以后想派人担任国际重要职务恐怕很困难了。

 

夏业良说,至于世界银行、国际货币基金组织甚至联合国等国际机构是否都该使用新思维来对待来自中国的官员,我认为,国际刑警组织倒是不像联合国,并不具有人们想象中的影响力和权威,其制度和组织架构没有那么严密,更多是人们对国际上通用的共同规则和惯例的一种认可。它过去这些年的功能是协同各国打击经济犯罪、刑事犯罪和跨国走私贩毒等。所以国际刑警做主对有些成员国尤其是掌握一定权力的成员国的违规做法是否存在监督、纠错和惩罚机制是非常重要的。本次孟宏伟事件也敲响了一次警钟。我认为,其它国际组织将来都应该进行彻底排查。事实上,美国副总统彭斯上星期的演说也等于向西方世界提出了警示,即中共可能在各个方面进行渗透。各种国际组织都应该检查自己的规则是否被中共掌控和扭曲。对于这样的现象,国际社会不能谅解、不能允许,更不能听任继续发展。我同意公民力量的呼吁,要梳理孟宏伟担任主席期间,国际刑警组织所颁发的所有红通,检查是否存在违背其基本规则、仅仅符合中共利益的行为存在。而且进行调查之后,应该向公众有所交代。我还认为,这样的调查应该结合联合国的相关机构,以及美国的相关机构,还有记者无国界等等组织,以便获得广泛的公信力。
