Chinese Pro-democracy Activists Wei Jingsheng, Wang Dan, and Wang Juntao Announced Plans to Establish a Democratic China

Chinese pro-democracy activists Wei Jingsheng, Wang Dan, and Wang Juntao held a press conference in San Francisco on November 11th with Congressman Mike Gallagher, chairman of the United States House Select Committee on Strategic Competition between the United States and the Chinese Communist Party.  They announced that they would hold "the Congress on China’s Directions" next year to discuss a plan to "end the Chinese Communist regime and establish a democratic China."

 

Wei Jingsheng said that Chinese Prime Minister Li Keqiang has just passed away.  Although his death failed to trigger large-scale protests in China, it is building the anger and gaining momentum.  He said: “Xi Jinping's perverse policies, from ‘Zero-Covid’ to the economy crisis, from cleansing of the political figures to the military circle, have not only made the Chinese people in the middle and lower classes angry and resentful, but also the officials and soldiers in the middle and upper classes tremble with fear and panic every day.” 

 

Wei Jingsheng pointed out that Xi Jinping is focused on “the rising of the east and falling of the west," hoping to challenge the current international world order.  The United States and the international community must not accept his false “olive branch”.  He said: " Compromising with Xi Jinping will not make him change his domestic and foreign policies."  Wei Jingsheng concluded that in the context of the surging of anti-communist and anti-Xi forces in China, the attention and promotion of the international community is the important condition as to whether China can establish a democratic society or not.

 

Wang Dan said in his speech that they will hold "the Congress on China’s Directions" because the Chinese people, who are in deep disaster, need to create a democratic China to be rescued. To build a democratic China, a comprehensive and feasible operation plan is needed, thus the Congress to discuss the plan.

 

Wang Dan also appealed to the international community: " the key to security and development in the Asia-Pacific region and the world is not just reaching consensus among regional countries but also ending the autocratic rule of the Chinese Communist Party (CCP), eliminating the greatest hidden threat to global peaceful development, and creating a democratic China that can provide a solid foundation for world peace, order, and governance."

 

Wang Juntao pointed out in his speech that many countries have been keen to establish democratic governance in the past few decades, but only a few have truly succeeded.  Most of the failure is because they have not considered transitional measures.  He said that the purpose of "the Congress on China’s Directions " is to discuss measures for China's transition to democratic nation-building.  "Now is the time to discuss what kind of China should be after the end of the Communist regime."

 

As for the political operations needed to be carried out to overthrow the Chinese Communist regime, Wei Jingsheng said that the first thing is to raise Chinese people's understanding of democracy.  Without the people's understanding as a foundation, it is indeed very difficult for a big country like China to change; the second thing is to win over the international community, which is very important to overthrow the Communist regime and build the country in the future.  "We need to lobby countries around the world to win support and let the Chinese people see that the whole world supports us, thus their confidence in democracy will increase."

 

Wei Jingsheng said that thirdly, there has been a lot of internal opposition to Xi Jinping's tyranny within the CCP.  If they can fight back (at Xi Jinping & the CCP), it will be very important for the establishment of democracy in China.  "We can forgive this kind of people.  This is our consistent policy."

 

Wang Juntao finally emphasized that the announcement of “the Congress on China’s Directions” was specially chosen at the time of APEC, as they have been planning for half a year.  "Why did we choose this place?  This scene is good.  We are competing with Xi Jinping.  As the leaders of the world and all the Chinese are paying attention, raising our political ideas in such a big event will help our future political debates."

 

Wei Jingsheng, Wang Dan, and Wang Juntao stated that the first "Congress on China’s Directions" will be held in Washington, DC, in February 2024.

中國民主運動人士魏京生、王丹、王軍濤11日和美國應對中共特別委員會主席、眾議員蓋拉格(Mike Gallagher)一同在舊金山舉行新聞發布會,宣布將在明年開中國「國是會議」,商議「結束中共政權、建立民主中國」的方案。

 

魏京生提及,中國總理李克強甫去世,雖然中國沒有爆發大規模抗議,但中國人民在蓄勢待發。他表示:「習近平的倒行逆施從清零的經濟危機,從政治到軍隊的大清洗,已經不僅僅使得中下層的中國人民天怒人怨,中上層的官吏和軍人們也是戰戰兢兢,恍恍惚惚。」

 

魏京生指出,習近平著眼於東升西降,希望挑戰當今國際世界秩序,美國與國際社會萬不可接受他虛假的橄欖枝。他說:「向習近平妥協,不會讓他改變國內政策。」魏京生總結,在中國國內的反共和反習勢力正在劇增的背景下,國際社會的關注和推動,是中國能否建立民主社會的重要條件。

 

王丹發言表示,「國是會議」的舉辦,是因為深處深重災難之中的中國人民,需要創建一個民主中國來獲救,而建立民主中國,更需要周全、可行的操作方案,所以需要一個會議來對方案進行探討。

 

王丹也向國際社會呼籲:「今天的亞太地區和世界的安全與發展的關鍵,不是達成一個亞太地區各國同床異夢的共識,這是自欺欺人,而是要結束中共專制暴政,消除人類和平發展的最大隱患,創建一個民主中國,讓中國成為維護世界和平秩序和規則的堅實基石。」

 

王軍濤發言指出,許許多多的國家在過去的幾十年間熱衷於建立民主國家,但真正成功的卻只有幾個而已,這大多都是因為未曾考慮過轉型過渡的措施。他說,而「國是會議」的目的,就是為了討論中國向民主建國過渡的措施,「現在是時候了,該討論共產黨結束之後的中國應該是什麼樣的中國。」

 

至於為推翻中共所要進行的政治操作,魏京生表示,首先是要讓國內的老百姓提高對民主的認識,沒有老百姓的認識做基礎,中國這麽一個大國需要改變,確實非常困難;其次是要爭取國際社會的理解和支持,這對於他們將來推翻中共和建國都非常重要,「我們需要去游説世界各國,爭取支持,讓中國老百姓看到全世界都支持我們,他們對民主的信心才會增加。

 

魏京生表示,第三,中共內部對習近平暴政的反對意見已經累積不少,如果他們能反戈一擊,那麽對於中國建立民主來說就非常重要,「我們能夠對他們既往不咎,這是我們的一貫政策。」

 

王軍濤最後強調,本次國是會議的消息發布特地選在APEC之時,對此他們已醞釀了半年,「爲什麽選擇這兒呢?這個場景好,我們在和習近平打擂台,我們在全世界領導人和整個中國關注的時候,在這種大的事件中提出我們的政治想法,有助於我們未來的政治辯論。」

 

魏京生、王丹、王軍濤表示,第一屆中國「國是會議」,將於20242月在美國華盛頓舉行。
