The 15th Conference of the Overseas Chinese Democracy Coalition

From December 8 to 10, 2018, the Overseas Chinese Democracy Coalition held its fifteenth session. The leaders and representatives of the democratic movements from the United States, Europe, Australia, and Japan and Taiwan participated in frank debates and exchanges on current situation and many issues related to China and the world. Among them, Professor Lee from Taiwan proposed the establishment of the World Freedom and Democracy Alliance and received unanimous support, but it also caused heated debate. Many of the criticisms were regarding that Taiwan's support for democratization in Mainland China has been close to zero and even has had the opposite effect since its democratization. Therefore, the speakers were dissatisfied with the shortsightedness and wrong policies of politicians in Taiwan.

The relationship between Taiwan and the Communist regime in Mainland China is an important issue that everyone cares about, which is also a concern of the people in Mainland China. That the government of the Republic of China in Taiwan does not care about the democratization of Mainland China has in fact alienated and distanced the people in Mainland China and helped the main enemy of Taiwan, the Communist Party, to gather people's hearts. This is a suicidal strategy and is very stupid.

According to the simplest strategy, it should be using its strength to attack the shortcomings of the enemy, instead of using its shortcomings to attack the strength of the enemy. What is the strength of Taiwan? That is its free and democratic system, and the environment of legal safeguards that are attractive to the people in Mainland China. What is the shortcoming of Taiwan? It is the small size of its economy, which must rely on the external market, especially the market in Mainland China.

The failure of the Kuomintang in Taiwan was a half failure -- in order to expand the market, it gave up its position of freedom and democracy. It flattered the Communist regime; even the people in Mainland China looked down on them, let alone the people in Taiwan. But the DDP government has failed entirety, because it not only distorted the ideology of freedom and democracy, but also gave up the market in Mainland China. So, during the latest midterm election it was miserably defeated.

The Taiwanese professor who attended our conference immediately responded that Taiwan did not give up the idea of freedom and democracy. But the other representatives at the conference immediately criticized; by not supporting the democratization in Mainland China, it is actually giving up the idea of freedom and democracy. In contrast, the practices of Western democratic countries are completely different from those of Taiwan. Although the Chinese overseas democracy movement has also criticized Western countries, these criticisms have not affected the support and help given by these countries. On the contrary, they often absorb the correct opinions rapidly. In comparison, Taiwan has only helped some people who have been flattering, which is comparable to the style of Xi Jinping.

One of the more discussed issues during the session was how to move forward with the process of democratization and legalization as soon as possible, given the current trends. Currently, the biggest situation is that under the pressure of the Sino-US trade war, the opposition within the Communist leadership has gradually gained the upper hand. The possibility of promoting institutional reforms for gradual transformation has greatly increased, which means that the possibility of peaceful evolution is once again on the agenda.

The participants agreed that we should encourage the open-minded faction within the Communist leadership to promote the reform of the political system and the judicial system. But without international and domestic pressures, the weaknesses and entanglements within the Communist system are the biggest obstacles to reform. The people are the mainstay of reform, and the international situation is the driving force for reform. Maintaining the resistance of the people and the pressure of the international community is the main condition for institutional transformation.

The conference continued the criticism of the misconceptions of "peaceful, rational and non-violent" dialogue and reconciliation with the Communist regime. The "peaceful, rational and non-violent" methods are the rules for the democratic way to settle problems within the people and are not applicable to deal with dictatorial tyranny. That is because the characteristics of dictatorial tyranny are unreasonable, so unilateral reasoning is very ridiculous, just as ridiculous as a little lamb wanting to make unilateral reasoning with the old wolf.

Only when the old wolf has to choose between its death and reasoning will it choose reasoning. Only with people's resistance and international pressure, then the Communist regime may have to compromise. This not only applies to the Trump administration but also applies to the democratization of China. Any attempt to lead the people to abandon resistance is to help the Communist regime maintain its stability, which is not the position that the democratic movement should have.

