Speech at "the Legacy of Tiananmen Square at 30" at the Hoover Institution, Stanford University

There are three main legacies from the 1989 Tiananmen Square democracy movement.

 

1. The Communist regime proved itself to the Chinese people as the enemy of the Chinese people.  Before that, most Chinese people thought that the Communist regime as a government of their own, so they tried to use a reasonable way to deal with it.  The June 4 Massacre completely changed the perception of the majority and they no longer trusted the Communist Party and the government.  Thus started a social trend of everything is about the money; moral corruption; without care about credibility, etc.

 

2. The Chinese government believes that legitimacy is important for maintaining long-term stability.  It also believes that it can maintain its rule by violent suppression and buying of elite class in an unstable environment.  The countries established by the invasion of ethnic minorities were in this kind of modes of governance.  The main condition for the Communist regime to be able to maintain its rule in China is due to the appeasement policy and economic support of the Western democracies leaded by the United States.

 

3. The average of hundreds "unstable" incidents every day, which resulted the Chinese government spend more expenditures "to maintain stability" than military expenditures, indicating the frequency and intensity of resistance in China.  The rapid development of the Chinese economy has bought most of the intellectual elites.  The advanced technology for repression that are possessed by the CCP has made it impossible for the resistance movements to gather before they are extinguished.  The so-called populism and nationalism are just ways of venting for the Chinese who are dissatisfied with reality.  Therefore, the authorities have also suppressed any activities that are not organized by the Communist Party, even the research and movement of Marxism and Mao Zedong Thought were suppressed altogether.

 

Facing the reality of a powerful repression, the Chinese have learned to hide their true thoughts.  Any ignition, regardless of its kind of populism or nationalism, even Marxist will ignite a big barrel of gunpowder.  The collapse of the Communist regime or a peaceful evolution will eventually lead to democratization in China.  That is because the hopes of most people will guide the direction of change, whether it is reform or revolution.

天安门民主运动的遗产主要有三条。

 

1. 共产党向中国人民证明了它是人民的敌人。在这之前多数中国人民认为共产党是自己人,所以用讲道理的方法和它打交道。那场大屠杀彻底改变了多数人的认知,从此不再信任共产党和政府。一切向钱看;道德败坏;不讲信用等等社会风气从此开始。

 

2. 中共政府认为合法性对于维持长期稳定很重要;在不稳定的环境中靠暴力镇压和收买精英阶层,也可以维持统治。少数民族入侵建立的国家,都是这种统治模式。而美国为主的西方民主国家,对中共的绥靖政策和经济上的扶持,是中共维持统治的主要条件。

 

3. 平均每天几百起的突发事件和超过军费的维稳经费,说明反抗的频率和强度很高。中国经济的快速发展收买了大部分的知识精英。中共拥有的先进的镇压技术使得反抗运动来不及聚集就被扑灭。所谓民粹主义和民族主义,在中国只是不满现实的人们发泄的方式。所以当局对于不是共产党组织的任何活动,甚至马克思主义和毛泽东思想的研究和运动,也进行镇压。

 

在强大的镇压这个现实面前,中国人学会了隐藏自己的真实想法。任何一点火星,不管是民粹主义的还是民族主义的,哪怕是马克思,都会点燃火药桶。共产党的垮台或者和平演变,最终都会指向民主化。因为大多数人的希望会引导变化的方向,无论是改革还是革命。
