Sounding the 2024 Rallying Call for Democratic Movement in China -- Briefing of the First “Congress on China’s Directions”

On March 2-3, the first “Congress on China’s Directions” was held at the Hilton Hotel in the Washington DC area.  This action will start the road to transformation and reconstruction of Chinese society.  In a nutshell: it is committed to ending one-party totalitarian rule and creating a Constitutional Democratic New China.

 

A group of scholars, experts, and social movement leaders have gathered here.  They have been engaged in studying social change movements for a long time, creating, absorbing, and improving the modern constitutional system, which naturally covers issues such as civil rights, rule of law construction, economic development, and military nationalization etc.

 

Looking at the turbulent world, the confrontation and game between the democratic countries of the United States and Europe and the authoritarian regime of the Chinese Communist Party (CCP) has continued to escalate and become more intense.  It revolves around the issue of adhering to and maintaining the international order established after World War II, or changing and rebuilding international rules.  The latter has been why there is the challenge from the alliance of China and Russia, which has undoubtedly become the source of turmoil in the modern civilized world.

 

The strength of a country does not depend on warships, military aircraft and guns, but on the support of the people and the interests and will of the people.  The people are the concentrated expression of the country and the foundation of the country.  Wei Jingsheng pointed out: The Chinese people are in danger today, which is the darkest moment in more than 40 years!  China has degenerated into an authoritarian system in which the CCP owns the whole country, while Xi Jinping owns the whole CCP.  No one is safe and no one is free from exploitation and oppression of the CCP.  There is no legal protection and no human rights in China.  Even if one gains power for a while, it is temporary and no one can escape misfortune.

 

So what is this “Congress on China’s Directions”?  What are they doing?  As one of the participants, the writer, summarizes it in three questions: Who are we?  What are we going to do?  Where are we going?

 

Who Are We?

 

The Chinese Democracy Movement is the largest opposition group in China and represents the largest opposition movement in Chinese society.  In a sense, this Congress is about self-awareness, improving self-confidence and responsibility.  Because the Chinese people have lost their freedom, rights, fairness and protection, Chinese society has experienced tilts, imbalances and disasters in various fields such as politics, economy, society and culture.  The Chinese democratic movement must stand up.  If we don’t do it, what will we do?

 

What Are We Going to Do?

 

The “Congress on China’s Directions” was founded by Wei Jingsheng, Wang Dan, and Wang Juntao.  The document of the “Congress on China’s Directions” states that ending the tyranny and dictatorship of the Chinese Communist Party is the common urgent desire of all walks of life and all ethnic groups in China.  Only a constitutional democratic system can end tyranny, achieve peace and prosperity for the country and the people, and achieve long-term peace and stability, laying a foundation for world peace and development, cooperation and common prosperity between ethnic groups, and building international political stability.

 

The “Congress on China’s Directions” will formulate an overall program, that is, a systematic strategic guideline for future actions and tasks.  It will be carried out step by step and use words that the people can understand to broaden and extend the breadth and depth of the social movement.  The democratic movement is a political system transformation movement of the whole society, which needs the maximum participation of all people.

 

Where Are We Going?

 

Ending the tyranny and totalitarian dictatorship of the Chinese Communist Party is part of the entire project, and establishing a republic with freedom, democracy and the rule of law is the ultimate goal.  The “Congress on China’s Directions” calls for: Let us work together to create a new China that is shared, co-governed, enjoyed, free, democratic, fair, just and with the rule of law by the Chinese people!  In short: end tyranny and establish a democratic nation.

 

Overseas Chinese pro-democracy movement organizations are complex and numerous, each with its own agenda and its own purpose.  It can be said that there are many fences everywhere, with scattered forces and little effect.  In order to achieve the set goals of the “Congress on China’s Directions”, it is also necessary to solve the problem of unblocking the accessibility of the organizational system.  In other words, the “Congress on China’s Directions” is not a simple ideological platform, but also a unified action platform, with projects and issues to gather the pro-democracy movement organizations together, with open doors.  By uniting the pro-democracy movement organizations’ participation, all people who are willing to contribute to the Chinese democratic movement can join the team, and jointly end the tyranny of the Chinese Communist Party and to establish a constitutional democratic China.

 

Those attending the 1st “Congress on China’s Directions” were: Wei Jingsheng, Wang Dan, Wang Juntao, Huang Ciping, Chen Liqun, Jin Yan, Li Hengqing, Liu Dimon, Xie Tian, Feng Chongyi, Zheng Xuguang, Yu Luowen, Chen Weiming, Tseng Chien-yuan, Huang Ziyin, Gao Guangjun, Yu Dahai , Hu Ping, Yao Cheng, Qin Xinmin, Pan Yongzhong, Liao Tienchi, Chen Kuide, Zhang Aimei, Bei Ming, Zheng Yi.

