The Overseas Democracy Movement's "Congress on China’s Directions" Adopted Its Political Declaration: Overthrow the CCP and Rebuild the Republic

After the first "Congress on China’s Directions" concluded over the weekend, the initiators Wei Jingsheng, Wang Dan, Wang Juntao and others held a press conference in Washington DC, the capital of the United States, on Monday.  This event has received great attention from American politicians.

 

After two days of closed-door conferences, a press conference for the first "Congress on China’s Directions" was launched this Monday (March 4) in a conference room of the U.S. Congress by veteran overseas democracy activist Wei Jingsheng, leader of the 1989 student movement Wang Dan, and Chinese Democratic Party National Committee Chairman Wang Juntao.

 

This conference has attracted great attention from many American politicians.  Mike Gallagher, chairman of the U.S. House of Representatives' Select Committee on the Chinese Communist Party, and U.S. Democratic Representative Marcy Kaptur, among other members, expressed support for the convening of the first "Congress on China’s Directions".

 

"People Are Doing It, and God Is Watching"

 

Piero Tozzi, staff director of the U.S. Congressional-Executive Commission on China (CECC), said at the press conference that the "Congress on China’s Directions" revealed a core message, that is, democratic changes in China must come from within the Chinese people.

 

"However, one thing we can do, what the U.S. Congress, the U.S. government, and U.S. businesses and Western businesses can and must do is -- stop funding tyranny."  He said: "Another important point is that companies must stop subsidizing Chinese national security; cooperation must stop.  We have companies like Thermo Fisher Scientific, whose DNA technology is used by the Chinese police to suppress people in Tibet and Xinjiang.  And, these technologies are even accused of being used for coercion Organ harvesting.  Congress needs to review that.”

 

Tozzi also mentioned the public statement of the late former Chinese Prime Minister Li Keqiang - "People are doing it, and God is watching."  He emphasized: "The Chinese people are certainly capable of achieving democracy and respecting human rights.  Look at Taiwan: that Chinese society is democratic and respects human rights.  This is one of the reasons why Xi Jinping is so hostile to Taiwan, because as long as Taiwan exists, it will be free and independent.  This proves that his narrative is outdated."

 

The Conference Adopted a Political Declaration: Overthrow the CCP and Rebuild the Republic

 

Wang Dan, one of the initiators of the "Congress on China’s Directions" and leader of the 1989 student movement, said at the press conference that this conference reached a consensus on China's future democratic process, the plan for building a democratic China, and concluded with the political declaration of "Overthrow the Chinese Communist Party (CCP) and Rebuild the Republic."

 

Wang Dan said while reading this "Political Declaration": "Currently, the autocratic ruling of the Chinese Communist Party (CCP) is facing internal and external turmoil.  Xi Jinping’s dictatorship has consolidated the totalitarian system, exacerbating the possibility of dramatic changes in China.  Thus, an opportunity for China's democratization has been thrust upon us."

 

This "Political Declaration" with a total of ten points addresses many aspects such as China's political system, civil resistance, establishment of a provisional government, protection of civil rights, nationalization of the military, smooth financial and economic operations, and establishment of cooperation with the liberal and democratic camp of a democratic China after the collapse of the CCP, to drawn up a new development blueprint.

 

Wang Dan emphasized that the government of the democratic China shall be formed by open, equal, and rules-based citizen elections and governed in accordance with the law.  Government institutions forced upon the people without the citizens’ direct or indirect authorization is a tyranny.  He said in the case legal means for replacing a government are blocked, the people shall have the right to overthrow a tyranny.

首届中国海外"国是会议"周末闭幕后,发起人魏京生、王丹、王军涛等本周一在美国首都华盛顿召开新闻发布会。这一活动受到美国政界人士的高度关注。

 

经过两天的闭门会议,由资深海外民运人士魏京生、八九学运领袖王丹及中国民主党全国委员会主席王军涛发起的第一届海外中国“国是会议"本周一(34日)在美国国会的一间会议室举行了新闻发布会。

 

本次会议受到多位美国政界人士的高度关注。美国众议院中共问题特设委员会主席迈克•加拉格尔 (Mike Gallagher)、美国民主党籍众议员马西•卡普图尔(Marcy Kaptur)等多位议员对“国是会议”的召开表达支持。

 

“人在做,天在看”

 

美国国会暨行政当局中国委员会(CECC)幕僚长陶智(Piero Tozzi)在新闻发布会上表示,本次会议揭示了一个核心要义,即中国的民主变革需来自中国人民内部。

 

“然而,我们可以做的一件事,美国国会、美国政府以及美国企业和西方企业可以而且必须做的就是 -- 停止资助暴政。”他说:“另一个重点是,企业必须停止补贴(中国国家)安全,必须停止合作。我们有赛莫飞世尔(Thermo Fisher Scientific)这样的公司,他们的DNA技术被中国警方利用,在西藏、新疆用于镇压人民,甚至这些技术被指控用于强制器官摘取,国会需要对此进行审查。”

 

陶智还提到已故中国前总理李克强的公开表态 -- “人在做,天在看”。他强调:“中国人民当然有能力实现民主并尊重人权。 看看台湾,中国社会是民主的,尊重人权的。这就是习近平对台湾抱有如此敌意的原因之一,因为只要台湾存在,它就是自由和独立的。这证明他的叙述已经过时了。”

 

会议通过政治宣言:推翻中共、再造共和

 

“国是会议“的发起人之一、八九学运领袖王丹在新闻发布会上表示,本次会议对未来中国的民主进程和民主中国建设方案达成一致共识,名为《推翻中共、再造共和》的政治宣言应运而生。

 

王丹在宣读这份《政治宣言》时表示:“目前,中共专制统治内外交困,习近平独裁强化极权体制,加剧中国出现大变局的趋势,为中国民主化提供了契机。”

 

这份共有十个要点的《政治宣言》,从中国政体、民间抗暴、建立临时政府、保障公民权利、军队国家化、金融和经济平稳运行、与自由民主阵营建立合作等多方面,对中国共产党垮台后的民主中国勾画了全新的发展蓝图。

 

王丹强调,民主中国的政府必须经由公开、平等和以规则为程序的公民选举产生,依法执政。未经公民直接或间接授权,而强加于民的政府机构均为暴政。他表示,在合法更换政府的渠道被堵死时,中国公民有推翻暴政的权利。
