Communist Party?

The 20th Congress of the Chinese Communist Party (CCP) was hold from
October 16 to 23, 2022 in Beijing. This
Congress decided on Xi Jinping's third term and the reorganization of its
Politburo Standing Committee, the CCP's highest authority. Given that China is the world's second
largest economy, and a superpower and military power under a one-party
dictatorship, after the CCP’s 20th National Congress, what is the internal and
external direction of the CCP? The
direction of the party's political line has a major impact on the situation
across the Taiwan Strait, Sino-US relations, and the evolution of Chinese
society, including issues such as human rights, religion, ethnic minorities,
and the fate of Hong Kong.
Under this circumstance, on the afternoon of Saturday, October 29,
2022, the "China’s Trend After the CCP’s 20th Congress" conference
was initiated and organized at the Sheraton Hotel in Flushing, New York, mainly
by the overseas Chinese democracy organizations. The sponsors are: Overseas Chinese Democracy
Coalition, Chinese Scholars Association, Women Rights in China, Christian
Justice League of New York. Participants
included scholars and activists from all walks of life. They each expressed their opinions and
discourses, conduct analyses and discussions, speak freely of brainstorm ideas,
and provide useful references for the democratic camp and the civilized world.
The following is Mr. Wei Jingsheng's speech at the conference.

Where Will China Go After the 20th National Congress of the Chinese
Communist Party?

Hello everyone! It is a pleasure
to discuss this important issue face to face with you all.
The CCP’s 20th National Congress is over, and the result is unexpected
yet reasonable. Xi Jinping, like many
predictions, got his third term as the CCP’s Secretary-General. But unexpectedly, there was a sensational
incident of forcing Hu Jintao, the former CCP Secretary-General from the
venue. This was an unexpected event that
marked a new change in the internal struggle of the CCP and brought new changes
to Chinese politics in the future.
This change first set a precedent for the gangsterization of
politics. The gangsterization of the
Chinese Communist Party began in the Yan'an era and reached a peak during the
Cultural Revolution. However, Mao
Zedong's gangsterization was a gangsterization with rules, and the strikes of
suppression were also according to the gangsters' rules. Even when Liu Shaoqi and others were brutally
and ruthlessly attacked, the gangsters had to find a reason that fit their
gangsterization rules to defeat the others.
Even when people die, they should be handled quietly, not open to the
public. This is still gang behavior with
restrictions, which also save faces for themselves.
However, forcing Hu Jintao out of the 20th Congress in front of all the
delegates and the world's media, without any grace was to set a precedent more
ruthless than Mao Zedong. Not only do
they fight brutally and ruthlessly against different opinions, but they also do
not recognize any human relations and showed no mercy. So who would be safe? No one would be safe anymore. This not only created an atmosphere of
extreme terror, but also created the alienation of everyone. Therefore, Xi Jinping's politics, or the
CCP's politics, has since entered a dangerous stage of instability -- an
abnormal state in which everyone is in danger.
In this state, very few people will solve the problems that arise. In all aspects of economy, society and
culture, laziness and neglect of governing will become a common
phenomenon. Unhandled emergencies will
also become the norm, as no one wants to be personally responsible for Xi Jinping. In particular, the economic downturn will
accelerate, in addition to tightening external conditions, internal demarketing
will lead to a contraction in production in China. The zero-Covid policy, etc., makes the
suffering of the Chinese people gradually approach the limit of tolerance, resulting
in an increase in the number and extent of public resistance.
Xi Jinping wants to use the restoration of the imperial system to solve
problems that cannot be solved by one-party dictatorship. But he created a situation before a dynasty
collapsed. The suffering of the Chinese
people is increasing, and the corruption in the officialdom is increasing. The resistance of the people has intensified,
as has the irresponsibility of the officialdom.
Under the situation of increasing external pressure, the CCP's rule or
Chinese politics will be forced to make a new choice: either collapses and
splits with chaos such as civil war, or reform the political system and start a
new democratic process.
Due to Xi Jinping's perverse actions, the time for this choice has been
very urgent. The responsibility of our
overseas democracy movement is to fuel the collapse of the CCP and promote new
options.

北京于2022年10月16日至23日举行了中共第二十次代表大会。该会决定了习近平的第三届连任以及中共最高权力机构
-- 政治局常委会的重组。鉴于中国是世界第二大经济体，又是一党专政下的超级大国、军事强权，二十大之后，中共的内政和对外方向如何？党内政治路线走向，对海峡两岸局势、中美关系、中国社会的演进，包括人权、宗教、少数民族及香港的命运等问题有攸关重大的影响。
在此情况下，2022年10月29日星期六下午，以中国海外民运为主，在纽约法拉盛喜来登酒店，发起和组织“中共二十大之后，中国向何处去？”研讨会。主办单位为：中国民主运动海外联席会议、中华学人联谊会、中国妇权、纽约基督徒公义联盟。与会者包括各界学者、活动人士。他们各自发表见解和论述、展开分析和研讨，畅所欲言，集思广益，给民主阵营和文明世界提供有益的参考。
以下为魏京生先生的发言。

中共二十大之后，中国向何处去？

大家好！很高兴能和大家面对面讨论这个重大问题。
中共的二十大结束了，结果是意料之外，情理之中。习近平如很多预测一样，拿到了他的第三任总书记，但却意料之外地发生了把前总书记胡锦涛绑架出会场的轰动事件。这是意料之外的事件，标志着中共内部斗争的新变化，也给将来中国的政治带来新的变化。
这个变化首先是给政治的黑帮化创造了先例。中国共产党的黑帮化是从延安时代开始的，在文革时代达到了一个高峰。但毛泽东的黑帮化是有规矩的黑帮化，整人也按照黑帮的规矩来整。即使对刘少奇等人实行残酷无情打击，也要找个合乎他们黑帮的理由打倒。人死了也要悄悄地处理，不敢公开。这都还是有限度的黑帮行为，还给自己留了脸面。
把胡锦涛当着全体代表和全世界媒体的面，绑架出会场，丝毫不留脸面，这是创造了一个先例，一个比毛泽东更无情的先例。不但要对不同意见残酷斗争，无情打击，而且还六亲不认，不留情面。那幺有谁是安全的呢？没有了。这既制造了极端恐怖的气氛，同时也制造了所有人的离心离德。所以习近平的政治或者说中共的政治，从此进入了不稳定的危险阶段，人人自危的不正常状态。
在这个状态下，很少有人会解决出现的问题。经济社会文化各个方面，懒政和怠政将成为普遍现象。突发事件得不到处理也将成为常态，因为没人愿意为习近平个人负责。特别是经济的下滑将会加速，除了外部条件收紧，内部的去市场化会带来生产的收缩。清零政策等等，使得人民的痛苦逐渐接近忍受的极限，导致公开反抗在数量和程度上都会增加。
习近平想用恢复皇朝制度解决一党专政解决不了的问题。但他制造的是一个王朝崩溃前的局面。中国人民的痛苦在增加，官场的腐败在增加。人民的反抗愈演愈烈，官场的不负责任也愈演愈烈。在外部压力也不断增加的形势下，中共的统治或者说中国的政治将被迫作出新的选择：或者是崩溃分裂内战等等混乱局面，或者是改革政治体制，开始新的民主进程。
由于习近平的倒行逆施，这个选择的时间已经非常紧迫。我们海外民运的责任就是为中共的崩溃加油，推动新的选择。
