Chinese Democracy Activists: Secretary Pompeo's Speech Marks an Exciting Turning Point in China Policy

On Thursday (July 23) at 1:30 pm local time, Secretary of State Michael Pompeo delivered a speech entitled "Communist China and the Free World’s Future" at the Nixon Presidential Library in Yoba Linda, Southern California.  He stated that the conflict between the United States and China is essentially a struggle between freedom and totalitarianism.

 

This speech by Pompeo is the fourth in a series of speeches on China.  Prior to this, National Security Advisor Robert O'Brien, FBI director Chris Wray and Attorney General William Barr all delivered speeches on the same theme.  O'Brien talked about ideology; Chris Ray talked about espionage; Attorney General Barr talked about economics.

 

Pompeo said: " Now my goal today is to put it all together for the American people."

 

Pompeo pointed out that next year marks half a century since Dr. Kissinger’s secret mission to China, and the 50th anniversary of President Nixon’s trip isn’t too far away in 2022.

 

He emphasized that the mission of the U.S. government today is to explain all aspects of U.S.-China relations, the unbalanced U.S.-China relationship experienced over the past decades, and the hegemonic vision of the Chinese Communist Party (CCP).  He said: "Our goal was to make clear that the threats to Americans that President Trump’s China policy aims to address are clear and our strategy for securing those freedoms established.”

 

Pompeo said: "The world was much different then (in Nixon era).  We imagined engagement with China would produce a future with bright promise of comity and cooperation.  But today – today we’re all still wearing masks and watching the pandemic’s body count rise because the CCP failed in its promises to the world.  We’re reading every morning new headlines of repression in Hong Kong and in Xinjiang.”

 

Pompeo also talked about China's trade, military growth, and the use of the Western liberal democratic system to implement infiltration, and pointed out that nearly 50 years of contact have not allowed China to enter freedom and democracy.  He said: "We marginalized our friends in Taiwan, which later blossomed into a vigorous democracy…  The old paradigm of blind engagement with China simply won’t get it done. We must not continue it and we must not return to it…  The ultimate ambition of China’s rulers isn’t to trade with the United States.  It is to raid the United States.”

 

Pompeo said that standing at the Presidential Library of Nixon, the former president who broke the ice in US-China relations, he is not to tear down President Nixon’s legacy, but to be clear that he did what he believed was best for the American people at the time, and he may well have been right, because Nixon said, “The world cannot be safe until China changes."

 

In his speech, Pompeo specially introduced the "dissident Chinese" who were invited to participate in this event -- Wang Dan, one of the leaders of the Tiananmen Square student movement, and Wei Jingsheng, the father of the Chinese democracy movement.  He said that the communists almost always lie. The biggest lie that they tell is to think that they speak for 1.4 billion people who are surveilled, oppressed, and scared to speak out.

 

After the speech, Pompeo met with eight people in private including Wei Jingsheng, Wang Dan, Perry Link and Song Yongyi.

 

Wei Jingsheng: Pompeo Promises to Implement the New China Policy for a Long Time

 

Wei Jingsheng told VOA that he informed Pompeo during the meeting that his recent speeches have been well received by the Chinese on the Internet.  However, some people have raised doubts whether the policy will continue.  Wei Jingsheng said: "He explained in detail that the decision-making was made by several departments and supported by the both parties, not short-term but for decades.  I think this is a great encouragement to the Chinese people and also to the people present."

 

Wei Jingsheng said that for more than 30 years, many friends have worked hard for China's democratic cause, but many people are also tired, retreat, and lack confidence, because the past few US administrations have been pro-Beijing.  Now, everyone is very encouraged by the attitude of the US government.  Now, it is equivalent to saying that the U.S. government has recognized and supported the overseas Chinese democracy movement.  This is so exciting.  This is a great force for changing China.  It can also be said that this is a world of difference of the U.S. government’s attitude towards overseas Chinese democratic movements.

 

Wei Jingsheng said: "When I first came to the United States, they were still more enthusiastic.  A few years later, their trade relations with China gradually became warmer.  Especially after China's permanent MFN status and access to the WTO, the official attitude of the United States became weaker and weaker.  They tried to avoid us and not in contact with us.  Although they were not against us, but they may feel that we hinder them from doing business with China.  This time, Secretary Pompeo said with a very firm attitude that we must deal with people who demand democracy and whether to deal with the Communist regime is not important.  The important thing is to deal with the Chinese people who demand democracy.  This a fundamental change of attitude."

