Chinese pro-democracy activists in exile held the "First Congress on China’s Directions" at the Hilton Hotel in the Washington DC area, from March 2 to 4.

 

Last November, during the "Asia-Pacific Economic Cooperation Summit" held in San Francisco, three people in exile in the United States: Wei Jingsheng, Wang Juntao, and Wang Dan proposed and announced that they would hold an overseas "Congress on China’s Directions" on China.

 

After this Congress on China’s Directions, the declaration "Overthrow the Chinese Communist Party and Rebuild the Republic" was published.   It pointed out: "Currently, the autocratic ruling of the Chinese Communist Party (CCP) is facing internal and external turmoil.  Xi Jinping’s dictatorship has consolidated the totalitarian system, exacerbating the possibility of dramatic changes in China.  Thus, an opportunity for China's democratization has been thrust upon us.  At this critical juncture, those who have been looking forward to such a transformation should carefully examine the current state of China and study relevant experiences and lessons of other countries around the world, and draft plans and ways to rebuild a constitutional political institution in China."

 

The declaration has a total of 10 points, which put forward political pillars of the democracy activists and suggestions for the future constitutional democratic system.  Wang Dan, one of the initiators of the Congress on China’s Directions, said that the second Congress on China’s Directions will be devoted to discussing the arrangement of the economic system, and the time has yet to be decided.  In the future, they will invite scholars and experts to discuss specific policies one by one on a series of national issues, striving to provide an institutional blueprint for China in the future.

 

There were 26 people attending the "Congress on China’s Directions", from the United States, Europe, and Australia.  Professor Tseng Chienyuan from Taiwan was also invited to attend.

 

In today's program, we interviewed Professor Tseng Chienyuan, the chairman of "New School for Democracy", to introduce us to the "First Congress on China’s Directions".

流亡海外的中國民主運動人士,32日到4日,在美國華盛頓特區的希爾頓飯店召開「第一屆海外中國國是會議」。

 

去年11月,在美國舊金山舉行「亞太經合峰會」期間,流亡美國的三位民人士:魏京生,王軍濤,王丹,倡議並發佈將要舉辦海外中國「國是會議」。

 

會議結束後,發表《推翻中共,再造共和》的宣言。指出:「目前,中共專制統治內外交困,習近平獨裁強化極權體制,加劇中國出現大變局的趨勢,為中國民主化提供了契機。值此關鍵時刻,關注中國民主化的人們,應當認真研討中國局勢和世界各國經驗教訓,提出在中國重建憲政政治體制的方案和途徑。」

 

宣言總共有10點,提出了民運人士的政治鋼樑,以及對於未來的憲政民主體制的建議。會議發起人之一,王丹表示,第二屆國是會議將專門討論經濟制度的安排,時間尚待決定。未來,還會針對一系列國是問題,逐一邀請學者專家圍繞具體政策進行討論,力爭為未來的中國提供一套制度藍圖。

 

出席「國是會議」有26位人士,分別來自美國、歐洲、澳洲。來自台灣的曾建元教授也獲邀與會。

 

今天節目,我們訪問華人民主書院的理事長曾建元教授,為我們介紹這次「第一屆海外中國國是會議」的情形。
