A Briefing on
the background and operation plan of the "Congress on China’s
Direction" (COCD)
November 11,
2023
Today, Wei
Jingsheng, Wang Dan, and I announce a significant decision: we will hold the
Congress on China’s Direction to discuss ending the tyranny of the Chinese
Communist Party (CCP). On behalf of
Wei Jingsheng and Wang Dan, I explain why we are holding the Congress on
China’s Direction and how it will be conducted.
Why hold the
Congress on China’s Direction? In one sentence: China is at the eve of dramatic
political change, and if China and the world do not want to face calamity, then
there must be a discussion about the political prospects for China after the
collapse of the Communist Party's tyranny.
Xi Jinping's
dictatorial rule has brought deep disasters to the Chinese people. All Chinese with independent minds are
eager to end this tyranny and wish to avoid a catastrophic outcome. Those familiar with Chinese political
history know that a collapse of the Communist Party rule could happen at any
time. However, the lessons of human
and Chinese political change tell us that the end of tyranny does not
necessarily lead to a just, peaceful and prosperous order; if actions are
mishandled, a political revolution might lead to the Catastrophic chaos or
another worse tyranny. Now is the
time to study, at the institutional level, what kind of constitutional
democratic system should be built in China after the tyranny of the Communist
Party, and to discuss at the operational level how to establish such a system
through a democratic revolution.
We have chosen
to announce this decision at 2023 APEC Summit in San Francisco because the
world is still intentionally fooling themselves at this crucial moment. Like the leaders of the Asia-Pacific
region gathered here, although few doubt that Xi Jinping's dictatorship-led CCP
tyranny is the biggest threat to world peaceful development today and will
inevitably clash destructively with the currently dominant forces of freedom
and democracy in the future, APEC attendants still seriously discuss seeking
peaceful development together with the CCP. They pretend to be confused because they
cannot see the prospects for the successful democratic revolution in
China. Through the Congress on
China’s Direction, we want the world to see the hopeful prospects of China's
transformation: the Chinese people are already prepared for a democratic
revolution, to truly make China a mainstay of world peace and development.
How to conduct
the Congress on China’s Direction? We plan to discuss the political prospects
of ending the CCP's tyranny through a three-step program in two main
areas.
The two main
areas are: the democratic institution system in post-CCP China and the roadmap
of the coming democratization of China.
In terms of
the institution system in post-communist China, we preliminarily propose the
following ten areas: constitutional design, government, judiciary system,
economy, society, culture, diplomacy, security, military, and environment.
In terms of
the roadmap of the coming democratization of China research, we will discuss
the breakthrough event of overthrowing tyranny, the takeover and transitional
management of state power, the roundtable negation of making a constitution,
transitional justice, and the development and construction of pro-democracy
forces.
The three-step
action program is: first, after issuing the declaration today, we will propose
the political topics for the Congress on China’s Direction through various
modern communication mechanisms and mobilize people from all sectors to join
in. Second, we will build a
professional discussion and institutional design platform, allowing domestic
and foreign professionals and opinion leaders to discuss institutional
construction plans after the CCP's tyranny and the democratic revolutionary
actions to realize such plans.
Third, through communication mechanisms and political actions, we will
lead public discussions on China’s democratization with professionals, establishing
a community where everyone participates in the movement of the Congress on
China’s Direction.
To achieve our
goals, we will establish an effective leadership and working team; create a
working platform consisting of websites, social media, information technology,
video production technology, and public relations networks; and create a
rational, open, and free community for discussion.
Dear friends,
45 years ago, Mr. Wei Jingsheng proposed the fifth modernization (i.e.,
political democratization) in competition with the CCP's mere four
modernizations (i.e., economic and technological modernization). Now is the
time for the fifth modernization landing on China. The fifth modernization will
merge with the four modernizations to form a new democratic China. We hope that
all people will join us in holding the Congress on China’s Direction to avoid
catastrophe for China and for lasting peace for the world.
We will soon
announce the topics and operational plan of first convention of the Congress on
China’s Direction.

今天，我们，魏京生、王丹和我，宣布一个重要的决定：我们要举办国是会议，讨论结束中共暴政的问题！我受二人委托解释：为什么要举办国是会议和怎样举办国是会议。
为什么要举办国是会议？一句话：中国大变在即，如果中国和世界不想要劫难，那就要讨论共产党暴政崩溃后的中国政治前景。
习近平的独裁暴政，给中国人带来深重的灾难。独立思考的中国人渴盼结束暴政，避免浩劫般的结局。熟悉中国政治史的有识之士都知道，共产党崩溃的革命随时会发生。人类和中国政治变革教训告诉我们，暴政之后不一定是正义的和平秩序；如果行动不当，政治革命也许是秩序崩溃或另一个暴政。现在是时候在制度平面研究共产党暴政后中国要建设什么样的宪政民主体制以及在操作层面上讨论应该怎样通过民主革命建立这样的体制。
选择APEC宣布这一决定，是因为人类还在糊涂。就像云集在此的亚太地区领导人一样，尽管很少有人怀疑，习近平的独裁主导的中共暴政是当今人类和平和发展的最大威胁并在未来必将与自由民主力量发生毁灭性冲突。但人们还是煞有介事地讨论与中共一道谋求和平发展。我们要通过国是会议，让世界看到中国变革的希望前景：中国人已经准备好民主革命，让中国真正成为世界和平发展中坚力量。
怎样办国是会议？我们想通过三步走的程序在两大领域讨论结束中共暴政的政治前景。
两大领域是：宪政民主的建国方案和民主革命建国路径图。
在中共之后的中国制度建设方面，我们初步提出下述十大领域：宪政、政府、司法、经济、社会、文化、外交、安全、军事和环境。
在民主革命行动研究方面，我们要讨论民主建国革命的路径图，这将包括下述议题：推翻暴政的破局事件、
国家政权接管与过渡期管理、圆桌会议制宪、 继往开来的转型正义、民运力量发展和建设。
三步走的行动程序是：第一步，今天发布宣言后，我们将通过各种现代传播机制，提出举办国是会议的政治议题，发动各界共襄盛举；第二步，我们将打造一个专业讨论和制度设计的工作平台，让中外专业力量讨论中共暴政之后的制度建设方案和实现这样的方案的民主革命行动策略；第三步，我们通过传播机制和政治行动，以专业讨论引领公众讨论民主建国，建立一个全民参与国是会议的社区。
为实现我们的目标，我们将建立一个有效的领导和工作团队，要打造一个由网站、社交媒体、信息技术和视讯制作技术、公共关系网构成的工作平台，要创建一个理性、开放和自由的共同讨论社区。
各位朋友，45年前，魏京生先生提出第五个现代化（即政治民主化）与中共的仅仅要四个现代化（即经济和技术现代化）竞争中国前途，现在是第五个现代化在中国落地的时候了。第五个现代化将与四个现代化融合构成一个新的民主的中国。我们希望各界与我们一道，为中国避免浩劫、为人类长久和平，共同开好国是会议。