 

Wei Jingsheng said that Pompeo suggested that China's system should be completely changed, and that he would help the Chinese people, stand with the Chinese people, and help change China's one-party dictatorship.  He also hinted that in addition to closing the (Houston) Consulate, there are more stringent measures.

 

Wei Jingsheng said that he has also said for many years that the Communist regime does not represent the Chinese people, and the two are not the same.  In the past, because of their pro-communist policies and business operations, no one talked about this.  Now, this concept has been corrected, and after repeated emphasis by the US government, the world will soon accept this concept. "The Communist regime always wants to kidnap 1.4 billion Chinese when it is talking about this issue.  Now the US government has clearly stated that the Communist regime cannot represent 1.4 billion.  This is an important conceptual change," Wei Jingsheng said.

 

Wang Dan: The United States Has Expressed Its Intention to Change the Chinese Government

 

Wang Dan told VOA, “Pompeo’s speech is a very powerful declaration.  For so many years, contacts and dialogues with China have not changed China.  Now, the United States has made such major adjustments to its policies because the free world wants to protect itself, protect the people and the democratic system.  The Chinese should also be happy about this, because there are other countries care about our system and hope that we have a good system.  Of course, we must express our gratitude."

 

Wang Dan said that changing the government was a word that the US diplomatic community did not want to touch in the past.  Now the meaning has been expressed, which is a very important turning point.

 

Wang Dan said: "The United States is willing to be friend with a good China.  If it is a democratic country, the United States and China will be good friends.  The United States hopes that China to be better; the United States is determined to lead the Western world and return to its leading role.  This is also very important.  Leading the West to confront the Communist regime.  The new corona virus has had a great impact on the United States, and President Trump has also been very affected."

 

Perry Link: The United States Opposes Any Totalitarianism and Cuts the Communist Party and China Like Never Before

 

Perry Link told VOA that the United States and Pompeo stand in the free world against totalitarianism, regardless of whether this totalitarianism is in China or not.

 

Perry Link said: "The biggest change is not to call the other China, but the Communist Party.  U.S. politics, newspapers, and academia have always said what China is like.  In fact, they were not talking about China but the Communist Party, and the opinion of the Communist top leaders.  Now, not only Pompeo, but the White House, Congress, and the State Department have unified their caliber.  This is unprecedented.  The Chinese people have long known this difference.  The Chinese people use "them", "party", and "leader" kinds of words to differentiate the common Chinese from the Communist Party.  They said that a long time ago.  Only naive foreigners listened to the Communist Party's words and said that they represent China and the common Chinese.  Now Pompeo has appeared and a big change has taken place.  I think it's very good. "

 

Song Yongyi: Pompeo’s Speech is of Historical Significance and Will Still Be Remembered 50 Years Later

 

Song Yongyi told VOA that even though Pompeo’s speech was not a research paper and without quotations, it did express a view that no one has heard for ten years on behalf of the U.S. government, that is, if the free world does not solve the Chinese Communist Party (CCP) problems, the free world is about to be resolved by the CCP, and the free world has reached its most critical moment.

 

Song Yongyi said: "I think Professor Link just said is very good, that the previous U.S. governments lag behind the Chinese people in the understanding of the CCP.  In fact, the Chinese people did not regard the CCP as their representative and did not vote for it.  To speak more and loudly, the more popular you will be, even if the two parties in the USA changed power, it will still be difficult for someone to change.  This is a very good start.  In short, it is a very good start to realize that the CCP does not represent the Chinese people.  Ten years , fifty years later, history will definitely remember today’s speech."

 

Song Yongyi also pointed out: "I have experienced five presidential eras in the United States.  This is the first time I have heard them say so clearly that the CCP is the CCP while the Chinese people are the people.  This is a correction from the root.  In addition, we also talked about the Cold War when we met and discussed with Pompeo.   Everyone seems afraid of the Cold War, as it was a terrible mistake.  In fact, people seem have forgotten that the free world defeated communism during the last Cold War.  We should study the Cold War with pride and learn the lessons of the past to deal with the CCP.  There is no other way. The Cold War is the victory of the free world, why not study it?  Besides, American leaders have an open attitude and can draw realistic conclusions from reality."

 

Song Yongyi said that Pompeo promised to conduct further research on the topic of the Cold War.

