Imminent Threat: suspicion of leakage from Guangdong Taishan Nuclear Power Plant

[New Tang Dynasty, Beijing, June 15, 2021] The suspected leakage of the Taishan Nuclear Power Plant in Guangdong Province has aroused international concern. French Framatome sent an email to the U.S. Department of Energy at the beginning of the month, stating that the Taishan Nuclear Power Plant has an "imminent radiological threat" and requesting technical support from Washington.

The Taishan Nuclear Power Plant in Guangdong, China has recently become the focus of world attention.

According to the latest disclosure by CNN, Framatome, a French company that had participated in the construction and operation of the Taishan Nuclear Power Plant, wrote to the US government twice on June 3 and 8, stating that the Taishan Nuclear Power Plant has an "imminent radiological threat" and requesting technical assistance from the U.S. Department of Energy.

The letter also stated that in order not to shut down the nuclear reactors, China has raised the maximum limit of the nuclear radiation outside the Taishan Nuclear Power Plant, and the increased limit has exceeded the French standard.

After many meetings and discussions, the US government believes that the Taishan Nuclear Power Plant has not yet reached a "crisis level," but the US needs to closely monitor and evaluate it.

China General Nuclear Power Group, the major shareholder of Taishan Nuclear Power Plant, claimed that the environmental indicators of Taishan Nuclear Power Plant and its surroundings are normal.

On June 11, Framatome issued a statement again saying that the Taishan Nuclear Power Plant is currently operating safely and the company is helping the nuclear power plant to solve some performance issues. But the statement did not mention calling for help from the US government.

The Taishan Nuclear Power project is a large-scale Sino-French joint venture nuclear power plant, with China General Nuclear Power Group accounting for 70% and Électricité de France S.A. (EDF) accounting for 30%. The latter's Framatome company provides technical support.

Because it is only 130 kilometers away from Hong Kong and 67 kilometers away from Macau, the safety of the Taishan Nuclear Power Plant has always been a concern.

Huang Ciping, a former nuclear physicist at the Ministry of Nuclear Industry of China: "The population of Guangdong is very dense. If there is a safety hazard, it will endanger the lives and health of many people. This is why I have always opposed tthese nuclear power plants being built there."

In June 2018, China's National Nuclear Safety Administration confirmed that the pressure vessel top cover of Taishan Nuclear Power Plant Unit 1 had a problem of excessive carbon content.

Huang Ciping, a former nuclear physicist at the Ministry of Nuclear Industry of China: "High-carbon steel is relatively brittle, and could lead to an explosion which is terrible. The Chinese Communist regime is trying to reassure the people, claiming that the indicators are still normal because the operation is still normal. Once it is abnormal and explodes, then it is completely abnormal. That is not a simple problem of slowly leaking, but a problem that could lead to an explosion."

The Taishan Nuclear Power Station uses two operational European Pressurised Reactors (EPR), which are currently the only third-generation nuclear reactors in operation in the world. Huang Ciping, a former physicist at the Ministry of Nuclear Industry of China, pointed out that this type of reactor could be used to produce plutonium for nuclear weapons.

Huang Ciping, a former nuclear physicist at the Ministry of Nuclear Industry of China: "This reactor could turn the nuclear material into a weapon-grade radioactive element, that is, turning the uranium into plutonium, and plutonium can be used as a nuclear weapon -- smaller nuclear weapons, nuclear warheads."

The Taishan Nuclear Power Plant had previously postponed its commissioning date several times due to technical failures and safety issues. The suspicion of nuclear leakage this time has triggered great attention from various countries.

【新唐人北京時間2021年06月15日訊】廣東省台山核電廠疑似洩露引發國際關注。法國法馬通公司月初向美國能源部發出郵件，稱台山核電廠有「迫在眉睫的放射性威脅」，並請求華府技術支援。

中國廣東台山核電站近日成為世界關注的焦點。

據美國有線電視新聞網（CNN）最新披露，曾參與建造台山核電站並合作運營的法國法馬通公司（Framatome），在6月3號和8號兩度去信美國政府，稱台山核電站存在「迫在眉睫的核輻射威脅」，請求美國能源部給予技術援助。

信中還說，中方為了不關閉核反應堆，上調了台山核電廠外的核輻射最高限度，而上調後的限度，已經超過了法國的標準。

美國政府在多次開會討論後，認為台山核電站還沒有達到「危機水平」，但美方需要密切監控和評估。

台山核電站的大股東中國廣核集團則聲稱，臺山核電站及周邊環境指標正常。

6月11日，法馬通公司又對外發聲明表示，台山核電站目前運行安全，公司正在幫助核電站解決一些性能問題。但該聲明沒有提到向美國政府求救事宜。

台山核電項目是中法合資的大型核電站，中國廣核集團佔股70%，法國電力公司（EDF）佔股30%，後者旗下的法馬通公司提供技術支援。

因為離香港和澳門只有130公里和67公里，台山核電廠的安全性一直備受關注。

前中國核工業部核物理學家黃慈萍：「廣東這一帶人口是非常密集的，如果真的有安全隱患，那會危害到許許多多人的生命和健康的。這也是我一直反對他們在那裡建造這個核電站（的原因）」。

2018年6月，中國國家核安全局證實，台山核電站一號機組的壓力容器頂蓋存在碳含量超標的問題。

前中國核工業部核物理學家黃慈萍：「高碳鋼，它本身就比較脆，它會爆炸，這就很可怕了。他們（中共）在想安撫民心，說指標還是正常，它還正常，他一旦不正常，爆炸了，那就完全不正常。它不是一個簡單的慢慢、慢慢泄漏的問題，而是一個很可能造成爆炸的問題。」

台山核電站使用兩個機組的歐洲壓水反應堆（EPR），這是目前世界上唯一投入使用的第三代核反應堆。前中國核工業部物理學家黃慈萍指出，這種反應堆可以用來生產核武器所需的鈽。

前中國核工業部核物理學家黃慈萍：「它可以通過這個反應堆，把這個核物質給變成了武器級的放射性元素，就是它的鈾會變成鈽，而鈽是可以拿來做核武器，而且是輕型的核武器、核彈頭。」

台山核電站此前因技術故障及安全問題，曾數度推遲投產日期。此次爆出核泄漏疑雲，已觸發各國高度關注。
