Is This a Clash of the System or the Clash of the Civilizations?

Recently, there has been an ideological debate in the United States.  Because the debates were provoked by a foreign policy official, political and ideological circles have participated in the debate.  The issue of controversy is related to our Chinese, so I must discuss my thoughts with you, and also correct some saying by my friends inside China.

 

An official in policy planning and making in the US State Department said: The conflict between the United States and China is not only a clash over trade, but also a clash of civilizations; it is a clash between non-Caucasian civilization and Western civilization.  She is not only a senior official of the current administration, but also a former student of Secretary of State Condoleezza Rice, and she quotes the theory of the famous scholar Samuel Huntington.  Therefore, it immediately received the rebuttals of many scholars and attracted the attention of Chinese people as well.

 

What is the relationship between the China-US dispute and civilization?  First one must look at how to define civilization.  Huntington's definition admits Eastern civilization, Western civilization and Islamic civilization but does not include racial content.  But this student's student clearly departed from that concept of Huntington and gets close to the concept of racism.

 

Secondly, is it the same thing to view the Communist regime in China as the same as Chinese traditional civilization?  Many Sino scholars of the West have studied the communist culture after the May Fourth Movement and regarded this Western garbage as the traditional civilization in China.  This is a great misunderstanding of the Eastern civilization with China as its core, thus has led to decades of mistakes in Western policy in dealing with China.

 

What is the basic content of the Eastern civilization represented by China?  It is the Confucian culture formed twenty five hundred years ago, with its core contents as benevolence, righteousness, courtesy, wisdom, and trust.  Translating into modern vocabulary it is: humanity, charity, order, reason, and credit.  Is this fundamentally different and even conflicting with the so-called universal values of the Caucasian race?

 

The civilization of the Caucasian race also had its era of slavery and serfdom.  The so-called universal values of modern Western civilization is also a new concept formed by the democratic movement after the Renaissance.  They are called universal values because they are common concepts of human beings that all human beings yearn for.  This has nothing to do with racial differences.

 

If the rule of the Chinese Communist Party has a so-called oriental color, does not Lenin and Stalin's rule have oriental color?  Does not the dictatorship theory of Karl Marx have oriental color?  Of course, it is that color of Western feudal autocracy.  Autocracy is a common value shared by the East and the West, with its social reality to be a system of dictatorships of all kinds.

 

The clash between the democratic freedom system and universal values of modern American and Western Caucasian races against the modern dictatorship ideology that rose from the West, manifested in social reality as the clash between the different systems.  On this issue, the Communist regime in China is more clear minded than the Western scholars and politicians.  Their consistent slogan is: imperialism in the USA wants to destroy us.

 

The first rule of this slogan is to insure the Communists do not relax their vigilance, and always recognize the relationship between the two ideologies and two systems, instead of being captured by Western scholars who are confused.  The second is to legalize the infiltration of the Communist regime and to disintegrate Western democratic institutions.  Therefore, when the United States wants fair trade, the Communist regime in China thinks the negotiations are not equal.

 

The mentality of the Communist regime in China is: Since you want to destroy us, is it unfair for me to steal something from you?  It is unfair if you do not let me steal.  Not only did the Chinese Foreign Minister Wang Yi accidentally speak of this truth, but the bureaucratic capitalists in China all have such a state of mind.  To the people inside China, they believe that: oppressing you and exploiting you are the rights granted by the law of our dictatorship.  You can't use the law as a shield to defend yourself.  About the outside world, they think that it is a normal phenomenon when I am stealing from you and robbing you because of this hostile relation.  If you don't let me steal, of course, it will be unequal, that means you do not respect your opponent.

 

Chinese scholars are afraid of their authorities, and American scholars are afraid of their donors, so they have tried to invent many vague concepts to distort Sino-US relations.  To turn a simple clash of the systems into a complicated matter will lead people to be easily cheated by the Communist regime in China.

是制度还是文明之争?

最近在美国发生了一场思想争论。因为挑起争论的是制定外交政策的官员,所以政界和思想界纷纷参与了争论。而争论的问题恰恰和我们中国人有关,所以我必须把我的想法和大家讨论一下,也顺便纠正国内一些朋友的说法。

 

美国国务院的一名制定政策的官员说:美中之间的冲突不仅仅是贸易之争,而且是文明之争,而且是一场非高加索人种文明和西方文明之争。她不仅是现政府的高官,而且是前国务卿赖斯的学生,而且她引用的是著名学者亨廷顿的理论。所以立刻引来很多学者的反驳,也引起了我们中国人的注意。

 

中美之争和文明有什么关系呢?首先要看怎样定义文明。亨廷顿的定义是东方文明;西方文明和伊斯兰文明,并不包括种族的内容。这位学生的学生显然脱离了亨廷顿的概念,接近了种族主义的概念。

 

其次再看中共和中国传统文明是一回事吗?很多西方学者都是学习五四运动以后的共产文化,并把这些西方的垃圾当作了中国传统文明。这是对以中国为核心的东方文明的极大误解,从而导致了对华政策几十年的错误。

 

中国为代表的东方文明的基本内容是什么呢?就是两千五百年前形成的儒家文化,核心内容就是仁义礼智信。用现代词汇翻译就是:人道,公益心,秩序,理智,信用。这和高加索人种文明的所谓普世价值,有什么根本不同,甚至冲突吗?

 

高加索人种的文明,也有过奴隶制,农奴制的时代。现代西方文明的所谓普世价值,也是文艺复兴之后的民主运动形成的新概念。之所以称为普世价值,就因为它是全人类都向往,都认可的人类的共同概念。这和种族区别没什么关系。

 

中国共产党的统治带有所谓的东方色彩,列宁斯大林的统治就不带有东方色彩吗?马克思的专政理论,就不带有东方色彩吗?当然,是带有西方封建专制的色彩。专制主义,是古代东西方共有的价值观,它的社会现实,就是形形色色的专政制度。

 

现代美国和西方高加索人种的民主自由制度和普世价值观,和产生于西方的现代专政意识形态之间的冲突,表现在社会现实之中,就是制度之间的冲突。在这个问题上,共产党比西方的学者政客更明白。他们始终如一的口号就是:美帝国主义亡我之心不死。

 

这个口号的作用,第一就是让共产党人不要放松警惕,时刻认清两种意识形态和制度之间你死我活的关系。不要被西方那些糊里糊涂的学者所俘虏。第二就是为共产党渗透,瓦解西方民主制度的行为合法化。所以美国要公平贸易,中共就认为谈判不平等了。

 

共产党的心态是:既然你亡我之心不死,我偷你点东西难道还不公平吗?不让我偷才是不公平。不仅王毅外长一不小心说了句实话,其实中共的官僚资产阶级都是这样的心态。对内他们认为:我压迫剥削你们是专政法律赋予的权利,你们不能拿法律作挡箭牌。对外他们认为:我偷你抢你瓦解你是敌对关系的正常现象,你不让我偷当然就不平等了,就是不尊重对手。

 

中国的学者害怕当局,美国的学者害怕捐款人,所以他们努力发明了很多概念模糊的名词来扭曲中美关系。把一个简单的制度之争说得云山雾罩,让老百姓很容易上共产党的当。