 

The Nixon Presidential Library was inaugurated on July 19, 1990.  It is also where Nixon grew up and rests in peace.

 

Pompeo called on allies and the Chinese people to cooperate with the United States to change the behavior of the CCP.

 

He said: " We, the freedom-loving nations of the world, must induce China to change, just as President Nixon wanted. We must induce China to change in more creative and assertive ways, because Beijing’s actions threaten our people and our prosperity.”

星期四(723)当地时间下午1点半,美国国务卿蓬佩奥在位于南加州约巴•林达的尼克松总统图书馆发表题为“共产中国与自由世界的未来”的讲话。他阐明,美中冲突,实质是事关自由与极权之争斗。

 

蓬佩奥本次发表的是一系列有关中国演说的第四篇;此前,国安顾问奥布莱恩,联调局长克里斯•雷和司法部长威廉•巴尔都分别发表了同一主题的演说。奥布莱恩谈到意识形态;克里斯•雷说到间谍活动;司法部长巴尔讲了经济。

 

蓬佩奥表示:“现在,我来为美国人民做个总结。”

 

蓬佩奥指出,明年将是基辛格密访中国五十周年;后年是尼克松总统访华五十周年。

 

他强调说,美国政府当今的使命是解释美中关系的方方面面,和数十年来经历的美中不平衡关系,以及中共的霸权设想。他说:“我们的目标是说清楚美国人所受到的威胁,这是特朗普之对华政策所针对要解决的,以及解释采取什么战略来捍卫我们的自由。”

 

蓬佩奥说:“尼克松时代,世界大不相同。在中共给与礼让与合作的承诺下,我们想象着接触中国可以造就一个光明的未来。但是,今天,我们坐在这里,面戴口罩,眼看疫情亡灵不断增加,其中的原因是,中共没有兑现给世界的承诺。同时,我们不断看到香港和新疆遭受压迫层出不穷的头版报道。”

 

蓬佩奥还谈到中国贸易、军力增长、利用西方自由民主制度实施渗透,并指出,近五十年的接触没有让中国进入自由和民主。他说:“我们甚至把台湾朋友也边缘化了。与中国盲目接触的旧模式已经失败,而且,我们决不能重蹈覆辙。中国统治者不是要跟美国交易,而是要跟美国交手。”

 

蓬佩奥说,站在为美中关系破冰的前总统尼克松的总统图书馆,来打破尼克松留下的与中国接触的遗产,并非对尼克松的否定,而是对他的精神的继承,因为,尼克松说过,“只有中国改变了,世界才会安全”。

 

蓬佩奥在演说中特意介绍受邀前往参加本次活动的“异议华人”---- 天安门学生运动领袖之一王丹,中国民主运动之父魏京生。他说,中共谎话连篇,最大的谎言就是它代表十四亿被监控、被压迫和害怕说话的中国人。

 

蓬佩奥并于演说结束后,单独会见了包括魏京生、王丹、林培瑞和宋永毅在内的八人。

 

魏京生:蓬佩奥承诺对华新政策将长期奉行

 

魏京生对美国之音表示,会面时告知蓬佩奥,他最近几个讲话都在互联网上获得中国人一片好评。但是,有人提出怀疑,该政策是否会持续下去。魏京生说:“他详细解释说,决策是好几个部门一起做的,而且得到两党支持,不是短期的而是要持续几十年。我觉得这是对中国人很大的鼓舞,对在场的人也是很大的鼓舞。”

 

魏京生说,三十多年来,很多朋友为中国的民主事业做了努力,但是,许多人也累了,退下去了,信心不够了,因为过去几届美国政府都是亲北京的。现在,大家看到美国政府的态度之后,非常受鼓舞。现在,等于说美国政府承认海外中国民主运动了,支持了,这是多么振奋人心;这对于改变中国来说是一个很大的力量,也可以说,这是美国政府对海外民主运动的态度出现了天壤之别。

 

魏京生说:“我刚来美国时,他们还比较热情,几年以后,他们跟中国贸易关系逐渐热络,特别是给中国永久最惠国待遇和准入世贸组织WTO以后,美国官方态度越来越软,而且尽量躲着我们了,避开我们、不跟我们接触。虽然也不是反对我们,但是可能觉得我们妨碍他们跟中国做生意。这次,蓬佩奥态度特别坚定地说,要跟中国这些要求民主的人打交道,跟共产党打不打交道不重要,重要的是跟要求民主的中国人民打交道。这个态度是一个根本的转变。”