 

The conference was always full of enthusiasm and excitement.  Everyone thought and faced the reality clearly: if they wander on the wrong road, and take advantage of the omen of opportunity, they will be punished later.   Now, let us look at who owns the world in today’s realm!  The sense of mission and responsibility in governing the country for the better drives everyone to create, experience, and witness this arduous historical mission.

32-3日,第一屆「國是會議」在華盛頓DC地區的希爾頓賓館召開,這將開啟改造與重建中國社會變革之路,一言蔽之:致力於結束一黨極權統治,創建憲政民主新中國。

 

這里聚集了一批學者、專家、社會運動領導者等,他們長期從事研究社會變革運動,創建、汲取、提升現代憲政制度,其中自然涵蓋了公民權利、法治建設、經濟發展、軍隊國家化等問題。

 

縱觀動蕩世界,美歐民主國家與專制中共的對峙、博弈不斷升級與白熱化,圍繞着堅持與維護二戰后建立的國際秩序、還是改變與重建國際規則的問題,后者正是中俄的抱團挑戰,無疑成為現代文明世界的動亂源。

 

國家的強弱,并不取決於軍艦、軍機與槍炮,而是取決於人心向背,取決於人民的利益與意志,人民才是國家的集中體現,是國家的基礎。魏京生指出:當今中國百姓處於危難之中,是四十多年來的至暗時刻!中國淪為全國姓黨、全黨姓習的專制獨裁體制,沒有人是安全的,沒有人可以不受剝削和壓迫。沒有法律保障,沒有人權,即使你一時得利得勢,那也是暫時的,誰都逃脫不了厄運。

 

什麼又是「國是會議」?他們在干什麼?筆者是與會者之一,用一句概述:我們是誰?我們要干什麼?我們要向哪里去?

 

我們是誰?

 

中國民運是中國最大的反對派,代表着中國社會最大的反對運動。從某種意義上來說,這次會議就是要解決自我認知、提高自信心和責任心。由於人民失去了自由、權利、公平與保障,中國社會在政治、經濟、社會、文化等各個領域,都發生了傾斜、失衡與災難。中國民運必須挺身而出,我不為之,去我何為?

 

我們要幹什麼?

 

「國是會議」由魏京生、王丹、王軍濤創建,「國是會議」文件指出:結束中共暴政與獨裁統治,是中國各界、及各民族的共同迫切願望。只有憲政民主制度才能結束暴政,才能實現國泰民安、長治久安,為世界和平發展、為民族合作共榮發展、為建設國際政治穩定奠定基礎。

 

「國是會議」將制定總體綱領,即未來行動與任務的系統性戰略方針,循序逐步推進,用百姓聽得懂的話,拓寬與延伸社會運動的廣度與深度,民主運動是全社會性的政治體制改造工程,需要最大化的團結全體人民參與。

 

我們要向哪裡去?

 

結束中國共產黨暴政、極權獨裁統治,是整個工程的一部分,而建立一個自由、民主、法治的共和國才是終極目標。「國是會議」號召:讓我們共同創建中國人共有、共治、共享、自由、民主、公平、正義、法治的新中國!簡言之:結束暴政、民主建國。

 

中國海外民運組織繁雜、山頭眾多、各有綱領、各謀其政,可說是籬笆林立、處處欄柵、力量分散,成效甚微。要達到「國是會議」既定目標,還需要解決組織系統的疏通與通達,也即是說,「國是會議」不是一個單純的思想平台,更要建成一個統一的行動平台,以項目、議題聚合各派各系民運組織,是虛化山頭、突破分離,敞開大門,聚集起來,凝聚各民運組織參與進來,讓所有願意為中國民主運動貢獻力量的人走進隊伍,共同完成結束中共暴政、建立憲政民主中國之盛舉。

 

出席「國是會議」的有:魏京生、王丹、王軍濤、黃慈萍、陳立群、金岩、李恆青、廖大文、謝田、馮崇義、鄭旭光、遇羅文、陳維明、曾建元、黃子茵、高光俊、於大海、胡平、姚誠、秦新民、潘永忠、廖天琪、陳奎德、張艾枚、北明、鄭義。

 

會議始終充溢着熱情、激奮的氣氛,大家集思廣益,清醒面對:若其眷戀窮城,徘徊歧路,坐昧先機之兆,必貽后至之誅。請看今日之域中,竟是誰家之天下!治世的使命感與責任心驅使着每個人去創建、經歷與見證艱巨而繁重的曆史使命。