The representatives attended the 15h conference agreed that promoting and helping the resistance of people within China, as well as promoting and helping the Western governments to strengthen the attack against the unfair trade of the Communist regime are the two main goals of the Chinese democracy movement both at home and abroad. Resisting and exposing the deceptive propaganda of the Communist regime is an unrelenting long-term job. Friends of the democracy movement at home and abroad will continue to persevere just like before.

中国民主运动海外联席会议第十五届会议

2018年12月8号到10号，中国民主运动海外联席会议召开了第十五届会议。与会的来自美洲、欧洲、澳洲和亚洲的日本、台湾的民运领袖和代表，就当前的形势和诸多问题，进行了坦率的争论和交流。在几乎所有问题上达成了一致的意见。详情请参见联席会议公报http://www.weijingsheng.org/report/report2018/report2018-12/OCDC15th181226statementA1172-O306.htm。

其中来自台湾的李教授提出建立世界自由民主联盟，受到了一致的支持，但也引起了激烈的争论。很多批评针对台湾民主化以来，对大陆民主化的支持接近于零，甚至起到相反的效果。因此对台湾政治家的短视和错误的政策相当不满意。

台湾和大陆共产党政权的关系，是大家都关心的重要问题，也是大陆民众比较关心的问题。台湾的中华民国政府不关心大陆的民主化，实际上就是疏离和疏远了大陆人民，帮助了台湾的主要敌人共产党收拢民心。这是一种自杀式的策略，非常愚蠢。

按照最简单的策略，应该是以己之长，攻敌之短；而不能以己之短，攻敌之长。台湾之长是什么呢？就是自由民主的体制和法制保障的环境，对大陆人民的吸引力。台湾之短是什么呢？就是经济体量小，必须利用外部市场，特别是大陆的市场。

台湾国民党的失败是半个失败，为了扩大市场放弃了自由民主的立场，肉麻讨好中共，连大陆人民都看不起他们，更不要说台湾人民了。而民进党政府却是全面失败，即扭曲了自由民主的理念，也放弃了大陆的市场。所以在这次中期选举中得到了惨败。

参会的台湾教授立刻提出反驳，说台湾没有放弃自由民主的理念。与会的代表们都在批评，不支持大陆的民主化，就是实际上放弃了自由民主的理念。相比之下和各西方民主国家的做法完全不同。尽管海外民运对西方国家也有所批评，但并没有影响他们的支持和帮助。相反还经常爽快地吸收正确的意见。台湾则只帮助肉麻吹捧的一些人，和习近平的作风不相上下。

会议中谈论较多的一个问题，是如何顺应形势尽快开始民主化和法制化的进程。当前最大的形势，就是中美贸易战的压力之下，中共内部的反对派逐渐占了上风。推动体制改革以至于逐渐转型的可能性大大增加，也就是说和平演变的可能再一次被提上议程。

与会代表一致认为：应该鼓励党内开明势力推动政治体制和司法体制的改革。但是没有国际和国内的压力，体制内的软弱性和利益纠缠是改革的最大阻力。人民是改革的主体，国际形势是改革的动力。保持人民的反抗和国际社会的压力，是体制转型的主要条件。

会议继续批评了和平理性非暴力，与共产党对话和解的错误观念。认为和平理性非暴力是人民内部民主解决问题的规则，不适用于和独裁暴政打交道。因为独裁暴政的特点就是不讲理，单方面的讲理十分可笑，就像小羊想和老狼讲理一样可笑。

只有让老狼在死无葬身之地和讲理之间选择时候，老狼才有可能选择讲理。只有人民的反抗和国际的压力，才是迫使中共不得不妥协的政策。这不但适用于川普政府，也适用于中国民主化。引导人民放弃反抗的任何做法，都是在帮助共产党维稳，而不是民主运动应有的立场。

会议代表们一致认为：推动和帮助国内人民的反抗，以及推动和帮助西方政府，加强打击中共的不公平贸易，是中国海内外民主运动的两项主要目标。抵制和揭露中共的欺骗宣传，是不可松懈的长期工作。海内外的民运朋友会一如既往地坚持不懈。
