Domestic Economy in China Slumps Further After Xi Jinping’s Meeting in San Francisco

Xi Jinping finally recognized that the rapid economic decline was affecting the Chinese Communist Party (CCP) and his own leadership. After hesitating for a long time, he deigned to go to San Francisco to ease Sino-US relations. The core goal was to once again introduce Western economic blood transfusion to boost the domestic economy in China. However, this goal has obviously not been achieved. The arrogant diplomatic posture over the past few years has suddenly turned into a face-changing policy too quickly, which failed to achieve the goal of “strategy of hiding one's strength and biding one's time” this time.

Before and after the San Francisco Conference, there were massive waves of bankruptcies, layoffs, and unemployment in China. These three waves are gradually accelerating. Recently, there has been a wave of peasant workers returning to their countryside homes three months in advance for the Spring Festival. According to reports, in Shenzhen alone, millions of people have returned to their countryside homes early. Most of them claimed that they would never come back and that they would not be able to find a job even if they did come back (to the cities). The situation is similar in industrial centers such as Shanghai and Beijing.

The reason for the rapid economic decline is not just the stagnation of international trade. What's more important is that Xi Jinping's economic measures to strengthen one-party dictatorship have led to the arrival of a cold winter for business operations. Not only private enterprises, but also foreign-invested and joint ventures have entered the cold winter. It is recognized that the efficiency of state-owned enterprises that have been expanded is low. This has led to an overall decline in efficiency of various types of enterprises and even operational difficulties. Foreign companies are more flexible and can exit China. What should Chinese companies, especially small and medium-sized enterprises, do? Bankruptcy, unemployment and layoffs are life-saving measures that must be taken.

What is particularly ironic is that at a time when a large number of laborers cannot find jobs, Chinese and foreign media are hyping up the demographic crisis in China. The implication seems to be that the labor force needs to be brought in. This seems to be a kind of propaganda to calm people's hearts: let those who have no brains and have jobs work in peace of mind, believing that the organizations have ways to ensure their employment. This is also one of the measures to protect political stability, because the philosophy of liars is to believe that there will always be brainless people to be fooled.

But can this little chicken thief's method solve the current problem? Apparently not well enough. When people see their colleagues being laid off one by one, when they see their neighbors losing their jobs one by one, when they see the construction sites becoming increasingly deserted, there will be fewer and fewer people who remain brainless and believe in the government. The subsequent sense of crisis will become stronger and stronger, and the stability of the regime will decline rapidly. This decline is the source of the sense of crisis for the Chinese Communist Party and Xi Jinping.

Without resolving domestic political issues, domestic and foreign businesses will not recover. Americans are obviously not stupid and have enough brains. Xi’s trip to San Francisco was unsurprisingly ineffective. In order to make the international community believe that China's economy can still be saved, and to make domestic enterprises believe that the law still works, those policies that replace legal protection with CCP's authority must be abolished.

In particular, the policy of establishing CCP party branches in enterprises must be abolished. This policy not only restored the communism of the Mao Zedong era, but also significantly interfered with the management of enterprises. It has no effect on preventing corruption and illegal operations. This use of measures under the communist planned economy environment to manage enterprises under the market economy is simply misleading. Apart from expanding the scope of corruption, it will not have the effect of preventing corruption.

In the current environment, the solution is not to please the President of the United States and restore the strategy of hiding one's strength and biding one's time during the Deng Xiaoping era. Instead, we must learn from Western legal protections and reduce political interference in order to restore the vitality of the market economy. Only by ensuring the authoritative status of the law can operators have the standards to handle affairs without having to bribe officials. This will not only improve operational efficiency, but also subjectively prevent corruption.

The measures currently implemented by the CCP to prevent corruption are still traditional methods. The reason why they were unsuccessful in ancient times was that the relationships within the bureaucracy, and the favor of the same class was greater than the law. The current measures of various inspection groups within the same party are not much different from the ancient government inspection system in China. Before the political system is reformed, the legal system and press freedom must be strengthened. This is the only force that can compete with the bureaucracy now.

The current media is vilifying the free media and lawyers, which is the sure way to become fascist. Everyone needs to be vigilant.

习近平终于认识到经济快速下滑，影响到共产党和他自己的执政地位。犹豫了半天屈尊前往旧金山缓和中美关系，核心目标是再一次引进西方的经济输血，拉抬国内经济。但这个目的显然没有达到，几年来嚣张的外交姿态，突然转向换脸太快，没能取得再一次韬光养晦欺骗性战略的目的。

旧金山会议前后，国内发生了大规模的倒闭潮、裁员潮和失业潮。这三潮呈现出逐渐加速的趋势，最近出现了提前三个月返乡过春节的返乡潮。据报道，光是深圳地区，就有上百万人提前返乡。多数人声称不再回来了，回来也找不到工作。上海北京等工业中心的情况类似。

导致经济快速下滑的原因，不仅仅是国际贸易停滞不前。更重要的是习近平加强一党专政的经济措施，导致企业经营寒冬的到来。不仅民营企业，外资与合资企业同样进入了寒冬。被扩大规模的国营企业，效率底下是公认的。这就导致各类型的企业效率全面下降，甚至经营困难。外国企业比较灵活，可以退出中国，中国企业特别是中小企业怎么办？倒闭失业裁员就是不得不采取的救命措施了。

特别讽刺的是，就在大量劳动力找不到工作的时候，中外媒体在大肆炒作人口危机。言外之意似乎还需要引进劳动力了，这似乎是一种安定人心的宣传：让那些没脑子有工作的人安心工作，相信组织上有办法保证他们就业。这也是保护政治稳定的措施之一，因为骗子的哲学就是相信总会有没脑子的人供他们摆布。

但是这种小鸡贼的手段能解决现在的问题吗？显然不够。看到同事们一个个被裁员，看到邻居们一个个失业，看到工地上日益地冷清，保持没脑子状态的迷信政府的人，会越来越少。随后的危机感会越来越强，政权的稳定性也会快速地下降。这就是中国共产党和习近平危机感的来源。

不解决国内政治的问题，国内外的企业都不会复苏。美国人显然不是傻子，脑子够用。旧金山之行没什么效果是意料之中。要让国际社会相信中国的经济还有救，要让国内的企业相信法律还管用，就必须取消那些用党的权威代替法律保障的政策。

特别是在企业建立党支部的政策，必须取消。这个政策不单是恢复了毛泽东时代的共产主义，而且大幅度干扰了企业的经营管理。对于防止腐败和违法经营，没有任何效果。这种用共产主义计划经济环境下的措施，来管理市场经济下的企业，纯粹是驴唇不对马嘴。除了扩大腐败的范围以外，不会产生防止腐败的作用。

在现在的环境下，要解决的不是讨好美国总统，恢复邓小平时代的韬光养晦策略。而是向西方的法律保障学习，减少政治干预，才能恢复市场经济的活力。唯有保障法律的权威地位，经营者们才有处理事务的尺度，而不必贿赂官员。这既能提高经营效率，也从主观上防止了腐败。

现在中共实行的防止腐败的措施，还是传统的那些手段。古代之所以不成功，是因为官僚阶层抬头不见低头见，同一个阶层的人情大于法律。现在靠同一个党内的各种巡视组之类的措施，和古代的巡府巡按制度没什么大区别。在没有政治体制改革之前，律师制度和新闻自由必须加强。这是现在唯一可以和官僚阶层分庭抗礼的力量了。

现在的媒体都在丑化自由媒体和律师，这是走向法西斯的必经之路。大家需要警惕。