 

魏京生说,蓬佩奥暗示,要彻底改变中国的制度,并说要帮助中国人民,跟中国人民站在一起,帮助改变中国的一党独裁制;他还暗示说,除了关闭领馆这样的手法,还有更严厉的措施。

 

魏京生表示,他也说了很多年了,中共不代表中国人民,两者并不一样;过去由于他们政策亲共,要做生意,大家都不谈这个。现在,这个概念得到了纠正,而且美国政府反复强调以后,全世界很快都会接受这概念了。“共产党总是想绑架十四亿,一张嘴就是十四亿,现在美国政府明确指出,他们不能代表十四亿,这是重要的概念转换,”魏京生说。

 

王丹:美国要改变中国政府,意思已经表达

 

王丹告诉美国之音,“蓬佩奥的演说是非常有力的宣言;这么多年以来,与中国接触和对话并没有改变中国,现在,美国把政策做这么大的调整, 原因就是自由世界要保护自己,保护人民和民主制度。中国人也应该为此感到高兴,因为有别的国家关心我们的制度,希望我们有个好的制度,当然要表示感谢。”

 

王丹说,改变政府,这是过去美国外交界不愿意触及到的一个词,现在意思已经表达,是一个非常重要的转折。

 

王丹说:“一个好的中国,美国愿意跟它做朋友,如果是民主国家美中会是好朋友。美国希望中国更好;美国决心带领西方世界,重新回到带领的角色,这点也很重要。带领西方跟中共对抗。新冠肺炎给美国很大的冲击,特朗普总统受影响也非常之大。”

 

林培瑞:美国反对任何极权,把党、国切割前所未有

 

林培瑞告诉美国之音,美国和蓬佩奥是站在自由世界反对极权主义,不管这种极权是不是在中国。

 

林培瑞说:“最大转变就是不把对方叫中国,而是叫共产党。向来,美国政界、报界、学界等,总是说中国如何如何,其实不是,就是共产党,而且是共产党高层的意见,不是整个中国的。现在,不仅是蓬佩奥,白宫、国会、国务院都统一口径,这是前所未有的。中国百姓早就知道这个区别,中国百姓用“他们”、“党”、“领导”,这类词来区别百姓和中共。他们早就这么说。只有天真的外国人听了共产党的一面之词,说他们代表中国,代表老百姓。现在蓬佩奥出现了,发生了大转变,我觉得很好。 ”

 

宋永毅:蓬佩奥本次讲话具历史意义,五十年后仍铭记

 

宋永毅对美国之音表示,尽管蓬佩奥的讲话并非研究论文,也没有引经据典,但是,却代表美国政府表达了十年来大家没有听到的观点,就是现在如果自由世界不解决中共问题,自由世界就要被中共解决掉,自由世界到了最危急的时刻。

 

宋永毅说:“我觉得林教授刚才说得好,以前的美国政府在对中共的认识上落后于中国老百姓;其实,百姓没有把中共当作他们的代表,又没有投过票。这样的话越是说得多、说得响,越是得人心,哪怕两党轮换,有人要改变也就很难了。开了非常好的头。总之,认识到中共不代表百姓,是个非常好的开端,十年、五十年之后,历史上一定会记住今天的演说。”

 

宋永毅还指出:“我在美国经历五个总统时代,这是头一次听到他们这么明了地说中共是中共,人民是人民,这也是正本清源。此外,我们和蓬佩奥座谈时也谈到,大家都很怕冷战,好像是个不得了的错误。其实,大家忘记了,上次冷战时,自由世界战胜了共产主义,我们应当自豪地研究冷战,吸取过去的教训来对付中共,恐怕除此之外也没有别的办法。冷战是自由世界获胜,为什么不研究呢?况且,美国领导人持有开放的态度,能从现实中得出符合现实的结论。”

 

宋永毅表示,蓬佩奥答应,将对冷战的话题进行进一步研究。

 

尼克松总统图书馆落成于1990719日,这里也是尼克松生长和长眠的地方。

 

蓬佩奥呼吁盟国和中国人民与美国合作,改变中共的行为。

 

他说:“我们这些世界上热爱自由的国家,必须引导中国做出改变,就像尼克松总统所要的那样。我们必须以更具创造性而且更为强势的方式引导中国做出改变,因为北京的所作所为威胁着我们的人民与我们的繁荣。”
